Communications and Clarifications Article Ten 1 - The taxpayer whose property benefits from the project is obliged to participate in the project and shall be notified of the necessity of changing the location and shape of the storage tanks and sewage drains in his property in accordance with the technical instructions decided by the Council to ensure their suitability and benefit from the project within a period not exceeding (60) days from the date of notification of the warning, and it may be extended by a decision of the Council for factories. 2 - If the taxpayer refrains from implementing what is stated in paragraph (1), the Authority shall perform the work on his behalf and collect the expenses from him plus administrative expenses in accordance with Article Three of this law. 3 - The taxpayer may request the Authority to perform the work assigned to him in paragraph (1), provided that he pays the expenses in advance plus administrative expenses, and the method of executing the work, the amount of expenses, and the method of collection shall be decided according to instructions issued by the Council. 4 - A - Institutions and persons who carry out sewage works must obtain for the periods ⟦illegible⟧ a license from the Authority authorizing them the right to engage in these works in accordance with the conditions decided by the Council, and this license shall be withdrawn upon the violation of the owner of the instructions or its misuse by a decision issued by the Council, and the annual license fee shall be five dinars. B - The municipality may not grant a building permit except after the Authority's approval of the sewage plan for that property. C - If the Authority performs any service inside the property other than what is mentioned in paragraphs (2 and 3), it may decide what fees must be collected for those services in accordance with instructions issued by the Council. Text of paragraphs four, five, and six of Article 3 of Instructions No. 1: 4 - The cost of constructing house or building connections and the inspection manhole mentioned in the above paragraph shall be at the expense of the owners. 5 - Representatives of the Directorate have the right to enter any property or building established or under construction for the purpose of inspection, examination, or monitoring of the established sewers or the construction works for the sewers, and the property owner shall be obliged to receive observations from these representatives. 6 - Representatives of the Directorate have the right to issue instructions to property owners regarding the method of constructing sewers, and when ⟦illegible⟧ side of the properties to these instructions, the Director has the right to warn the property owner within a period of 7 days from the date of notification ⟦illegible⟧ follow ⟦illegible⟧ otherwise, the Directorate will construct these sewers and remove the violating ones from these instructions and charge ⟦illegible⟧ the owner all the amounts necessary for that.
