the Trustee may not decide on the dismissal, promotion, demotion, or confirmation of the Technical Director or his salary except based on
a proposal from the committee to that effect.
15— The committee must submit a comprehensive report at the end of each academic year to the Trustee regarding the results
of its work during the year, and it may also submit observations and proposals as it deems appropriate
for implementation in the following academic year.
16— The secretary of the committee shall organize a record of the committee's decisions, in which the decisions taken
at the end of each session are recorded and signed by the committee members.
17— All committee members shall be honorary and shall not receive any fees for their services.

The Administrative Committee for Iraqi Jews, in its capacity as Trustee of the Ezra
Menachem Daniel Stadium, approved this amended regulation by its decision taken at its twenty-second session
on 9/11/1952, noting that the Lay Council had approved the
original regulation by its manual decision No. (J/763/52) taken on 1/10/1952.

The Amended Regulations
for the Ezra Menahem Daniel Playground Committee
⟦line⟧
1- The committee shall be called "The Ezra Menahem Daniel Playground Committee". The word "Playground" in these regulations
refers to the Ezra Menahem Daniel Playground.
2- In these regulations, the word "Member" includes the President.
3- The committee shall be composed of three persons appointed by the Mutawalli (Trustee) of the playground. It is permissible, if deemed in the
interest later on, to increase the number of members by a proposal from the committee and the approval of the Mutawalli.
4- The term of membership for the committee is three academic years. For this purpose, the academic year is considered
to end on September 30 of each year, and on that date the term of membership ends. It is permissible
to reappoint members after the expiration of their term for one or more times.
5- The committee must elect, in the first meeting of its formation, a president and a secretary, and notify
the Mutawalli accordingly. The President represents the committee and the Secretary implements its decisions.
All communications from the committee are issued under the signature of the President or the Secretary.
6- A quorum of the committee consists of two members if the number of members is three or four, provided
that the President is one of them and that the decision is issued by agreement. If the number of members is more
than four, a quorum is achieved if half the number of members or more are present, and decisions are taken by absolute
majority. The President has two votes if the votes are divided equally, and in the absence of the President, the Secretary shall act on his behalf.
7- The committee may establish the rules it deems appropriate for organizing its meetings and work,
the method of distributing tasks among its members, and their arrangement.
8- If one of the members resigns during the committee's term, the remaining two members shall nominate a third member
whose appointment is approved by the Mutawalli, provided that his membership ends with the other two members. If
more than half of the committee members resign at once or consecutively without replacing them
from time to time, the committee shall be considered dissolved.
9- a) The committee may invite to its meetings anyone it deems necessary for consultation
or to delegate a task to them, provided they do not have a vote in its decisions. It also
has the right to appoint subcommittees from its members or others to carry out assigned matters,
such as supervising and repairing the playground buildings and courts, or overseeing technical aspects of the playground, or organizing
the collection of membership fees or similar matters, provided that this appointment is reported to the Mutawalli.
b) The committee may contact the administrations of the Jewish Community schools to organize sports affairs
for the students of these schools.
10- The committee must place all funds at its disposal in a bank whenever
the amount exceeds the usual playground expenses for one month, provided the account is in the name of the committee.
Withdrawals shall be made with the combined signatures of the President and another committee member. It is not permissible
to spend anything without a decision from the committee.
11- The function of the committee is to supervise the management of the playground and oversee its various administrative, financial,
and sporting affairs, and to work on its advancement. It is the sole reference for all inquiries or communications related to
its affairs, except for official communications with local authorities, which are referred to the Mutawalli to handle.
The committee has the right of total supervision, inspection, and the determination of sports and training curricula.
12- a) The committee must prepare a detailed estimated budget for the playground year by year and submit it to
the Mutawalli during the period between the first day of October and the first day of December
of each year for approval. However, if circumstances arise that prevent the preparation of the
budget during this period, it may be postponed, informing the Mutawalli of the reasons for that postponement,
provided that this postponement does not exceed the end of January of each year. Spending is permitted
to cover playground expenses throughout the period preceding the approval of the budget by the Mutawalli based on
the budget of the previous year.

demotion, or confirmation of his salary shall be carried out upon the nomination of the Committee and approval of the Custodian. In addition to that,
the Custodian may not decide to dismiss, promote, demote, or confirm the Technical Director or his salary except based on
a proposal from the Committee to that effect.
15— The Committee shall submit a comprehensive report at the end of each academic year to the Custodian regarding the results
of its work during the year, and it may also submit observations and proposals as it deems appropriate
for application in the following academic year.
16— The Secretary of the Committee shall organize a record for the Committee's decisions, in which he records after each session
the decisions taken, and they shall be signed by the members of the Committee.
17— All members of the Committee shall be honorary and shall not receive any fees for their services.
18— It is permissible to entrust the supervision of the administration of any other stadium belonging to the Custodian to the Committee, provided that
the provisions of this same regulation apply to it.
19— This regulation may be amended, canceled, or replaced by another to be more suitable for the circumstances
of work, provided that this is by a decision of the Committee approved by the Custodian.
The Administrative Committee for Iraqi Jews, in its capacity as Custodian of the Ezra
Menachem Daniel Stadium, approved this amended regulation by its decision taken at its twenty-second session
on 11/9/1959, noting that the Physical Council had approved the
original regulation by its manual decision No. (J/52/763) taken on 10/1/1952.

The Honorable President of the Administrative Committee for Iraqi Jews
After greetings.
Based on what is required by the interest of the Sports Ground regarding the amendment of its internal bylaws and the consequences thereof, please
consider and approve the following matters.
1- Approval to amend the internal bylaws so that they become more suitable in terms of the start and end of the academic year
for it in relation to the academic year for the community's schools, in accordance with Article 19 of the mentioned
bylaws. Provided that the amended bylaws become as stated in the attached printed copy.
2- Given the expiration of the membership term of the current Sports Ground Committee on July 15, 1959, please approve
the extension of this committee's membership until the 30th of the current September, so that the work of our committee during this
period gains legal status, in line with the proposed amendment above in the Sports Ground's bylaws.
3- Please approve the allocation of an amount of (590/-) Dinars to be spent on the Sports Ground during the period
between 1/7/1959 and 30/9/1959, which is equivalent to one quarter of the amount allocated in the estimated budget
for the year beginning on 1/7/1958 and ending on 30/6/1959, which you have previously approved
by your decision numbered (⟦illegible⟧) and dated ⟦1958/12/24⟧, following the same expenditure ratio
according to this budget. Note that our committee will submit to you the realized expenditures and revenues
for the fifteen-month period that will end on September 30, 1959, when the new academic year
for the Sports Ground begins.

The Amended Internal Regulation
for the Ezra Menahem Daniel Playground Committee

1- The committee shall be named the "Ezra Menahem Daniel Playground Committee." The word "playground" in this regulation refers to

of these schools.
10- The committee shall deposit all funds at its disposal in a bank whenever the amount exceeds
the usual monthly playground expenses, provided the account is in the name of the committee and withdrawals are made with the signature
of the President and another member of the committee collectively. No expenditure may be made without a decision from the committee.
11- The committee's function is to supervise the management of the playground and oversee its various administrative, financial, and sporting affairs and work
towards its advancement. It is the sole authority for every inquiry or correspondence regarding its affairs, except for official correspondence
with local authorities, which is referred to the Trustee to handle. The committee has the right of total supervision, inspection, and determining
sports curricula and training.

the provisions of this same system apply to it.
19- This system may be amended, canceled, or replaced by another system to be more suitable for working conditions,
provided that this is done by a decision of the committee approved by the trustee.

Greetings.
Based on what the stadium's interest requires in terms of amending its internal regulations and the consequences thereof. Please consider the following matters and approve them.
1- Approval to amend the internal regulations so that they become more appropriate in terms of the beginning and end of its academic year relative to the academic year of the community schools, in accordance with Article 19 of the aforementioned regulations. Provided that the amended regulations become as stated in the attached printed copy.
2- In view of the expiration of the current stadium committee membership term on July 15, 1959, please approve the extension of this committee's membership until September 30 of this year so that our committee's work during this period acquires legal status, in line with the proposed amendment above in the stadium's regulations.
3- Please approve the allocation of an amount of (590/-) Dinars to be spent on the stadium during the period between 1/7/1959 and 30/9/1959, which is equivalent to a quarter of the amount allocated in the estimated budget for the year beginning 1/7/1958 and ending 30/6/1959, which you previously approved by your decision No. ⟦(1) at the fourth meeting⟧ dated ⟦22/7/58⟧, in line with the same expenditure rate according to this budget. Please note that our committee will submit to you the actual expenditures and revenues for the fifteen-month period that will end on 30/September/1959, when the new academic year for the stadium begins.

The Amended System
of the Ezra Menahem Daniel Playground Committee
⟦line⟧
1- The committee shall be called "The Ezra Menahem Daniel Playground Committee". The word playground in this system means
the Ezra Menahem Daniel Playground.
2- In this system, the word member includes the President.
3- The committee consists of three persons appointed by the Mutawalli (Trustee) of the playground. If it is deemed beneficial
later, the number of members may be increased by a proposal from the committee and the approval of the Mutawalli.
4- The duration of the committee membership is three academic years, and the academic year for this purpose is considered to end on
September 30 of each year. On that date, the membership term ends, and members may be re-appointed after
the expiration of their term for one or more times.
5- The committee shall elect, in its first meeting after its formation, a president and a secretary for itself and inform the Mutawalli thereof.
The president is the one who represents the committee and the secretary is the one who executes its decisions. All communications from
the committee are issued with the signature of the president or the secretary.
6- A quorum of the committee consists of two members if the number of members is three or four, provided that the president
is one of them and that the decision is issued by agreement. If the number of members is more than four, a quorum is achieved
if half the number of members or more attend, and decisions are taken by absolute majority. The president has two votes if the
votes are divided equally, and in the absence of the president, the secretary shall substitute for him.
7- The committee may set the rules it deems appropriate for organizing its meetings, their forms, and how to distribute
and arrange work among its members.
8- If one of the members resigns during the committee’s term, the two remaining members shall nominate a third member whose
appointment is approved by the Mutawalli, provided that his membership ends with the other two members. If more than half the number of
committee members resign at once or consecutively without replacing them from time to time, the committee is considered dissolved.
9- a) The committee may invite to its meetings those persons it deems necessary for consultation or for
deputizing them for one of its tasks, provided they do not have a vote in its decisions. It may also appoint
sub-committees from its members or others to carry out the matters it assigns to them, such as monitoring playground buildings and yards
and their repair, or covering some technical aspects of the playground, or organizing the collection of subscription fees or the like,
provided that this appointment is reported to the Mutawalli.
b) The committee may contact the administrations of the Jewish community schools to organize sports affairs for the students
of these schools.
10- The committee shall place all the money at its disposal in a bank whenever the amount exceeds
the regular playground expenses for one month, provided the account is in the name of the committee and withdrawals are made with the signature
of the president and another member of the committee collectively. No expenditure may be made without a decision from the committee.
11- The function of the committee is to monitor the management of the playground and to oversee its various administrative, financial, and sports affairs, and to work
towards its advancement. It is the sole reference for every inquiry or communication regarding its affairs, except for official communications
with local authorities, which are referred to the Mutawalli to handle. The committee has the right of total supervision, inspection, and deciding
sports and training curricula.
12- a) The committee shall set a detailed estimated budget for the playground year by year and submit it to the Mutawalli during
the period between the first day of October and the first day of December. However, if circumstances arise
preventing the preparation of the budget during this period, it may be postponed while informing the Mutawalli of the reasons for that postponement,
provided that this postponement does not exceed the end of January of each year. Spending may be made to cover the playground expenses
throughout the period preceding the approval of the budget by the Mutawalli based on the previous year's budget.

B) The trustee has the right to study the estimated budget submitted to him for approval or amendment, provided
that this is done within two months from the date the budget is submitted to him. If no result regarding the decision
on this budget is received by the committee from the trustee within these two months, the budget submitted by
the committee is considered approved and effective. In light of this budget, the total amount
paid by the trustee to its account in that year becomes fixed. The committee shall decide what is necessary for the proper
maintenance and control of the stadium accounts, audit them, and report the results to the trustee at the end of each year.
13- All that is collected by the committee or its sub-committees and all revenues that reach it or the stadium
are allocated to it and spent on the stadium according to the committee's opinion. However, it is stipulated that
this expenditure shall not lead to an increase in the trustee's financial responsibility toward the stadium unless
the trustee has approved it prior to the expenditure.
14- The appointment, dismissal, promotion, demotion, and confirmation of stadium employees and their salaries, and all
disciplinary measures applicable to them, are carried out by the committee, except for the manager or technical coach or
whoever acquires their status by performing this function (if any); their appointment, dismissal, promotion, demotion, or
confirmation of salary is carried out by recommendation of the committee and approval of the trustee. In addition, the trustee
may not decide to dismiss, promote, demote, or confirm the technical manager or his salary except based on the committee's proposal
to that effect.
15- At the end of each academic year, the committee must submit a comprehensive report to the trustee on the results
of its work during the year, and it may also submit such observations and suggestions as it deems appropriate for implementation
in the following academic year.
16- The secretary of the committee shall organize a register for the committee's decisions, in which the decisions taken
shall be recorded after the end of each session and signed by the committee members.
17- All committee members shall be honorary and shall not receive any fees for their services.
18- Supervision of the management of any other stadium belonging to the trustee may be entrusted to the committee, such that
the provisions of this same system apply to it.
19- This system may be amended, canceled, or replaced by another to be more suitable for working conditions,
provided that this is done by a decision of the committee approved by the trustee.
The Administrative Committee for Iraqi Jews, in its capacity as the trustee of the Ezra Menahem Daniel Stadium, approved
this amended system by its decision No. ( ) taken on ( ), noting

and Elias Abdo to enter the stadium, who had previously been banned. The stadium committee is
