Greetings,
We attach herewith a copy of the income and expenditure account realized for Ezra Menachem Daniel Stadium from October 1, 1959
to September 30, 1960. We also attach a copy of the stadium's financial position as of September 30, 1960, both duplicated from
the stadium's ledgers which were audited by the committee members.
Salaries and labor wages constitute the largest part of the stadium's payments, reaching during the above year alone
(1465/650) Dinars. The stadium activities were seven days a week, as students of Frank Iny School were trained
within their school sports curriculum.
The cost of pure water reached 151/270 Dinars in the above year, as the stadium management was forced to
water the gardens with pure water after the raw water was cut off from the stadium. As of now, after raw water has been piped
from the Water Supply Administration to the stadium in May 1960, the pure water fees for the coming year will be normal.
The amount of 150/607 Dinars (carpentry and blacksmithing) includes the values of pipes necessary for the new basketball court
for which lighting was recently completed. The amount of 54/025 Dinars includes the values of cups distributed to winners in competitions and the value of
basketballs and volleyballs.
As for what came under the heading (Repairs and various wages for garden and field materials), which is 193/505 Dinars, it includes
the values of fertilizers for the gardens, flower seeds, repairing the cooler and the slide, gypsum for marking the fields, pipe installation wages, and various expenses
during the year.
The amount of 32/692 Dinars includes what was paid for transporting Frank Iny School students to and from the stadium.
The stadium still needs a lot of furniture, sports requirements, and lights for the fields. We have previously set aside
for this aspect in our estimated budget for last year, as we allocated the necessary amounts, knowing that they were not all spent, and it is necessary
to keep this reserve for the next year. it will only be spent if necessary and if the committee becomes able to devote itself
to this aspect.
The stadium committee had borrowed during the year ending September 30, 1960, an amount of - / 2000 Dinars
which was added to 484/090 Dinars remaining from last year, making the total 2484/090 Dinars. The income
during the year reached 231/218 Dinars, while the expenses reached 2214/745 Dinars, making the deficit only
⟦198⟧/527 Dinars, which is requested to be charged to the endowment of the late Ezra Menachem Daniel. Also, please add to it an amount of
- / 163 Dinars, the value of furniture purchased during the past year (1958 / 1959), as stated in the copy of the stadium's financial
position for last year (attached to our letter dated 15 / 12 / 959).

We attach herewith a copy of the income and expenditure account for the Ezra Menahem Daniel Stadium
from October 1, 1959, to September 30, 1960. We also attach a copy of the stadium's financial position as of
September 30, 1960. It is advisable to have the stadium's annual books examined by the committee members. x
Salaries, wages, and operations constitute the largest part of the stadium's payments, amounting during the above year to
2465/650 Dinars. The stadium's activities were seven days a week, as students of the Frank Iny School
were trained as part of their school sports program.
Water and electricity fees amounted to 270/580 Dinars in the above year, as the stadium management was
forced to water the garden with purified water after the Municipality cut off the raw water. Contact was made
with the Municipality on behalf of ⟦the community⟧ to ask them to return the water to the stadium. As of 20-9-1960, the expected water fees
for the coming year will be normal.
The amount of 160/500 Dinars (stationery and publications) includes the completion of the necessary ceremonies for the stadium's charitable
contribution which was recently completed, and the amount of 500 Dinars includes major divisions distributed to
the winners of the competitions, and these are direct donations to it.
As for what came under the heading (renovations and various expenditure fees), which is 505/590 Dinars,
it includes fertilizers for the gardens, leaf seeds, repair of ⟦the curtain and the plastering⟧, gates, and the marking of the fields,
installation fees for pipes, and various expenses for the aforementioned stadium.
The amount of 192/240 Dinars includes what was paid for transporting Frank Iny School students to the stadium.
The stadium management is now serious about studies and sports and administrative meetings for examinations;
however, the failure of this committee to receive the remaining amounts or the amounts due, knowing that we have not
spent anything, and we must keep this small reserve that we received, and it will be ⟦of use⟧ if necessity dictates
and it becomes possible for the committee to donate for this aspect.

The following amendments were made to the International Rules of Volleyball at the international conference
held in October 1959 in the city of Budapest.
1 - Article 5, Paragraph / 3 /
At the end of the first section of Article (5), Paragraph 3 d, ending with (..... and returns to
the same conditions again - once only - provided that he takes the same position held by the player
who replaced him), the following is added:-
As a clarification, no player except the original player who withdrew from the court has the right to enter
the court in that set to replace the substitute player who had replaced him.
2 - Article 12, Paragraph / 6 /
The following is added at the end of this paragraph:-
Each team has the right to request two time-outs for rest in each set consecutively
without play resuming between the two requests. A time-out requested by a team
may be immediately followed by another time-out request by either team.

and if a player performs a blocking action and is at least one meter or 3 feet and 3/4 knots away from a player
or players performing the blocking action and one of them touches the ball, the first player standing one meter away from them has the right
to touch the ball.
If the ball touches one or more players performing the block, it is counted as one touch even if the touch was not
made by them simultaneously; however, in this case, none of these players has the right to touch the ball again before
another player who did not participate in the blocking process ⟦returns to⟧ touches it for a second touch.
Back-line players are not allowed to advance to the net to participate in the blocking process, but they have the right to play the ball
at any distance from the blocking players.
If one of the players involved in the blocking process touches the ball and the hand of another player crosses the net
without an opposing player touching it, the other player is considered to have committed a fault. However, if there is a player located at a distance of at least
one meter or 3 feet and 3/4 knots from a player or players participating in the block, and the distant player touches the ball and their hand
crosses over the net, this player is not considered to have committed a fault.
Article 20, Paragraph 6
The following is added at the end of the paragraph.
The act of touching the center line without touching the opposing team's court is not actually considered a fault.
Article 22, Paragraph K
Paragraph K is cancelled and replaced with the following paragraph.
K - The ball crosses over the net outside one of the two vertical indicators (outside the side line) as a result of the
second or third touch, but if the ball crosses over the net outside one of the two vertical indicators (outside the side
line) as a result of the first touch, another player on the same team has the right, without touching the opponent's court, to return
the ball to their court over the net, provided that the return of the ball is from outside the two indicators, i.e., from the same area from which
the ball exited. The team has the right, after the return of the ball, to play it for the third time only.
Article 23, Paragraph C - The text "or punished" is deleted from this paragraph.
Article 23, Paragraph T - Paragraph T is deleted and replaced with the following:
T - Stamping the ground with both feet or performing unnecessary movements with the intention of distracting the opponent, raising arms, jumping,
or grouping players in pairs or more to form a screen for the purpose of obscuring the movements of the serving player.
