On the occasion of discussing the general situation ⟦...⟧ of the Hadiya Munshi Saleh School, I submit some information regarding
this school for the Council's review.
1 - This school was established around the year 1929.
2 - The late Munshi Saleh endowed his two properties numbered 50 and 52 / 139 located in the Al-Tawrat neighborhood
to be used as headquarters for the aforementioned school in the year 1938.
3 - This school is managed by the Ministry of Education, which pays the administrative costs. This school includes
fifteen classes in which five hundred and twenty female students study (including twelve Muslim female students from among the relatives
of the teaching staff).
4 - The Community pays the salaries of two religion teachers from the revenue of eight shops attached to the school
whose annual rent amounts to (240/-) dinars, and an annual deficit usually occurs in the salary budget amounting to
30/- dinars.
5 - It has cost the Community the restoration of this school from time to time (about 3500/- dinars)
(from 27 / 12 / 1948 to 31 / 1 / 1950) noting that the family of the late Munshi Saleh previously used to cover
the deficit in the budget of this school (i.e., the religious section only) in addition to the restoration costs.
389/548 dinars have been spent to date from the Community fund for the account of this school
and this amount was recorded as a debt on the mentioned school in the hope of being able to recover it from the owner's family.
6 - There was an idea by the wife of the late Munshi Saleh and his brothers to rebuild this school
anew according to maps (held by the engineer Mr. Naim Lawi) prepared for this purpose, and preliminary
approval from the Ministry of Education was obtained regarding it, as the mentioned engineer informed me.
7 - The current building of the school contains two sections: a newly constructed section containing three classrooms
with rooms for administration and sanitary facilities, and an old section prone to collapse containing twelve classrooms. We receive from
time to time a warning from the school principal regarding the danger to the safety of the students, and the ground floor classrooms
are extremely damp and do not meet the minimum health requirements.

After greetings.
Upon studying the case of the two teachers appointed to teach religion at
the Hadya Munshi Saleh School, this committee found in its meeting held
on 12/12/48 that their salary of six dinars without high cost of
living is very low. Therefore, we recommend creating high cost of living allowances similar
to those of school teachers at a minimum, which is two and a half dinars per month.
We suggest that this addition be paid from the Council's fund as a debt against
the endowment revenues allocated for these salaries, and even in case of insufficiency
of these revenues to settle what accumulates to the Council as debt for this reason, then
our committee believes it is fair to pay these allowances from the fund of
the Council itself. With high respect to your Excellency.
