In view of the school's urgent need for an English language teacher to fill the vacancies
existing in the school, which were occupied during the last school year by
external lecturers, and in view of our selection of the British citizen Stanley Henry
Dixon ( ⟦Stanley Henry Dixon⟧ ) who was contracted via
advertisement in newspapers in England and who possesses the required qualifications.
Please kindly grant preliminary approval for the appointment of the aforementioned as a teacher in this
school with a monthly salary of one hundred dinars for the first year of his appointment and ( 110 )
dinars for the second year, including high cost of living allowances, provided that he is paid
the salary starting from the first day of his arrival in Iraq at the beginning of the current school year
1960 / 1961. Also, please approve the payment of his airfare from London
to Baghdad.

After greetings,
The Labor Law of 1958 was previously issued, and among its clauses is the necessity of obtaining
special permits for the employment of foreigners, just as it mandated that the employer obtain a special permit
to employ foreigners.
In view of the fact that private schools are subject to the regulations and laws of the Ministry of Education, which is an official
department, private schools were considered, according to the interpretation of some lawyers, not subject to the Labor
Law regarding the acquisition of an employer's permit. In addition to that, the majority of
the Labor Department employees were hesitant regarding the inclusion of private schools in this law. Based on
this, the administration of this school postponed the matter of obtaining an employer's permit until the matter was decided
by the specialized officials. Nevertheless, the administration of this school was faced
with an accusation of violating this law. The case was referred to the Labor Penal Court, and after it was considered
by the court on 7/6/1960, a fine of six dinars was imposed on the school. We had previously
retained a lawyer for the defense, which necessitated paying him a fee of 10.500 dinars: therefore,
please kindly approve the disbursement of an amount of 16.500 dinars.

The Administrative Committee has reviewed the petition submitted by Mr. Manshi Ibrahim Isaac on 31 / 8 / 1959
referred originally by your committee, and after studying its content and discussing the subject of scholarships in general in preparation for a decision
as follows ⟦line⟧
First ⟦line⟧
Since the purpose of allocating scholarships is to encourage female and male students to persevere and achieve academic results while they are in the
final stage of preparatory study, and to foster a spirit of competition among them to obtain the highest scientific qualifications so that the outstanding ones obtain
scholarships as a result of that perseverance and competition. Therefore, the allocation of any scholarship to a student who has already
completed preparatory studies and was sent by his family to complete higher studies is a matter that defeats the two aforementioned purposes.
Accordingly, the subject of allocating a scholarship to those who have already sent their children to study abroad has become impossible in view of what
was mentioned above.
Second ⟦line⟧
It is the plan of this committee that the largest number of families benefit from scholarships, so it prefers to grant them to a deserving person from a family
deprived of a daughter or son who has completed or is in the process of completing higher education.
Third ⟦line⟧
However, if the petitioner intends by his aforementioned petition to be assisted in the matter of expenses required of him to complete
his aforementioned children's higher studies, then their matter is linked in light of the conditions of the endowments (Waqf) related to education.
After studying this subject, the committee decided to help the petitioner with a fixed annual grant of one hundred and fifty Dinars for a period of
four years to assist his son Fawzi starting from the current academic year 959 – 960, provided that the amount for the current year is paid
immediately and the amount for each subsequent academic year is paid in the first month of October thereof after he submits the official documents confirming
his aforementioned son's continuation in study.
Fourth ⟦line⟧
On this occasion, your committee is informed that the Administrative Committee had decided in its session held on 29 / 10 / 1959
to send a male or female student to complete higher studies abroad at the expense of the year 960 / 961 from those who will obtain
the highest scientific qualifications in the graduating class of preparatory study for the current academic year 959 – 960,
so we hope you will direct that this be announced to the students to encourage them to develop their scientific competencies.
All this is in addition to the scholarship reserved for the student Sabah Shafiq Adas, whose name appeared in the reserve list
and who is currently attending the fifth preparatory class at the expense of the year 960 – 961, after he completes the general examination
for preparatory study ( ⟦...⟧ ) successfully.

The Administrative Committee has reviewed the petition submitted by Mr. Menashi Ibrahim Isaac on 31 / 8 / 1959
originally referred to it by your committee. After studying its content and discussing the subject of educational grants in general, we inform your committee
of the following: -
First -
Since the purpose of allocating educational grants is to encourage students to persevere in their scientific achievement while they are in the
final stage of preparatory study, and to foster a spirit of competition among them to obtain the highest scientific qualifications so that the outstanding ones obtain
the educational grants as a result of that perseverance and competition. Therefore, allocating any educational grant to a student who has already
completed preparatory study and traveled through their family to complete higher education is a matter that defeats the two aforementioned purposes.
Accordingly, the subject of allocating an educational grant for someone who has already sent his children to study abroad has become impossible in view of what
is stated above.
Second -
It is the plan of this committee that the largest number of families benefit from the educational grants, so it prefers to grant them to a deserving person from a family
deprived of a daughter or son who has completed or is in the process of completing higher education.
Third -
However, if the petitioner intended by his aforementioned petition to seek assistance regarding the expenses required of him for the completion of
his children's higher education, then this is a matter to be studied in light of the terms of the endowments related to education.
After studying this subject, the Committee decided to assist the petitioner with a fixed annual grant of one hundred and fifty Dinars for a period of
four years to assist his son Fawzi, starting from the current academic year 959 - 960, provided that the amount for the current year is paid to him
immediately and the amount for each subsequent academic year is paid in the first month of October thereof after he submits the official documents supporting
his continuation in study.
Fourth -
On this occasion, we inform your committee that the Administrative Committee had decided in its meeting held on 29 / 10 / 1959
to send a male or female student to complete higher education abroad at the expense of the year 960 / 961 from those who will obtain
the highest qualifications in the final grade of preparatory study for the current academic year 959 - 960,
so please issue instructions to announce this to the students to encourage them to develop their scientific competencies.
All of this is in addition to the educational grant reserved for the student Sabah Shafiq Adas, whose name is in the reserve list
and who is currently attending the fifth preparatory grade at the expense of the year 960 - 961, after he completes the General Examination
for preparatory study ( ⟦G. C. E.⟧ ) successfully.
