Mrs. Maryam Ibrahim Al-Mulla, an employee at our school, has previously performed
additional duties outside of working hours, including writing and transferring student grades etc. . . starting from the

to date.
Given the school's need for these additional duties during the academic year
current, i.e., until the end of September 1963, I propose allocating a monthly salary of (15)
dinars per month for the period from October 1, 1962, until September 30, 1963. This is
in addition to her current salary of (30) dinars per month, which is approved within the
school budget for the current year. Please approve this, noting that this additional salary
will be paid from the school budget allocations for the current academic year 1962/63.

Greetings,
In view of the fact that one of the members of your esteemed committee raised, approximately four months ago, the subject of admitting students
from the Midrash Talmud Torah into the Frank Iny School, and given the impact this subject has on the interest of the school
as a public institution. This matter was thoroughly discussed by the Schools Committee in the session held on Wednesday
corresponding to 9 / 7 / 1958. During the discussion of this subject, care was always taken to place
the interest of the student masses above the interest of individuals. The Schools Committee's discussion of this matter concluded
at the time with the adoption of the following decision, which was ratified in the session of the Schools Committee held on
Thursday, 2 / 10 / 1958, which is:
(A discussion took place regarding the students of Midrash Talmud Torah, especially in terms of their admission to the primary
grades of Frank Iny School and the impact this would have on obstructing teaching in these grades due to
the great disparity existing between these students and the students of Frank Iny School in terms of age, and in terms of
behavior and morals, and in terms of information. The committee decided, before considering the issue of admitting this type of
students into Frank Iny School, to hold a special session to which the director of the Midrash and the members of
the body responsible for its management are invited to attend, to provide the Schools Committee with sufficient information regarding the number of students and the curriculum
of study therein, and about its income from various endowments allocated to this institution and about its annual expenditures
and other matters. This is so that the subject can be studied from all its aspects and an attempt can be made to introduce
the necessary reforms to this institution so as to make it fit to retain its students and fulfill their education
and culture in a manner consistent with the present time, while taking into account the special status of these students in terms of environment and surroundings).
As a first step to study the subject, His Eminence Rabbi Sassoon Khadduri, the Acting President of the Community, suggested
that His Eminence pay a visit to the Midrash Talmud Torah accompanied by the director of the Frank Iny School and accompanied by
Mr. Naji Bashiri to personally observe the progress of this institution in terms of teaching and some other
aspects. Indeed, this visit took place on Monday morning, 13 / 10 / 1958, when
teaching in that institution was in session as usual. The following points resulted from this visit
were observed:
1- That the building occupied by the Talmud Torah students at the present time (which is the building of the late
Ezra Menahem Daniel Clinic) is a suitable and sufficient building in terms of its capacity for the students of this institution.
2- With a little effort, the cleanliness of the building can be maintained and made into one of the suitable buildings as an excellent
school.

From the perspective of these students themselves, their greatest problem was their failure to catch up with their peers in
terms of study, especially in foreign languages, due to their inability to obtain
the correct guidance and the special care required in their homes in the manner obtained by
Frank Iny School students from their parents. The result was their falling behind year after year in one
class, which caused numerous problems for the students, the school, and the teachers, the simplest of which was hindering the progress of
education in the classroom due to the presence of elements unable to keep up with the majority of the students in the class. From
the perspective of the teachers and the school, what this small group of students required
in terms of dedication and efforts to rectify aspects specific to them, such as hygiene and
morals, and the accompanying foul language that other students would get used to uttering, etc...
I say that what that required in terms of dedication and efforts by the administration and teachers is
not possible, given that every individual member of the teaching staff at Frank Iny School bears
great burdens to perform the duty of education in the required manner. The result of this experiment
was that it had a negative impact on the young students of Frank Iny School at a time when
the Midrash students had not gained any significant benefit from joining this school. Add to
that the problems of transporting them from their distant homes in the old city neighborhoods to the school due to
the unavailability of more than one car licensed by the Traffic Police Directorate at the school reaching
those neighborhoods.
5) Nevertheless, the administration of Frank Iny School kept some of these students in the past
whose ages were somewhat suitable for the ages of other students, and tried to
help them catch up with their peers as much as possible. These students are still in
Frank Iny School at the present time, causing the school from time to time problems specific
to them, which negatively affects the progress of education and upbringing in this school.
6) Most of the guardians of the Midrash students wish to enroll their children in Frank Iny School
for no reason other than their belief that Frank Iny School is merely a machine or device into which
the raw student enters from one side and emerges from the other side completed in all
scientific and moral aspects, regardless of his capabilities, potential, and the efforts
that must be exerted by him, his parents, and the school for the sake of
his education and upbringing.

Consequently, I am convinced that the Midrash Talmud Torah institution can be reformed in terms of
educational curricula and management so as to fulfill the education and culture of its enrolled students in a way
befitting the present era, while solving the specific problems of these students regarding environment, surroundings
and age. To achieve this, I suggest forming a special committee for the Midrash chaired by His Eminence Rabbi
Sassoon Khedhouri to revitalize this institution, which was established in Baghdad a long time ago
to solve some educational problems of our community, especially after these problems diversified in recent
years in many respects. Furthermore, I am prepared to contribute to the work with the members of this
proposed committee despite the many burdens required of me in the field of managing the affairs of my schools,
Shamash and Frank Iny, praying to the Almighty Lord to grant us all success in serving the group and the public
interest.

Dinars monthly for the academic year 1963 / 1964, which is the second year, including
cost-of-living allowances, while granting him air travel expenses from London to Baghdad and vice versa
pursuant to a contract, provided that his appointment starts from the date of his arrival in Iraq. Please
