In the Arabic language, there are words with different pronunciations and different meanings that were formed as a result of different dialects while having the same origins. For example, we mention the word - Zaki - which developed into a - proper noun - in addition to its meaning, and originally it is the word - Dhaki (Intelligent) -. But some dialects that pronounce the letter - Dh - as - Z - made the adjective - correct - as - Zaka' -. And there is the letter - Th - which is often pronounced - S - especially among Syrians and Lebanese, for example where they pronounce - Habas - and two - Asnan - and - Muthaqqaf - cleaned - Musaqqaf -. Mosul Dam He said that among these projects is the Mosul Dam project, for which the ministry has begun preparing the final designs and necessary contract documents. The ministry will study and approve the construction of the dam in light of the Tharthar River development project for flood purposes. The Mosul Dam is located on the Tigris River, about 50 kilometers northwest of the city of Mosul. The project also aims to generate electric power with a capacity of 600 megawatts. Article One - For the purposes of these instructions, Iraqi Jews means all Iraqi Jews residing in all parts of Iraq for whom official statistics and census departments prove that they still retain Iraqi nationality until these instructions are put into effect. Article Two - A - An administrative committee consisting of five persons from the Jews residing in the city of Baghdad shall be formed in Baghdad in accordance with these instructions. B - The members of the committee shall be elected by secret ballot in accordance with what is stipulated in these instructions. C - The term of membership is two years, and a former member may be re-elected. D - The administrative committee shall elect a chairman from among its members by secret ballot. E - It is required that the chairman and the member be at least thirty years old, and the term of the chairmanship ends with the end of the term of membership; he must not have been convicted of a felony or misdemeanor, or if convicted, his reputation must have been rehabilitated to others. Article Three - The committee shall perform the following tasks with respect to all parts of Iraq, namely: 1 - Managing estates, roofed properties, and exploited properties endowed for charitable purposes, the guardianship and management of which were entrusted to the Lay Council or any previous communal body. 2 - Managing schools and charitable institutions. 3 - Managing expenditure and revenue matters, collecting communal fees, and appointing the necessary employees for that. 4 - Supervising the management of slaughterhouses, cemeteries, preparation, shrouding, and burial from a financial perspective. Article Four - A committee shall be formed in the Ministry of Justice consisting of the Head of Codification, a legal codifier, and a member elected by the administrative committee from among non-members, which shall serve as a reference for the administrative committee to which its work and actions are presented, its budget is submitted, and appeals against the validity of the decisions it issues are raised. The decision of this committee, after being ratified by the Minister of Justice, shall be final and enforceable.

Article Nine - A - Before proceeding with the election, the electoral body must organize a list of the names of all those who have the right to vote. The list shall be posted in a prominent place in the election district for eight days before the day appointed for the election. Any voter whose name is not included in the list may object to the electoral body twenty-four hours before the start of the election. The body's decision issued in this regard shall be final. B - The electoral body shall give an identity card to every voter whose name appears on the election list. Article Ten - The electoral body shall attend the election center provided with ballot papers stamped with a special stamp it designates. Then the box shall be opened so the public can see inside it, then it shall be locked with two locks, one of which is kept by the chairman of the body and the other by one of its members. Then the election shall proceed by admitting voters to the election room one by one. The voter is given a ballot paper in which he writes the names of five persons and casts it into the box. If the voter is not proficient in writing, he shall dictate to the committee clerk the names of the persons he elects. Article Eleven - A - The election shall take place in one day, provided it is not later than sunset. We have reviewed the announcement of your esteemed court published in Al-Taakhi newspaper, issue 442, dated
21 / 5 / 70 regarding the sale of property sequence 1 / 23, Al-Bushibl neighborhood, belonging to the Hebra Qadisha Society.
We present to your esteemed court:-
1 - This property does not belong to the Hebra Qadisha Society, but rather it is an endowment (waqf) for the Mosaic community, the proceeds of which are spent
on the preparation, shrouding, and burial of the dead of the Mosaic faith, in accordance with the endowment deed issued by
the Personal Status Court in Baghdad under number 133 and dated 2 / 9 / 42.
In support of this, we attach a copy of the land registry (Tabu) for the mentioned property with the endowment deed entry on its back.
2 - From studying the deed and the registry copy, it appears that the Hebra Qadisha Society was the trustee (mutawalli) over the mentioned endowment
and not the owner.
3 - Assuming that the mentioned society was the trustee until its dissolution, does the dissolution of the society necessitate the dissolution of
the endowment?
4 - Endowments have special provisions established by law and the true Sharia, and we have not found any text in the law or
jurisprudence that requires the sale of the endowed property due to the removal of the trustee from trusteeship, his dismissal, or his deprivation of disposal.
5 - According to the instructions of the Ministry of Justice published in the Iraqi Gazette in force under number 4104
dated 25 / 2 / 58, the trustee over the mentioned endowment has become the Administrative Committee for Iraqi Jews
(Paragraph 4 of Article Three) of the instructions, and we attach a copy of the referred instructions.
Since the sale of this property is contrary to custom, law, and true jurisprudence, and a gross harm is expected from it
that cannot be remedied or compensated.
Therefore, please take a decision to disregard the sale and hand over the endowment to the trustee (the Administrative Committee)
to manage and spend the proceeds on the beneficiaries.

Inspection Report of a Vacant Plot Based on the letter from the Hebra Qadisha Society No. 213 dated 16 / 7 / 48 and referred to us by the Presidency of the Jewish Community in its footnote No. 715 dated 23 / 7 / 48, which includes a request to exchange the vacant plot belonging to the Midrash Talmud Torah endowments located in the Al-Bu Shibl neighborhood with Tapu sequence 1 / 13, we went to the aforementioned site, and after viewing it, it became clear that it is within a plot vacant of any building and that it is fenced on the side of the road, which is King Ghazi Street. It is triangular in shape with an area of approximately six square meters. Adding this triangle to the property of the adjacent Hebra Qadisha Society for the purpose of utilizing it to complete the expansion of the building area and rebuilding it anew would cost the society exorbitant sums, which is not proportionate to the expected benefit from this expansion and the expenses spent for it.
