Reference to your letter No. 64 dated January 6, 1932
This council, in cooperation with the school principal, has exerted its utmost effort
at the beginning of the school year to obtain a suitable healthy house larger than this one
occupied by the school at the present time, but did not find one. The council rented the house
current based on the approval of the school principal
It is obvious that the demand that intensified this year for the school
mentioned was because the council was forced due to the financial distress prevailing
over its fund to reject many of the students who wanted to enroll in
our schools for free and who did not apply to other official schools due to their distance from their residences
which made these people flock to Ras al-Qarya school in large numbers for its good reputation
and its proximity to their homes. Therefore, based on the extreme necessity that you presented in your letter
mentioned above, and despite the financial tightness prevailing over the council's fund
it has agreed to pay half of the rent for a small house to be attached to the mentioned school
to include the other classes that the school is too narrow to accommodate, and your respected directorate shall
pay the other half of the rent and provide it with teachers. In our opinion, the principal of the school of
Ras al-Qarya is ready to manage the mentioned school, which will not
cost the Education Department the search for a new principal

sun rays, which cause illnesses to the innocent students who are like a trust from God to us. When His Excellency
Ezra Khedouri Menahem, the noble and generous man, studied the situation, he ordered the purchase of a canvas from the High Rabbi. Three years have passed
since then, and now this canvas has become useless. Therefore, I hope you will kindly take the necessary action out of mercy

Baghdad, July 21, 1932
To His Eminence, the respected Head of the Jewish Community
I submit:
Upon the opening of the Ras al-Qarya Jewish School, I was appointed as a Hebrew teacher by
the Jewish community. As far as I know, I should receive my salary from the Ministry of Education
after my grade is assessed, as is the case in other state schools such as Al-Tahira in Baghdad
and the Jewish schools of Kirkuk and Erbil.
However, since our school opened after the Ministry of Education's staff budget was organized at that time, it was agreed
that the salary would be paid from the community fund for that academic year, i.e., 1929-1930
only. The first year ended, and the Ministry of Education's staff budget for the year 1930-1931 was organized, but the community's
affairs were dissolved, and there was no one to negotiate with the education officials in this regard.
Therefore, the salary remained the responsibility of the community in that year as well until it ended, and what happened
in the first year happened again. Now we are at the end of the third year, and the time for organizing the Ministry of Education's
staff budget has arrived.
It is not hidden from Your Eminence the services I have performed and continue to perform toward my
sacred duty in the community's schools from the year 1925 until this day.
I do not boast if I say that I am distinguished from the rest of the religious teachers in several ways; perhaps
some of them are exempted from teaching any subject except religion, and from school supervision,
and leading the anthem during assembly, and so on.
And now, in addition to the religion lessons entrusted to me in this school, I teach
Hebrew, Arabic, and English. If I were not a full-time teacher in terms of teaching hours,
I would have taught in the other branches.
Regarding supervision, I supervise for a full day a week like other Ministry teachers.
Although there are two half-days a week in the school, namely Friday and Tuesday
for the scouts, I was not given supervision on either of these two days, as those in authority can attest,
especially regarding teaching methods, leading the anthem, and good supervision.
Therefore, I have come requesting Your Eminence to ask the Ministry of Education not to exclude this
school from all other state schools. My hope is firm that you will see through your expertise
that there has been [communication] since then between the community leaders and Education in this regard.
Furthermore, Your Eminence knows that if the salary is transferred without assessing the grade, it will undoubtedly
remain as it is for all time.
So I hope to rectify that by seizing this precious opportunity so that I may continue
with what my conscience dictates toward the sacred profession.
The matter is yours, sir.
