Regarding the admission of students without transfer certificates

With reference to the oral conversation that took place between us regarding what reached you that
the Alliance and Shamash schools have accepted some students from your two schools without transfer certificates
I have requested the necessary clarifications from the two aforementioned schools if this
news is correct. The Directorate of the Alliance Schools replied that no such matter has occurred.
As for the Directorate of the Shamash School, it replied that all students transferring to its school from
other schools were not accepted before obtaining a transfer certificate from their school. As for the students
transferring to it from the sixth grades, the school directorate was satisfied with their certificates of
success only, given that the regulation issued in this regard - as the school directorate says -
did not include at the time anything but primary school students, and the number of students
transferring to Shamash from your two schools this year was very small;

No. 2077 which I have just this moment received.
School Fees - You are not unaware, Mr. President,
that by taking on the great fatigue of ⟦illegible⟧
to its students an increase in the
school fees, Mrs. Sassoon is ultimately working
for the Consistory.
The girls' school has more than 600 girls
free of charge. It is only a portion of these students
who have been taxed half a dinar, or
about one rupee per month, in school fees.
And, I repeat, that Mrs. Sassoon takes perfectly
into consideration the state of very poor parents
to exempt their children from this small
tax. Of our 600 free students, it is
barely 300 who will pay this amount. You
will also kindly note that ⟦illegible⟧
number some already pay 3 to 4 Rs per
semester. This is to say that their school fees
will ultimately have been increased only
by 2 to 3 Rs per ⟦illegible⟧

1 - The number of those who pay full tuition in our school is 245 students
2 - And the number of those completely exempt from tuition is 34 students, who are children of the school
and others whose inability to pay has been verified by the administration
3 - Every student who does not pay school fees must pay 250 fils for six
months, and this is what we call "Petit Sou", and their number in our school is 110 students

2) I have understood that some students who left the Rachel Shamoun and National School have been accepted

We received some complaints in the past school year regarding the method of collecting student fees
and therefore we draw the attention of your directorates to the following:
1 - There is no reason to send home any student who is late in paying school fees and refusing to
admit them to school; rather, you must first notify their guardian in writing to inform them of the need to pay the
fees due within a suitable period. If the period expires and they have not done so, they must be notified again with a final
notice. If the final notice period expires and the due fees are not paid, then your administration may
refuse to admit the student to the school.
For this purpose, a special notification form must be printed. It is worth mentioning here
that it is not appropriate to send the notice via the student himself, as he may not deliver it to his guardian intentionally
or inadvertently; rather, it must be sent by any other means.
2 - A list of the names of the students in the class and the amount of school fees collected from them shall be posted on the door of each class.

you will note the following points:
We do not agree with your esteemed council that it is not advisable to send
the notice with the student because:
First: - It will require employing a person specifically for this purpose.
Second: - Is it not advisable to train the student in honesty, duty,
and responsibility, especially since modern education requires giving students
extracurricular tasks to train them for worldly affairs.
Therefore, we suggest sending the first and second notices via the students, provided
that this notice consists of two parts, one of which the student's guardian signs and returns to the administration.

On October 18, 923, under number 2222, we received a letter
from the administration of the former Lay Council requesting the necessity of collecting the second installment
for the current year from the students at the beginning of March 924. Since we found that
we were only able to collect the first installment in a few days due to the current crisis,
what will be the case if we start collecting the second installment while special exams are being held
for the mid-term? Therefore, we request your opinion, and the matter is for those in authority.

Circular to all school directorates
1- It has come to the attention of our council that a significant number of school students pay fees that do not suit
the financial capacity of their guardians; among the capable are those who pay a meager fee, and among the poor are those forced
to pay what they cannot afford. Our council was determined to form a committee to reconsider the
fees in observance of justice, however, the lack of time and the abundance of work prevented the implementation of this idea in
the current year. It is certain that it will be put into effect in the following year. In any
case, this year must not pass without your administration conducting the possible investigation into the capacity of the students' guardians
by scrutinizing them, even if that leads to some delay in collecting the fees.
2- It has appeared to our council that some students leave the school before the end of the school year
(at the due date of the second installment of fees) to escape paying it. Besides depriving
the pupils of taking the final examination, it deprives your administration of some of its revenues. Therefore, our council
has decided that the due date for the second installment of fees shall be the first of March of every year, which is the middle
of the school year.
