1) No student has the right to transfer from one school to another except after the
administration charges them full fees if they are among the free students, and their school fees are increased
if they are among the non-free students
2) A temporary aid has been decided for all students (free and non-free without
exception) amounting to four rupees annually, collected as one rupee every three months
3) It is not permissible to admit students for free this year
4) A special committee shall be formed headed by the principal of each school and the membership of two appointed by the
Lay Council to conduct an audit of student fees, fix the fees for those with ability, and impose
fees on free students who have the capability.

Since it has become clear to us that one of the reasons for the difference that appeared between the
estimated fees and the realized fees for the past academic year is the attention of school principals
to many requests addressed to them regarding the exemption or reduction of student fees, which
led to a decrease in these fees. And since this Presidency has indicated to you before this
that it is not prepared to pay any deficit that appears in the budget for the coming year, it was necessary
to notify you of the need to reject such requests and not to pay attention to them at all, whoever
their owners may be. And this Presidency will not justify any reduction or exemption in fees
that appears as a result of investigation to be based on a request.

After greetings and respect
It is not hidden from Your Excellency that we have arranged our schools' budgets for the coming year
so that no deficit occurs, in accordance with what was stated in your letter regarding this matter. Since the allocations
annual mentioned in the aforementioned letter will not be sufficient for expenses, we will be forced to
add some small amounts to the students' fees in compliance with the plan adopted by the previous
Lay Council as a constitution for work on 10/7/1921 under number 1122, and we
submit our following suggestions, requesting their approval, and by this ⟦perhaps⟧ we will be able to achieve
a balance between expenses and revenues, and God Almighty is the Grantor of success
The suggestions:-
1 - It is not permitted to accept students for free this year, as stated in the third paragraph of the
aforementioned announcement.
2 - The exempted student pays a school fee of 1500 fils per year, provided that
no one is excluded from this aid regardless of their father's rank or their financial and social status,
as stated in the second paragraph of the aforementioned announcement.
3 - Additions are applied to students without exception, and this is what your respected presidency requested
on 5 September 1922 under number 875, according to the following arrangement:-
A - The student who pays 750 fils will pay 250 fils per year

Based on the proposals presented by the directors of the Rachel Shahmoon National
and Masouda Salman schools in letter number 109 dated 3 October 932, I have approved
the implementation of the mentioned proposals as follows:
1) Students may not be admitted for free this year
2) The free student shall pay a school fee of 150 fils per six months, and no one
is exempt from this aid regardless of how justified the reasons are
3) Student fees shall be increased as follows:
a) A student who pays 75 fils must pay 225 fils per six months
b) A student who pays 150 fils must pay 225 fils per six months
c) A student who pays 225 fils must pay 300 fils per six months
d) A student who pays from 300 to 500 fils shall have 100 fils added to their fee
per six months
e) A student who pays from 500 to 800 fils shall have 120 fils added to their fee
per six months
f) A student who pays from 800 to 1000 fils shall have 140 fils added to their fee
per six months
g) A student who pays 1000 fils and above shall have 150 fils added to their fee
per six months
h) A student in the sixth grade pays 300 fils annually, provided that no other

many of the items listed in this circular cannot be applied in our school
given that it follows a curriculum that differs from the three schools that submitted the proposal
and that applying them to our school will cause its progress and finances significant
harm. Therefore, we hope that the application of these items will be effective among the schools

All students transferring to our school from other schools were not accepted

from the practicing classes, we were satisfied with their success certificate only, given that the system
which was submitted by the principals of the three schools did not include at the time except for students of the primary
classes, however, I draw your attention to the fact that the number of students transferring

weary you with their complaints.
But then how are we to balance our
budget? You know perfectly well that
the girls' school is rather sacrificed in
the allocation of subsidies that you
sanctioned this year for the
schools of the Community.
Please, I beg of you, study
our budget and tell us if we can
do otherwise.
And then, you remember perfectly well
that in a private meeting which took
place this week at the home of one of our
mutual friends, all the members present
expressed the opinion that tuition fees are
rather minimal in the Alliance schools
and that there was reason to increase them.
The girls' school is overburdened
with non-paying students. Among them there are
certainly many who can
pay 1 rupee per month for their
instruction. We must accustom the
parents to this small expense. Otherwise
the Community would have to find other means
to ensure the financial progress of
this great institution. It is obvious that even
with the measure taken to increase the figure
of our tuition fees, the current fiscal year will
leave us with a deficit. I therefore await your ⟦soon⟧ opinion.
