I submit:
Upon the opening of the Ras al-Qarya Jewish School, I was appointed as a Hebrew teacher by
the Jewish community. As far as I know, I should receive my salary from the Ministry of Education
after my grade is assessed, as is the case in other state schools such as Al-Tahira in Baghdad
and the Jewish schools of Kirkuk and Erbil.
However, since our school opened after the Ministry of Education's staff budget was organized at that time, it was agreed
that the salary would be paid from the community fund for that academic year, i.e., 1929-1930
only. The first year ended, and the Ministry of Education's staff budget for the year 1930-1931 was organized, but the community's
affairs were dissolved, and there was no one to negotiate with the education officials in this regard.
Therefore, the salary remained the responsibility of the community in that year as well until it ended, and what happened
in the first year happened again. Now we are at the end of the third year, and the time for organizing the Ministry of Education's
staff budget has arrived.
It is not hidden from Your Eminence the services I have performed and continue to perform toward my
sacred duty in the community's schools from the year 1925 until this day.
I do not boast if I say that I am distinguished from the rest of the religious teachers in several ways; perhaps
some of them are exempted from teaching any subject except religion, and from school supervision,
and leading the anthem during assembly, and so on.
And now, in addition to the religion lessons entrusted to me in this school, I teach
Hebrew, Arabic, and English. If I were not a full-time teacher in terms of teaching hours,
I would have taught in the other branches.
Regarding supervision, I supervise for a full day a week like other Ministry teachers.
Although there are two half-days a week in the school, namely Friday and Tuesday
for the scouts, I was not given supervision on either of these two days, as those in authority can attest,
especially regarding teaching methods, leading the anthem, and good supervision.
Therefore, I have come requesting Your Eminence to ask the Ministry of Education not to exclude this
school from all other state schools. My hope is firm that you will see through your expertise
that there has been [communication] since then between the community leaders and Education in this regard.
Furthermore, Your Eminence knows that if the salary is transferred without assessing the grade, it will undoubtedly
remain as it is for all time.
So I hope to rectify that by seizing this precious opportunity so that I may continue
with what my conscience dictates toward the sacred profession.

On the morning of 18 / 8 / 1932, I had the honor of meeting your Eminence regarding the transfer of my salary to the Ministry of Education
The result was to keep it with the Community due to the circumstances.
Then the conversation turned to the Community's crisis until we reached an estimation of my salary by reducing it by 750 fils
out of consideration for economy and as a guarantee of my rights that I shall not teach any subject except the prescribed Hebrew in our school.
And today I am surprised by a copy of a letter under number 1817 from your respected presidency to our school directorate
referring to the following points:

Sir - allow me to bring the following to your attention. And I am in firm certainty that you
will judge with the integrity that we know in your respected personality.

Sir! I am still fully confident in your truthful words and fully reliant on your honest promise
which you promised me. Which is that I shall not teach anything other than the Hebrew prescribed in this school

After greetings,
Based on a letter I received from the Director of Correspondence of your esteemed department, I attended
this department on the morning of 31 / 8 / 1932. Since our discussion did not result in a conclusion due to the
shortness of your valuable time, I have written this letter. I hope you will consider the following points, and I offer
my great respect in advance.
First - I have served as a teacher in the community schools from 1925 until this date, and I have worked
during this entire period with activity and steadfastness, as demonstrated by the results of our students who transferred from Al-Kamm to
Shamash School in 1929 in the subjects I taught them.
Second - The teaching methods and sincerity for which the honorable directors we worked with
during this period praise me, after they became aware of this current reality.
Third - This salary that you see supports a family of eight souls, and no doubt Your Eminence appreciates
the situation of a defenseless family whose eyes are raised toward its sole source of income.
Fourth - Last year, a general nominal reduction was implemented in the community. I do not wish to delve into the application
of this reduction to everyone or its non-application, and whether there are those whose salaries were not reduced for a reason or without a reason.
This is something that concerns the Lay Council at the time; however, I want to say that this
reduction was applied to me to the letter, as my salary was one hundred rupees before that and then became eighty-five rupees.
After a while, a section for the second grade was opened in our school, and the school director assigned me to teach six
lessons per week in this class, namely four Hebrew and two English. These are worth twenty-three
rupees monthly, so he promised me that I should not demand the right for these lessons and that he undertakes to return the fifteen
reduced rupees. I proceeded to explain this situation to the Lay Council, which decided on five rupees for
these lessons. I was not satisfied with that at the time, but the school director calmed me down, saying he would demand my rights
when the community's affairs are organized soon.
And so the year ended, and this salary remained as you see it.
Fifth - Since entering this school, I have been and still am teaching the anthem during assembly and monitoring for a full day
per week, like all other official education teachers.
It is not hidden from Your Eminence what responsibilities this monitoring requires according to education regulations.
I have performed this duty accurately, as our teaching staff can testify, regardless of
whether some of our fellow teachers were exempted from this task.
Sixth - I am now teaching Hebrew in all its branches in all classes, i.e., in the fifth and sixth as well.
It is evident that there is no teacher in the community schools who performs this task for my meager salary.
If my situation is viewed with an eye of fairness, it would be necessary to raise my salary and equate me with the rest of my fellow teachers.

time? Especially since two full years have passed since the end of my donation period. The councils have multiplied
and the school committee has changed, and no one has asked me to renew this donation, even if there was a statement
referring to teaching 36 lessons. Does Your Eminence believe that all the community's employees or its teachers
all return to what was before this date after a period of time has passed on their services?
The custom in schools is that every academic year begins and ends with the services it contains.
Finally, I rely on your honest word which you promised me after your realization that it is beneficial to the community
more than to others. Which is to bring 15 dirhams monthly to the community fund as you requested, provided
that none of my rights are undermined. That is, to limit my lessons to 24 lessons in the morning only, and by this,
the reform of the community that we all want will be achieved without harming any interest.
