Administration of the Lay Council - Baghdad
We received some complaints in the past school year regarding the method of collecting student fees
and therefore we draw the attention of your directorates to the following:
1 - There is no reason to send home any student who is late in paying school fees and refusing to
admit them to school; rather, you must first notify their guardian in writing to inform them of the need to pay the
fees due within a suitable period. If the period expires and they have not done so, they must be notified again with a final
notice. If the final notice period expires and the due fees are not paid, then your administration may
refuse to admit the student to the school.
For this purpose, a special notification form must be printed. It is worth mentioning here
that it is not appropriate to send the notice via the student himself, as he may not deliver it to his guardian intentionally
or inadvertently; rather, it must be sent by any other means.
2 - A list of the names of the students in the class and the amount of school fees collected from them shall be posted on the door of each class.

and responsibility, especially since modern education requires giving students
extracurricular tasks to train them for worldly work.
Therefore, we suggest sending the first and second notices via the students, provided
that this notice consists of two parts, one of which is signed by the student's guardian and returned to the administration

On October 18, 922, under number 2222, we received a letter
from the administration of the previous Physical Council requesting the necessity of collecting the second installment
for the current year from the students at the beginning of March 924. Since we found that
we were unable to collect the first installment due to the current times we are facing, we
do not know how to proceed if we start collecting the second installment while the special exams
for the mid-term are beginning. Therefore, we request your opinion, and the matter is yours to decide.

Assessment of School Fees
Circular to all school directorates
1- It has come to the attention of our council that a significant number of school students pay fees that do not suit
the financial capacity of their guardians; among the capable are those who pay a meager fee, and among the poor are those forced
to pay what they cannot afford. Our council was determined to form a committee to reconsider the
fees in observance of justice, however, the lack of time and the abundance of work prevented the implementation of this idea in
the current year. It is certain that it will be put into effect in the following year. In any
case, this year must not pass without your administration conducting the possible investigation into the capacity of the students' guardians
by scrutinizing them, even if that leads to some delay in collecting the fees.
2- It has appeared to our council that some students leave the school before the end of the school year
(at the due date of the second installment of fees) to escape paying it. Besides depriving
the pupils of taking the final examination, it deprives your administration of some of its revenues. Therefore, our council
has decided that the due date for the second installment of fees shall be the first of March of every year, which is the middle
of the school year.

We inform you that the number of those exempted from school fees is 35 percent and the number of Jewish students
in our school is (77), so the number of those exempted among them is (27) only. And the students who are exempted
from half the fee are (20) percent, so according to this percentage, (27) must be exempted from the full
fee and (15) shall pay half the fee.
Since the number of students who have paid the full fee so far is (17) students and those who
paid half the fee are (4) students.
We are sending you a table with the names of the students who have not paid the school fees so that you may select from them

Based on the observation you mentioned in your letter No. 177 dated 12/30/928,
it appeared that the number of exempted students among the names listed in the attached list
is twenty-five (25). Therefore, and to prevent any confusion that may occur in verifying the personal
circumstances of the students, we decided to provide you with a table of the names of twenty-five students whom we have
verified to be the most needy among the rest. We hope you will consider them exempted. We also indicate herewith the names of four
students whom we are confident are able to pay the school fees. As for the rest, who are 25 students,
we leave to your administration the matter of exempting ten of them from half of the school fees.

After greetings.
The respected Department of Education had appointed to the Rachel Shahmoon School
the teacher Tawfiq Basri Effendi with a salary of (170) rupees, and this salary is deducted
from the allocations belonging to the sectarian schools from the Ministry of Education. On the occasion of
the replacement of teachers in government schools and their transfer from one place to another, and since
our council wishes to replace the aforementioned teacher, please appoint another teacher in his place
of any sect, given that the aforementioned replacement is necessary for the interest of the schools,
