Circular to all directorates of community schools
Based on the proposals presented by the directors of the Rachel Shahmoon National Schools
and Masouda Salman in the letter numbered 109 dated 3 October 932, it has been approved
to implement the mentioned proposals in the following manner:
1) Students may not be admitted for free this year
2) The free student shall pay a school fee of 150 fils per six months, and no one is exempted

3) Student fees shall be increased as follows:
a) A student who pays 75 fils must pay 225 fils per six months
b) A student who pays 150 fils must pay 225 fils per six months
c) A student who pays 225 fils must pay 300 fils per six months
d) A student who pays from 300 to 500 fils shall have 100
fils added to their fee per six months
e) A student who pays from 500 to 800 fils shall have 120 fils added to their fee
per six months
f) A student who pays from 800 to 1000 fils shall have 140
fils added to their fee per six months
g) A student who pays from 1000 fils and above shall have 150
fils added to their fee per six months
h) A student from the sixth grade pays 300 fils annually, provided that no other
addition is made to the fee they paid last year (this article is applied in
the Rachel Shahmoon National and Masouda Salman schools only)
4) Every student wishing to transfer from one school to another must pay 40 fils as a certificate fee
5) Every student who has left school for more than 6 months and wishes to transfer to another school
shall not be provided with a transfer certificate unless they pay 150 fils as a fee for this certificate

(6) Unless there is a justified reason, a student is not entitled to request a transfer from one school to another except after
the administration charges them the full fee if they are among the free-tuition students, and their fee is increased according to
the aforementioned articles if they are among the non-free-tuition students.
(7) It is not permissible to accept students who are not provided with transfer certificates from their schools.
I hope to draw your attention to the necessity of considering the circumstances in applying the above articles.

All students transferring to our school from other schools were not accepted

from the primary grades, we were satisfied with their passing certificate only, given that the system

elementary grades. However, we have drawn your attention to the fact that the number of students transferring

School fees. - You are not unaware, Mr. President,
that by taking on the great fatigue of ⟦demanding⟧
from her students an increase in
school fees, Mrs. Sassoon is ultimately working
for the Consistory.
The girls' school has more than 600 girls
free of charge. It is only a portion of these students
who have been taxed half a dinar, or
about one rupee per month, in school fees.
And, I repeat, that Mrs. Sassoon takes perfectly
into consideration the state of very poor parents
to exempt their children from this small
tax. Of our 600 free students, it is
barely 300 who will pay this amount. You
will also please note that in this
number some already pay 3 to 4 Rs per
semester. This is to tell you that their school fees
will ultimately have been increased only
by 2 to 3 Rs per semester.
