To the Secretary of the Teachers' Committee
Reference to your letter No. 10 dated 9/22/1931
The decision of our Physical Council communicated to your committee in our letter No. 1340 dated
9/18/1931 is explicit, stating that the decided reduction applies to all salaries
listed in the previous year's budget, because the reductions previously made were based
either on the reduction of teachers' lessons or in view of their competence and so forth
Therefore, we draw the attention of the esteemed committee that what was stated in your letter mentioned
above is not applicable, and we request correcting the news and notifying the teachers of that and informing us of their agreement
to remove the misunderstanding

To the Honorable President of the Lay Council
Greetings and respect
Commenting on the attached letter from the teachers, we draw the attention of your esteemed council that we have not
been able to pay but a small portion of the teachers' salaries for the month of January 1942
The reason for this is due to the delay in the payment of our monthly allocations for the months of December
and January 1942, so we hope that you will look upon this request of theirs with kindness
and compassion for this, and remain with respect, sir

Greetings and respect,
We, the undersigned, directors of Masouda Salman and Al-Karkh schools, request your mediation
with the esteemed Lay Council to fulfill the promises it made to the Israeli Schools Committee in its letter
No. 1281 dated 15 / 7 / 1941 regarding the payment of monthly salaries month by month. It is no secret

The Honorable
President of the Lay Council
Greetings and respect,
It is not hidden from you that matters were estimated in the budget
of this year in a manner that does not align with the general economic situation on one hand,
and the delay occurring on the part of your esteemed council in paying the allocations for the month
of last January on the other hand. We were forced not to pay the teachers
except for a portion of the January salaries, and the second portion remained as a debt of the school
to the teachers. The employees met and submitted a written protest against this delay
and presented us with the enclosed petition requesting the payment of the second part of the January salaries,
otherwise they will leave teaching on Tuesday the 16th of this month. We have exerted
all our efforts to convince them to postpone the strike until Thursday.
Therefore, I hope your esteemed council will decide urgently to have the fund pay
our school the January allocations so that we can return matters to
their natural course.
May ⟦the Supporter⟧ of respect preserve you,

Dated February 12, 1942
Greetings, and thereafter
The delay in our salaries fell like a thunderbolt upon our heads this
month, because this delay came in violation of the promise made by the
Honorable Physical Council to the Teachers' Committee. It fell like a thunderbolt because some of last year's
salaries remain unknown and the building's color is still based on the initial advances.
We are people of the third class - neither rich nor of middle status - by the sweat
of our brows we eat our bread, with families on our shoulders, and before us a future fraught with every
anger and danger.
And after waiting on hot coals for a period of eleven days, we received only
half of the salary, and this was not expected to happen ⟦line⟧
We do not want to receive the past debts - we are the most obedient seconds to all rights
We want to take decisive measures ⟦line⟧
We inform you with great regret that we will stop working at the school next Tuesday
if we do not receive the other half of our salary for the month of last June during
this period.
And all our hope is that you will mediate for us with the Honorable Council
to obtain our rights so that things may return to their natural course
With much respect and appreciation from us

To the Honorable Director of the Rachel Shahmoon School
After greetings:
We have approached you orally many times regarding the delay of our salaries, a matter which has come
contrary to the promise of the Physical Council which stipulates the payment of salaries in full at the end of each month, but we
deeply regret the continuation of [the violation of] our rights and the tampering with them.
Therefore, we have decided not to give up any part of our salary and to refrain from teaching altogether
if our salaries are not paid in full by the evening of Wednesday, 17 February 1932, because we refuse
to be a mockery and for the role of last year to be played with our heads, and he who warns is excused, and to you

Subject - Regarding the first installment of teachers' debts
His Excellency, the Respected President of the Lay Council
Further to our letter No. 16 dated May 9, 1933
We inform Your Excellency that the debt we reminded you of in the previous letter is an official debt, and the letters
issued by your council's administration are considered official instruments that must be respected and paid on the scheduled day. The
settlement of these debts only occurred after violent discussions and arguments took place between your council and our committee, then between our committee
and the teachers. The teachers would not have even accepted this settlement, but we stood as a strong barrier to prevent the occurrence of
anything that would disturb the peace of the schools, and we convinced the teachers to accept this settlement out of love for facilitating the community's interests.
We wish to inform Your Excellency that these debts were the result of the Lay Council's neglect of the schools,
as it distributed the money it had to all other community employees and left the teachers without salaries. Therefore,
the community employees are only claiming one month, while our claims are close to three months, and we do not know the reason
that made the Council differentiate between us and the rest of the employees when all employees should be equal in the eyes of
the Council.
The teachers who entrusted their salary matters to us remained waiting for an answer, and we had hoped
that the first installment of the debt would be paid on May 15, 1933, but the appointed day has passed and they have not
received their debts, so they began accusing us of betrayal and collusion with the Council, and we do not know what answer would convince them
and make them listen to it other than the ringing of the money they are demanding.
Sir. The teachers sacrificed much of what they had out of love for the community's interests.
First - Their debts were delayed for a long time and they are not reassured about them.
Second - Their salaries were reduced by approximately 20%, which burdened them and increased their debts (and it would have been better if the reduction
had been carried out equally. For classification and villages).
Third - They did not achieve the equality promised by the Council with the rest of the community employees, neither in the reduction nor
in the accumulated salaries, nor in receiving salaries on time as promised by the Council.
All these matters that occurred - unfortunately - were not satisfactory, so if the delay of the
due debt is added to them, it would be adding insult to injury, and this is what is not desirable to happen.

Page 418

We hope your Excellency will give this matter serious attention and fulfill your promises
so that the teachers may be reassured about their debts.
And remain with respect, sir.
