We thank the honorable Lay Council for what was stated in its letter regarding its interest in the teachers
and its efforts to resolve the issue of accumulated salaries; however, the committee draws the attention of the honorable Council that
the allocations decided to be paid in its session held on September 4, 1931, only covered
approximately ⟦forty⟧ and sixty percent of one single monthly salary.
The schools are owed by the honorable Council approximately four months' worth of allocations, unlike
other institutions, and the teachers have waited a long time and did not insist on the payment of their salaries except out of
extreme need. Therefore, we hope, in the name of all teachers, that you extend a helping hand to them in view of
the financial distress that is strangling them, and strive to treat them equally with the rest of the community's employees.

Our council has decided to pay the allocations owed by the community fund
to the schools, which have accumulated until the end of September 1931, as follows:
The debt shall be distributed into four equal installments; the first installment shall be paid
after six and a half months starting from the first of November 1931, the second
installment after nine and a half months, the third after twelve and a half months, and the fourth
after eighteen and a half months starting from the aforementioned date.
Our council considers the above arrangement to be the maximum period for debt repayment,
and it promises your committee to pay it as quickly as the community fund allows.

in the Council the issue of salary reductions, and in the presence of the school principals, and given that the
Council has taken into consideration what the committee stated regarding how a twenty percent reduction
of employees' salaries burdens those with low salaries, our Council decided in its session
held on 17 / 9 / 1931:
1) To cancel the decision taken in the Council session held on September 9,
1931, which was communicated to you in the first paragraph of our aforementioned letter.
2) To apply the reduction to all salaries of the community employees, including rabbis, slaughterers,
