here 24 Hebrew lessons with a salary of 160 rupees per month. He has taught
at the Tony School for a period of two years.
3 - Shafiq Adib Mansour:
This teacher teaches Physics and Nature Studies 24 lessons per week
with a monthly salary of 200 rupees, and he holds 1- Certificate of the Sultani School in
Damascus 1919 2- Certificate of the American University of Beirut 1922 with his character certificate.
4 - Andraos Shaul:

Secretary of the Jewish Community Administration.
To raise the level of education in our Jewish schools, our Lay Council decided in its session
held on August 13, 1933, to conduct an examination for the teachers employed by us who
do not hold a secondary school certificate, a primary teachers' college certificate, or their equivalent, in order to:
1) Verify their competencies
2) Encourage them to increase their knowledge
3) Select the most suitable among them to carry out teaching duties
Our Council has seen fit to task you both with organizing a draft regulation for this examination for approval

Examination System for Teachers of the Jewish Community Schools in Baghdad
Introduction
The level of education in the Jewish community schools in Baghdad has declined due to the presence of teachers
teaching certain languages and sciences who do not hold a high school diploma or a primary teachers' college certificate
or their equivalent. To verify the competence of these teachers first, to urge them to master their subjects second, and to select
the most fit among them to carry out teaching duties third, the Jewish Lay Council in Baghdad has decided to establish this
system:
Article 1: This system shall be called (Examination System for Teachers of the Jewish Community Schools in Baghdad)
and it was established by order of the Lay Council taken in its decision No. 12 dated August 13, 1933.
Article 2: Jewish schools in this system mean the schools that are under the management of the Council.
Article 3: The word (Council) in this system refers to the Jewish Lay Council in Baghdad,
the word (Committee) refers to the examination committee appointed in this system, (Certificate) refers to the high school diploma
or the primary teachers' college certificate or their equivalent, (Language) refers to one of the languages: Arabic, Hebrew,
English, and French, and (Science) refers to one of the sciences: Arithmetic, Geometry, Algebra, Physics, Chemistry,
Agriculture, Natural History, History, and Geography, and the word (Cadre) refers to the cadre of the Jewish community employees
established by the Council.
Article 4: The Committee shall consist of five members elected by the Lay Council from among those the Council trusts
and those who have expertise in matters of education, pedagogy, and administration to manage the affairs of these examinations.
Article 5: The setting of questions, supervision of examinees, and correction of examination papers shall be carried out by
paid professors known for their integrity and scientific capabilities appointed by the Committee, and it is not permissible for
any of them to have a connection to teaching or administrative positions in the community.
Article 6: There shall be no objection to what the Committee decides and the measures it takes to implement this system
in the most just and complete manner.
Article 7: Every teacher who does not hold the Certificate must take an examination in two languages and one science, or one language
and two sciences, provided that the Arabic language is mandatory.
Article 8: This examination requires the branches related to the languages and sciences listed in Article
Three, whether these branches are within the curriculum of Iraqi intermediate or secondary schools.
Article 9: Hebrew language refers to what is prescribed in the curriculum of the secondary section of the Shamash

His Excellency the Respected Chairman of the Jewish Schools Committee
Greetings and respect.
Furthermore, we, the undersigned female and male primary school teachers, hereby present to Your Excellency some of what our living conditions have reached and some of the pain burning in our souls due to our current unstable situation and our frightening, dark future.
Before the last World War, one of us would be appointed with a monthly salary of six and a half dinars; promotions took place at very distant intervals and without a system; and this promotion did not exceed half a dinar at most. However, the low cost of living on one hand and the weakness of school resources on the other made the teacher somewhat forget the injustice inflicted upon him as a result of appointment or promotion.
The war struck with its woes, and the prices of essential necessities—food, clothing, and housing—rose greatly. In almost the same proportion, the fees collected from the guardians of female or male students in the name of the teacher rose. However, the teacher's salary remained as it was before the war, except for some allowances added to it that do not compare to what his colleague in official schools receives, while the latter has been provided with various grants and aids during this period, which the teacher in our private schools has been deprived of.
These conditions compel us to present to Your Excellency our following rightful demands, which are:
1- Conducting a comprehensive adjustment of our salaries, noting that the appointment of a teacher in government schools is at a nominal salary of eight dinars, not six and a half dinars as is the case with us.
2- Taking into account the situation of married individuals and those with families when conducting this adjustment.
3- Establishing a stable and fair promotion system that takes into account competence and length of service, similar to the promotion systems followed in government institutions.
4- Speeding up the establishment of a retirement system through which the teacher can be secure about his future and the future of his family after having exhausted all his energy in educating the youth.
We are certain that your zeal for the interest of our schools and cultural institutes will inevitably push you to hasten the realization of these just demands, before despair over our current situation leads us to what we do not see a need to explain in this context.
Please accept our utmost respect.
