In a special meeting held yesterday evening at this department by all school
principals, your proposal was put under study and scrutiny.
After deliberation, the attendees decided that your proposal to limit school
hours during the three winter months to the morning only and to allocate
afternoon times for extracurricular activities such as games and others is a very sound proposal from an
educational and pedagogical standpoint. However, given the situation of the community's schools and the incompleteness of extracurricular
curricula that would justify the implementation of such a proposed system, as well as the fact that public opinion does not favor
such a measure at the present time, it was decided that it is not possible to implement this proposal in the
current academic year.

Based on the invitation of the Inspector General of Israeli Schools to the school
principals to deliberate regarding the proposal mentioned in the letter of Dr. Raoul ⟦Simha⟧
dated October 24, 944, in which he requests that school hours
during the three months of the winter season ⟦in the future⟧ be limited
to the morning only, and to allocate afternoon times for extracurricular activities
such as games and others. Upon deliberation, it was found that the mentioned proposal
is sound from an educational perspective; however, in view of the situation of the community's schools
