It has been decided to establish the following instructions regarding this year's exams and to follow them
strictly:
First: Providing the school with preliminary report forms regarding the conduct of the exam
and filling them out in two copies for each subject, one to be kept with the exam papers and the second
to be sent to this department via the principal one day before the date of the exam for that subject.
Second: Written exams must be conducted by the teachers on papers
of a uniform format and stamped with the school seal.
Third: It is highly recommended that the exam examiners, especially those conducted in
the Arabic language, be of non-Israeli individuals, selected by the school administration and the responsible
teacher.

His Excellency the President of the Lay Council, the Respected
After greetings and respect,
I submit to your Excellency that I am a student in the second secondary grade at Shamash School. I have failed the exam results
in four subjects. Since I believe in my ability and that I do not deserve to fail, I beg your Excellency
to order the referral of my case to the special committee to reconsider my exam papers in which I failed,
as reconsidering the records is a system followed in the Ministry of Education.
With highest respect to your Excellency,
The student at Shamash School

His Excellency the Vice President,
Greetings. We will receive other petitions of this type, and a decision is requested by their owners, as the petitioner requests,
to reconsider the exams in which they believe their failure was unfair.
The Ministry of Education has solved this problem in this way:-
1- Every student has the right to request a reconsideration of the subject in which he believes he has been treated unfairly
when correcting his exam papers.
2- In order not to multiply the requests for reconsideration, the student requesting reconsideration must provide a deposit of a quarter
dinar for each subject he requests to be reconsidered. If it appears upon reconsideration that he is right in his request,
the amount is returned to him; otherwise, he loses it.
3- A single committee is formed <del>comprising</del> other than the teachers ⟦illegible⟧ (a teacher for each subject) to whom
the reconsideration of the exam papers is entrusted.
4- The wages of the committee members shall either be in the form of ⟦illegible⟧ additional allocations (a flat fee
for each paper reconsidered) or be from the revenues resulting from the reconsideration, with the surplus
returning to them. The first opinion is more likely because the second opinion may affect the process of reconsiderations
in a fair manner, so reconsideration requests are accepted immediately.
5- That these serve, reconsideration requests are accepted immediately.
I suggest that a letter be addressed to the Examination Committee with a proposal based on these principles to form
a similar committee in the community schools.

Honorable Members of the Examination Committee
After greetings,
Many school students are approaching us claiming that their failure in the exam was
unfair. Therefore, I request your committee to study the following proposals and issue the necessary decision in this regard
and inform us of the result so that we may act accordingly:
1) A committee shall be formed from the best teachers of our schools to be entrusted with the task of re-evaluating the examination papers.
2) Every student has the right to request a re-evaluation of any examination paper, provided the request is submitted within
a limited period specified by the committee.
3) In order to prevent such requests from being submitted without valid reason, the student requesting a re-evaluation must provide
a cash deposit of a quarter dinar for each subject they request a re-evaluation for, to be refunded if it appears
in the result that they were right in their claim; otherwise, they shall lose it.
4) The committee's decision shall be final.
5) After the end of the specified period for accepting re-evaluation requests, the committee shall meet and audit the examination
papers, provided that the teacher who re-evaluates is not the same teacher who conducted the exam.
6) The teacher shall receive a flat fee determined by the committee for each paper they re-evaluate, to be paid to them
from the proceeds of the re-evaluations mentioned in paragraph (3).
