Le gouvernement ayant fermé l'école Nouriel à cause
de son état dangereux et vu l'urgence de s'occuper de sa
reconstruction, ⟦notre⟧ Comité a décidé de vous prier
de faire une réunion mixte où seraient présents les délégués de
ce Comité et ceux du Comité d'inspection aux écoles
pour examiner cette question et prendre une décision.

I have received your letter of the 15th December, 1925: We have
not received any communication from you dated the 12th Oct. but we have
received a letter dated the 12th November. to which probably you refer.
Your letter dated the 12.11.25. is somewhat ambiguous and could
certainly be read to mean that you were collecting money for the benefit
of the Baghdad Jewish Schools. If such is not the case, will you please
let us have full details of your policy as we ourselves do not wish over-
lapping .
As we have not received any reply from several of our corelig-
ionists to whom we have sent letters of appeal, it may be on account of
what you state in your letter of the 12.11.25.

Monsieur le President
Nous avons l'honneur de vous informer qu'en Septembre dernier
le Conseil Communal Israelite de Bagdad a designe cinq personnes pour
former un Comite dit: Comite de Secours aux Ecoles Israelites . Le but
de ce Comite est de travailler sous l'egide du Conseil Communal, a trou-
ver des fonds en faveur de nos ecoles de Bagdad par voie d'appels, sous-
criptions, theatres, cinemas etc . L'argent collecte doit servir pour
solder des deficits budgetaires des ecoles, ameliorer le personnel ensei-
gnant, et aussi en cas de besoin reparer nos immeubles scolaires et cons-
truire meme des ecoles si les moyens nous le permettent .
Mr Sasson votre directeur a du vous faire savoir, que les
autorites ont du ordonner, la fermeture de l'Ecole Nouriel qui tombe en
ruines . Notre Comite qui a ⟦deja⟧ commence a recueillir les premieres dona-
tions, envoyees par suite de notre premiere lettre d'appel, a pu louer
un immeuble pour y recevoir les eleves de Nouriel et voter avec le mon-
tant du loyer, une somme globale de pres de 6000 roupies aux ecoles Haron
Saleh et Nouriel . Maintenant notre Comite desire s'occupper de la recons-
truction de l'Ecole Nouriel et le Consistoire est d'accord avec nous de le
faire avec l'argent que nous recevrons et le solde en caisse qui est de
pres de 6000 Roupies .
Nous vous prions Monsieur le President en votre qualite de
Metawalli de cet immeuble Wakouf, de nous donner votre autorisation pour
la reconstruction . Nous vous adresserons par le prochain courrier, le
plan et le devis de la dite construction pour votre approbation . Le
montant que nous devrons affecter a cette oeuvre est de 300.000 Frs ⟦environ⟧
Pour faciliter notre tache , vous voudrez bien nous autoriser de faire
apposer sur un des murs de la Cour de la nouvelle ecole , un marbre sur
lequel seront graves les noms des donateurs de Roupies 1000 et au dessus .
Nous serons tres heureux de voir y figurer en premier lieu le nom de
l'Alliance Israelite. Nous aimons a esperer que le Comite Central conti-
nuera a s'interesser a cette oeuvre, en nous envoyant pour encourager not
tre jeune Comite, sa souscription a cette construction .

Nous avons l'honneur de vous informer qu'en Septembre
dernier le Consistoire a constitue une " Commission de Secours aux
Ecoles Israelites " .
Cette Commission a adresse un Appel en faveur des ecoles
a nos coreligionnaires de Bagdad et aux Israelites Bagdadiens sejournant
a l'Etranger , et a recueilli des fonds qui se montent jusqu'aujourd'hui
a Roupies 12.000 environ .
La Commission de Secours d'accord avec le Consistoire et
le Comite d'Inspection des Ecoles a accorde une subvention de Rs 6000
aux Ecoles Haron Saleh et Nouriel , ce qui a permis la location d'un
immeuble pour l'Ecole Nouriel et une certaine amelioration du personnel
enseignant.

commencee avant la prochaine rentree scolaire .

Baghdad, 17th February 1926.
The amount so far collected by our Committee is Rs. 12,600. of this Rs. 6000
have already been appropriated to balance the budgets of some of our Schools.
The rest will form the first contribution to the construction fund. The cost
of the school is estimated at Rs. 27 to 3,0000 an amount, the realisation of
which is for the Committee a matter of grave anxiety and much misgiving. The
Committee proposes to perpetuate the names of the subscribers by engraving on
a marble which will be placed on the front side of the School those of subscri-
bers of Rs. 1,000 and over. It is also possible for a single person to build
one wing which would then bear the name of its generous founder. A wing will
cost from Rs. 12 to 15000. The economic crisis now prevailing in this country
is so severe and our Community's financial situation is so precarious that we
have little hope of collecting on our side any considerable portion of the
funds required. In this juncture we turn to you with the earnest request that
you will generously contribute to this charitable undertaking, at a time when
your help would be particularly precious.
Our Community would gratefully acknowledge the help extended to her in
such exceptional times of financial stringency and embarrassment. Our Commit-
tee also would be gratified at your support not only as source of material aid
but also as affording an enormous encouragement to it in its difficult task.
With the hope of receiving a hearty response to this appeal and with our
thanks in anticipation.

Dear Sir,
Our Communal Council whose resources can no longer meet the increa-
sing requirements of our Schools has lately appointed a Committee consisting
of the undermentioned persons, under the style of the Schools Relief Committee,
whose duty would be to endeavour, by obtaining subscriptions, to bring to the
Schools such material aid as will ensure their existence. The Committee consti-
tuted under Regulations approved by the Ministry of the Interior had in October
last issued an appeal to the Jews of Baghdad and their Jewish countrymen
abroad, in which the situation of our Schools was exposed as becoming increas-
ingly critical in face of new requirements brought with the progress of the
country and the advance of education among the people in general. Unfortunately
few persons have responded to our call. On the other hand the Communal Council
which is ever ready to make all possible sacrifices to the Schools is now un-
able to adjust the deficit shown in the Schools budget. This deficit is fast
increasing with the increase of the number of pupils and the opening of new
Schools. Our total Schools population is now 4500 excluding the Midrash Talmud
Torah which alone contains 2300 pupils. The Schools Inspection Committee which
has the task of general supervision of the Schools and which is composed of
competent persons under the honorary presidency of H.E. Sir Sasson Eskell and
the honorary vice presidency of Mr, Ezra M. Daniel is working hard to raise the
standard of studies and to coordinate them into a single revised programme. The
Ministry of education watches with much interests the progressive efforts of
our Schools to which it allows fixed subsidies. The teaching of Arabic and
English has been much improved and is due to be increased. This has necessitated
and continues to necessitate the appointment of capable teachers with double
and in certain cases three times the emoluments of those who have been dispen-
sed with. To add to our difficulties a short while after our appeal was issued
the Nouriel School was closed by order of the authorities owing to its danger-
ous state of disrepair. It seemed as if the pupils of that School were to be
left unprovided for, but happily our Committee had already collected enough to
allow the letting of temporary premises for them and thus rescued them from
idleness. In view of the urgent necessity of reconstructing this School the
Communal Council has in its session of the 26th January 1926 at which delegates
from the Schools Inspection Committee and the Schools Relief Committee attended
voted a resolution that every effort should be made to ensure the re-building
of the School on proper and hyginic lines and that special endeavour should be
made to have it ready by the time the Schools re-open in October 1926. This
year the revenues of the Communal Council do not cover its expenses and no
contribution can be expected from this quarter towards the cost of the new
School. We have therefore to rely solely on subscriptions to achieve the
end of view

اللجنة تكون ذات صلاحية تامة في تقرير كل ما يلزم في هذا
الخصوص وهي التي تكون مسؤولة عن مباشرة البناء ومراقبته
واتمامه ولما كان من الضروري مخابرة الاخصائي في ⟦...⟧
جملة امور تتعلق بهذه المسألة وتقرر عدة نقاط معها
ونظراً الى ضيق الوقت نرجو اجراء ذلك باسرع ما يمكن
واخبارنا به لكي <del>⟦illegible⟧</del> نستطيع ان
نباشر العمل بالوقت الحاضر ⟦...⟧ وقد بلغنا ان للمجلس
الموقر لديه خارطة لهذه المدرسة فنرجو منكم
الاطلاع عليها ومقارنتها مع الخارطة التي قد اعدتها
هذه اللجنة بمعونة المهندسين <del>⟦illegible⟧</del>

نقدم اليكم طياً صورة كتاب مؤرخ ١٧ مارت ⟦١٩٢٦⟧ ورد الينا من مدير مدارس الاليانس يتضمن طلب
مساعدة قدرها سبعمائة روبية اضافية الى المبلغ الذي كان قد تقرر تخصيصه لما تحتاجه مدرسة نورئيل من
المصاريف فوق العادة ان تأخير دفع رواتب المدرسين على نحو ما ذكره المدير لامر يوجب اشد الاسف
لما فيه من التأثير السيئ على سير التعليم والانتظام المدرسي ولا يسعنا في هذا الباب الا تأييد
ما ذكره المدير من لزوم تلافي الامر حالاً وقفاً للتململ الذي يحصل من قبل المدرسين ونرجو من المجلس
المحترم ان يهتم للامر كل الاهتمام غير اننا لا نستطيع ان نعلم ما اذا كان المصرف المطلوب من المصاريف
فوق العادة التي كانت موضع القرار المنوه عنه آنفاً بل يتراءى لنا انه من المصاريف العادية التي يسددها
المجلس من صندوقه واذا كان الامر كذلك فنرجو دعوة جلسة مختلطة حسب الاصول للنظر فيه

بالنظر لكون بناية مدرسة الاليانس في بغداد قد تداعت اركانها واصبحت
في الحالة الحالية لا تصلح للسكنى فضلا عن اتخاذها بناية لمدرسة ابتدائية
للمصلحة العامة وبناء على كشف المهندس بوجوب هدمها واعادة بنائها بصورة عصرية
تتفق مع <del>⟦illegible⟧</del> احدث النظم الصحية فقد قررت رئاسة الطائفة الاسرائيلية
انشاء بناية <del>⟦illegible⟧</del> جديدة بدلا من القديمة في نفس المحل المذكور اعلاه
ولما كانت الخارطة <del>⟦illegible⟧</del> المرفقة طيا قد اعدت لهذا الغرض من قبل المهندس
تفضلوا بالاطلاع عليها واصدار امركم بالموافقة عليها ليتسنى لنا المباشرة
بالعمل مستعدين لدفع الرسوم القانونية المترتبة على ذلك شاكرين لكم حسن اهتمامكم

اننا قد درسنا مسألة اجور طلاب المدارس التي كانت قد اوردت لنا من جهتكم ونقدم اليكم الآن نتيجة ما توصلنا
فيها . اننا نرى ان يقسم الطلاب من حيث الاجور الى اربعة صنوف الصف الاول الذي يشمل الطلاب الذين يستطيعون ان
يدفعوا في كل مدرسة المبلغ الذي يكلفه الطالب فيها ووجدنا ان معدل ذلك في مدرسة الاليانس والوطنية سبعة اوربية ونصف ⟦...⟧
الثاني يشمل الطلاب الذين يدفعون ثلاثة روبية والصف الثالث الطلاب الذين يدفعون خمسة عشرة روبية
والصف الرابع يشمل الذين يقبلون مجاناً ويقدر عدد الذين يقبلون في كل سنة من الصفوف الثلاثة الاخيرة
عند تقدير ميزانية كل مدرسة ويلاحظ فيه <del>⟦illegible⟧</del> وجود ام عدم وجود الواردات اللازمة
لتسديد الفرق بين ما يدفعه ارباب الصفوف المذكورة وما هم يكلفونه . <del>⟦illegible⟧</del> وقبول الطلاب
عموماً يكون على اساس دفعهم مقدار تكليفهم فاذا ارادوا <del>⟦illegible⟧</del> ان يكونوا ضمن احد الصفوف الثلاثة الاخرى
فعليهم تقديم طلب بذلك معزز بـ ⟦...⟧ يثبت عجزهم الى المجلس الجسماني او اللجنة التي تعين من قبله
وهي تقرر في ذلك بعد التحقيق .
هذا ما <del>⟦illegible⟧</del> نراه موافقاً للمستقبل اما الطلاب الحاليين فيقسمون ايضاً الى الصفوف الاربعة
المذكورة ولكن يلاحظ في ذلك ان <del>⟦illegible⟧</del> الصف الاول تبقى على حالها <del>⟦illegible⟧</del>
والتي تتراوح بين صنف وآخر بمبلغ الى الصف الاعلى الا اذا كان ذلك يوجب زيادة اكثر من
سبع روبيات ونصفاً فعندئذ تبقى على حالها . اننا وجدنا ان هذا الترتيب يأتي بزيادة
قدرها ثمانمائة روبية في مدرسة الاليانس والوطنية المختلطة وحيث ان هذه
الزيادة قليلة <del>⟦illegible⟧</del> فنقترح ايضاً ان جميع الطلاب الذين هم مجاناً يدفعوا ايضاً
روبية واحدة شهرياً وهذا <del>⟦illegible⟧</del> يبلغ الزيادة المذكورة الى الفي روبية
في سنة اشهر . ويلاحظ في هذا الصدد ان في مدرسة ⟦...⟧ كمدرسة ⟦...⟧
مدرسة البريسكول لا ينبغي ان يترك الطالب مجاناً <del>⟦illegible⟧</del> بصورة
بالخاصة وانه يكلف <del>⟦illegible⟧</del> في هذه المدرسة تسعة روبية سنوياً ودفع اثني
عشرة روبية هو <del>⟦illegible⟧</del> والعدم بحكم واحد تقريباً . ويلاحظ ان الصفوف
التي تدفع <del>⟦illegible⟧</del> هذا المقدار هي التي منها باقي درجة الضيق المالي الذي
ساد اخيراً في هذه كبلد .
اننا لم نستطع ان ندقق <del>⟦illegible⟧</del> المالي لكل فرد من الطلاب كما يتطلبه
ذلك من معرفة الناس معرفة لا نملكها بالخاصة وقد تغيرت الاحوال كثيراً في
هذه الايام الاخيرة وعليه فان ملاحظاتنا المتقدمة مبنية على اسس عامة فقط
