I have noticed - unfortunately - that a segment of disobedient elements has entered the ranks of the teaching family
and taken educational institutes as dens for spreading propaganda that does not accord with national dignity nor harmonize with the lofty
goals for which the Ministry of Education was established to achieve. These corrupt elements have exploited the protection
and innocence of female and male students, and began breathing into their souls the poisons of principles that threaten the foundations
of national faith, which is the solid basis in the upbringing of the youth and in preparing a generation that feels
its public and private duties.
These poisons have affected the academic duties of male and female students until it led to a noticeable weakness
in their scientific level, so I have come to believe that leniency in purifying the educational institutes
from such impurities, or leniency in stopping their continuation of demolition and breathing poisons, is something that deprives
the country of forming the future generation which must be adorned with national virtues that enable it to
perform its public duties toward the nation and the state. Leniency in stopping this is a betrayal of this homeland
which places great hopes in its renaissance upon this generation, and a major betrayal of the trusts received by
the education family to return them to the homeland equipped with the characteristics of manhood and the expected sincere patriotism.
Therefore, I see it as an urgent necessity for the efforts of the sincere members of the education family to join together
to put an end to these tragedies and this decline, and for the sincere ones in this family to cooperate in
making educational institutes houses for raising generations and places for advancing science, spreading virtue, and planting the spirit of sacrifice
and love for this upbringing, and to remove these parasitic elements that tamper with this youth.
I request the deans of higher institutes, inspectors (male and female), school principals (female
and male), and provincial education directors to be aware of the matter of such people and to provide
this ministry with the names of those who tamper with this honorable profession and sacred mission entrusted to them
to perform, especially those among them who embrace a political doctrine or lean toward a foreign tendency that do not agree with the inherited
traditions of the nation or contradict what the homeland aspires to.

by the education family to return them to the homeland equipped with the expected qualities of manhood and sincere patriotism.
Therefore, I see an urgent necessity for the efforts of sincere members of the education
family to join forces to put an end to these tragedies and this corruption, and for the sincere ones in this family to cooperate
to make educational institutes homes for raising the generation and places for advancing science, spreading virtue, and planting the spirit
of sacrifice and love for this soil, and to confront these parasitic elements that tamper with the morals
of the youth.

the intermediate school certificate (they may also participate in the general examinations for preparatory

of the necessity of organizing, coordinating, and arranging these files every academic year, closing them, and keeping them organized at
the end of the year so that there are outgoing and incoming files in the school equal to the number of years of the school's existence,
sequenced by their dates.
We kindly ask, if you approve this arrangement, to order its circulation to all schools
to act accordingly.

Please circulate to all directors of schools affiliated with you to follow what follows regarding medical
reports granted to male and female students during exam times. We also request emphasizing to school
directors the necessity of notifying all male and female students, considering them responsible for implementing them
in the fullest manner ⟦line⟧
1- Medical reports for postponing exams are not accepted except by the medical committee in
the Directorate of Education Health in Baghdad or education doctors in the Liwas. In the absence of an education
doctor in one of the Liwas or exam centers, the report granted by the Liwa Health Presidency
or center doctors shall be acceptable.
2- The male or female student must appear before the medical committee in the Directorate of Education Health
in Baghdad or education doctors in the Liwas or the official doctor in the center to which the student belongs
before the exam by a period not exceeding a week and not less than one day.
3- No review is accepted during exam times except for sudden accidents
that occur in the exam center, and they are sent to the medical committee in Baghdad or the education doctor in the Liwa
or the official doctor in the absence of an education doctor in the places where the student is examined
and through the director of the exam center.
4- The review of male and female students before exam days shall be by an official letter from the school
administration, but during exam times, their review must be through the director of the exam center
in which they are being examined.
5- The medical committee in Baghdad meets during the period mentioned in the second paragraph
above, at twelve o'clock during official working hours, and education doctors in
the Liwas shall be present in the hospital during the mentioned time.
6- If a male or female student falls ill on one of the exam days, they must consult
the Directorate of Education Health in Baghdad or education doctors in the Liwa or the official doctor in the place
where the exam center is located before the start of the exam on that day to decide on their continuation
or interruption ⟦illegible⟧ the day of their illness, they must inform the Directorate of Education Health
or education doctors in the Liwas or the official doctor to decide what is necessary for that.

1- We request this directorate to provide us with two lists: the first containing lecture fees
paid by your school administration to professors, instructors, or teachers belonging to the Ministry
of Education or to official and semi-official government departments, whether these fees were paid for
day or evening lectures, for the period from 1 / 4 / 1945 to 31 / 3 / 1946 -
and for the period from 1 / 4 / 1946 to 31 / 3 / 1947, indicating the full address of the lecturer and his official
position in the government and the year to which the lecture fees belong.
2- The second list contains salaries, lecture fees, or any other allowances
paid to lecturers who are not official employees, indicating the full address and profession of the lecturer,
for the period from 1 / 4 / 1945 to 31 / 3 / 1946 and for the period from 1 / 4 / 1946 to
31 / 3 / 1947, and to send these two lists as soon as possible.
3- This directorate is pleased that you consider this request a major part of your attention
and consider it an important basic rule at the end of each fiscal year for income tax purposes.
We also hope you do not miss submitting these two lists at the end of the fiscal year without resorting to
requesting them from you in the future.

It has been decided that the dates for school and public examinations for this year shall be as follows: -
1 - School examinations for non-graduating classes (primary, intermediate, and secondary) shall begin
on the morning of Saturday, coinciding with 31 May 47, and end at the close of Thursday, coinciding with
(5) June 1947.
2 - Public examinations for all studies shall begin at eight o'clock in the morning according to the following dates,
and the duration of the public examinations (unless otherwise stated in the question paper) shall be
two hours for primary education, two and a half hours for intermediate education, and three hours for
secondary education.
