We approve the opening of the Munir Sweig Kindergarten in the Al-Bataween neighborhood and the Masouda Yousif
Shemtob Primary School in the Masouda Synagogue in Al-Orfaliya in Baghdad, provided they are subject
to all the conditions of the Ministry of Education. Please contact the Baghdad Education Directorate to organize the
relevant license for these two schools.

To the administrations of primary schools for boys, girls, and children, official and private, in the city
of Baghdad and all its suburbs
The Secretariat of the Capital has decided to hold a party for children in the Secretariat Hall, which will be honored by His
Majesty the King, on Monday, 11/11/46, at exactly four o'clock in the afternoon.
Therefore, we hope the following is noted accurately and implemented literally:
1- The administration of each primary school for boys and girls shall select nine male or female students from different
classes of the people.
2- Each children's school (mixed) shall select six children (boys and girls) from different classes of the people.
3- The attendance of students and children from each school must be as a group, accompanied by one male
or female teacher who shall be responsible for their behavior and good conduct during the party.
4- Students and children shall wear their regular clothes, provided they are clean. It is strictly forbidden to wear
jewelry or any new clothes that would give the student a special distinction over others.
5- Each school must send a representative to this Directorate immediately upon receipt of this letter to receive
the invitation cards for this party. These cards have been prepared to remain with the children as a souvenir of this
happy occasion, provided that each card is filled with the name of the child who will participate in this party.
6- We hope that the children who are selected to participate in this party arrive exactly at
half past three on Monday, 11/11/1946, i.e., half an hour before
the arrival of His Majesty.
7- We hope that the selection of students from primary schools is for those whose ages do not exceed <del>⟦illegible⟧</del>
twelve years absolutely. We also hope that the selection is made from different classes of the people,
and this aspect will be strictly observed by those responsible for this party.
8- Note that the designated number for each school must be observed, and the number may not be increased or altered at all.

In the letter from the Dean of the College of Engineering numbered 1041 and dated 17 October 946
which refers to the decision of the Council of Professors to add three full marks to the final marks for passing.
Then the Council of Education deliberated on the issues of adjusting marks in general and saw that general examinations
have regulations and that these regulations can be considered for amendment when necessary.
As for school examinations for higher, secondary, and primary education, it decided
that it is permissible to request the teaching staff, in cases where the student lacks (3) marks
of the final marks only for passing, to consider raising them to the passing level, keeping them, or lowering them.

exactly four o'clock in the afternoon in the hall of the Capital Secretariat. Accordingly, we request the attendance of students
(boys and girls) at the party location before three-forty. On this occasion, we request
the observation of the following:-
1- The invited student must carry their card, with their name written on it. It will not be possible to collect
the cards upon entering the party location; rather, the purpose is for them to be seen by the officials
in charge of managing the party, and then students shall keep them as a souvenir for this happy occasion.
2- Students (boys and girls) may not be accompanied by more than one teacher (male or female), who is responsible
for the behavior of their students, and they must ensure the delivery of the students
to their homes after the end of the party.
3- We hope everyone remembers the remarks communicated to you orally in the hall of the Preparatory School
and the necessity of implementing them with full precision.

The extent of the penetration of discipline among students appears on the playgrounds
Therefore, school students must maintain this true appearance and every student should be
extremely keen on the school's reputation and students should know that crossing the field boundaries
or the fence or the limits set by the body supervising the games is a shame and a flaw
like theft, lying, and the like. Therefore, we alert the students to the necessity of observing the following:
1- Not entering the playgrounds at all, even after the end of the game.
2- Not using vulgar slang words.
3- Students must not interfere with the course of the game in a way that leads to angering any party such as the referee
or the opposing team. Students have complete freedom in cheering.
4- The playing teams line up after the end of the race or games, then proceed in an orderly manner to receive prizes
and the cup; in this case, students must be the guardians of order and discipline and prevent
the rush of spectators into the playground or crossing the separating fence.
I hope the noble students will observe these practical points accurately and be keen
with all diligence on discipline and order, as I have noticed that schools seek to obtain the cup
but they neglect their commitment to discipline and order.
