occupying it, please kindly approve the renewal of its lease for another year at the rate estimated by
the Immovable Property Leasing Committee in its decision No. (43) dated 5/3/953, a copy of which is
attached, amounting to -/1000 one thousand dinars, provided that the Presidency of the Jewish Community carries out
the necessary repairs to the building, noting that the previous rent was -/800 dinars.

We request you to note the following: -
1- The lessor party is absolutely not responsible for painting the building, as is clear from the third article of the contract
concluded between your honorable ministry and this presidency, and this is its text:
"The lessee shall bear the cost of all damages that occur in the building due to his negligence during the period of occupation,"
"such as breaking glass, doors, and their locks. As for other repairs, such as damage to ceilings, sinking of a spot of ground,"
"collapse of walls or roof parapets or electrical and water installations, as well as removing any danger that occurs to"
"the building during the lease period, the cost shall be on the lessor. Upon his refusal to carry out the mentioned repairs after"
"being notified of their occurrence by the lessee, the lessee may carry them out at the lessor's expense and recover the cost from him."
In addition, the custom and habit prevailing in this place and time support that. Nevertheless, at the time
of leasing the building, an agreement was made between this presidency, through its representative Dr. Naeem Rabi, and the Honorable Head of
Accounts of your honorable ministry, that your ministry would paint the building at its own expense, and this presidency would bear a portion of those
expenses. Indeed, we paid the mentioned portion despite our lack of responsibility for it, whether under the mentioned
text or under the prevailing custom and habit.
2- Article three of the mentioned contract made the lessor party responsible for the electrical and water installations.
Indeed, we completed them and handed over the building complete in terms of electrical and water installations. Therefore, this
presidency is not responsible for any repairs carried out in this regard.
We also carried out all required repairs at the time, including repairing the tiles.
3- The third paragraph of the lease agreement allowed the lessee party to carry out repairs at the lessor's expense,
but this permission is restricted by two conditions: -
A - That the repairs be mandatory for the lessor party under the mentioned paragraph.
B - That the lessee party notifies the lessor party of the occurrence of those repairs and the refusal of the
lessor party, as evidenced by its saying "And upon his refusal to carry out those repairs after being notified of their occurrence
by the lessee," because these two conditions are not met in the repairs mentioned in the list
attached to your letter numbered 12318 and dated 16 / 4 / 1953, as the lessor party is not
responsible for them as we explained in the first and second paragraphs of this letter, and no written notification
from you regarding them, nor a refusal from us, has ever occurred.

We still maintain our opinion that the renovations and repairs carried out on the Maternity
Home building were necessary for the maintenance of the building and their cost is the responsibility of the lessor. We also confirm
our letter No. 9000 dated 18 / 3 / 1953 to take the necessary action to perform the
remaining repairs, which are: -
1- Repairing and tiling the exterior floor of the home
2- Installing a large shelf in the kitchen
3- Repairing the toilets on the upper floor
4- Repairing the broken electrical wiring and placing electric bells in the rooms
5- Installing two washbasins in the side rooms at the third entrance of the hospital.

Further to our letter No. 276 dated 10 / 5 / 953, we have delayed the execution of the necessary renovation works
for the Maternity Hospital because the Ministry of Health was studying your objection to the expenses incurred during the past year.
Since you have not taken any positive action to pave the floor of the house and repair the toilets and other necessities that we previously -
informed you about until this date. And since the condition of the house has become unbearable due to the odors emanating from the toilets
and the floor of the house. I request you to carry out the mentioned renovations within five days from the date of this letter, otherwise we will be forced
to definitely carry out all the renovations and deduct the costs from the rent.
