After greetings,
Upon inspection of the Rachel Shahmoon School building, the following was revealed:
1- A square meter of reed includes 40 panels of 2x2 wood and a panel from the back
1/1 tied with the mat costs 700 fils and not 600 fils as stated in
the ⟦Respected⟧ Ministry engineer's report, so the difference is 100 fils per square meter, and since the request
is 565/9 m2, the total difference is 56/590 Dinars.
2- According to the request of the Director of Refugee Affairs, Mr. Abdul Latif, six additional doors were made
of corrugated iron, each door costing 400 fils, four Dinars, so the total is 2/400 Dinars.
3- Also according to the request of the Director of Refugee Affairs, plastering at a height of one meter on the reeds
placed using gypsum costs ten Dinars.
Accordingly, the difference in the report is 90/900, and based on the report submitted by
the mentioned Ministry, I cannot undertake the mentioned commitment for less than 500/000 Dinars.

After greetings
Upon inspection of the Rachel Shahmoon School building, the following became clear :-
1 - That a square meter of reed with a thickness of 2 inches and wood dividers of 3/2 and a back board of 1/3 connected with nails costs a price of
700 fils and not 600 fils as stated in the inspection of the esteemed Ministry's engineer; so the difference is 100 fils per square meter and since
the required amount is 565/9 m2, the total difference is 56/900 Dinars.
2 - According to the request of the Director of Refugee Affairs, Mr. Abdul Latif, six additional doors of Jitco were made, each door costing four
Dinars, making the total 24/000 Dinars.
3 - Also per the request of the Director of Refugee Affairs, plastering at a height of one meter on the placed reeds costs ten Dinars.
Therefore, the difference in the inspection is 90/900 Dinars over the inspection submitted by the mentioned Ministry, and thus it is not possible to perform
the mentioned undertaking for less than 500/000 Dinars.

Greetings,
With reference to your letter No. 712 dated 4 / 3 / 1953;
1 - We agree to lease the Rachel Shahmoon School building located in the Torah quarter; to be occupied by refugees at the rate approved by
the committee formed for this purpose, amounting to (1000/000) Dinars, one thousand Dinars annually, under the following two conditions: -
a - Your esteemed Directorate General undertakes to carry out all necessary repairs and renovations it deems fit for the purpose of occupying the mentioned building
by the refugees; for the duration of the contract at its own expense without charging this Presidency any amount whatsoever.
b - The Presidency of the Community shall deliver the mentioned building; complete; in terms of electrical and water installations; window glass; and cleaning.
2 - As for our performance of the partitioning work according to the survey attached to your above-mentioned letter; at the estimated cost by you of
420/000 Dinars; please note the following: -
a - We prefer that these partitions be carried out directly by your esteemed Directorate General.
b - In the event that this is not possible; the amount estimated for this purpose, (420/000) Dinars, is insufficient; in view of the report of the contractor
Alwan Mahmoud; commissioned by the Presidency of the Community to perform this. He requested a compensation of five hundred Dinars to complete the required partitions
and analyzed the difference between your estimate; and his estimate; as a difference in the price of reeds by 100 fils per square meter and additional works; not mentioned in
the survey attached to your above-mentioned letter; which were requested by the Director of Refugee Affairs.
We enclose herewith a copy of the mentioned contractor's report for your kind review.
3 - In case of your approval to carry out the partitions and other works by the contractor Alwan Mahmoud for the amount of five hundred Dinars; please
kindly disburse.
a - 900/000 Dinars for the annual rent after deducting the property tax, provided that the lease period is calculated from the date of occupying
the building.
b - 500/000 Dinars for the cost of the partitioning work.

(Lease Contract Agreement)
The First Party - Al-Wajih Haskil Daoud Shamtoob, President of the Jewish Lay Council in Baghdad, in addition to his official capacity.
The Second Party - The Tenant - Dr. Abdul Jabbar Al-Razali, Directorate of General Services, in addition to his official capacity.
-1 The Second Party has leased the Rachel Shahmoon School building located in the Torah neighborhood to be occupied by Palestinian refugees
and for other purposes of the Directorate for a period of one full year starting from 1/5/1953 to 30/4/1954 for an annual
rent of (1000) Dinars (one thousand Dinars) to be paid in advance to the First Party upon signing this
contract.
-2 Property tax and all due fees that will be due on the mentioned building shall be borne by the First Party, while the costs of
guarding, water, electricity, and cleaning of cesspools shall be borne by the Second Party.
-3 The Second Party undertakes to pay an amount of (500) Dinars to the First Party for the purpose of building partitions of Al-Subardi
and carrying out other repairs according to the attached organized assessment with this contract, and the Second Party shall remove these
materials supplied for this purpose upon vacating the mentioned building and dispose of them as he wishes.
-4 The First Party must deliver the building complete in terms of electrical installations, water pipes, repairing windows, installing
glass, and cleaning cesspools on 1/5/1953, and after completing the missing items intended to be carried out as
stated in the third clause. In case of delay in delivery at the specified time, an amount of five
Dinars shall be deducted for each subsequent day, provided that the delay days do not exceed fifteen days. If the
delay exceeds this period, the Second Party has the right to terminate the contract and recover the rent and the renovation advance, as well as a monetary
compensation paid by the First Party to the Second Party amounting to (500) ⟦five⟧ hundred Dinars, and the letter issued by the Second
Party on this subject shall be considered an official warning issued by the Notary Public's office.
-5 The Second Party bears the cost of repairing damages that may occur (such as breaking glass and doors during the lease period)
due to the negligence of the Second Party. As for other liabilities such as damage to roofs, subsidence of a spot in the
ground, collapse of walls, roof parapets, or failure of electrical or water installations and removing any danger
that occurs to the building during the lease period, their repair shall be on the lessor, the First Party, and he must carry that out
when instructed by the Second Party; otherwise, the Second Party has the right to carry them out and recover the costs from the First
Party.
-6 The First Party has no right to claim from the Second Party for damages that may result from natural or heavenly
disasters, and in this case, the Second Party has the right to terminate the lease or vacate it and recover the rent installment
for the remaining period of this contract.
-7 The Second Party has the right to sublease this building during the lease period provided he informs the First Party in
writing, and the First Party has the right to approve the sublease or return to the Second Party the installment for the remaining days
of the lease period.
-8 If the two parties do not agree on the lease period for another year, the Second Party must deliver the leased property to the First
Party free from all occupants when he can find another place to move to, and the rent for the period
the tenant remains after the end of this contract shall be according to the rate determined by the Immovable Property Investment Committee
at the Ministry of Finance.

After reviewing the conditions contained in the lease agreement attached to your above-mentioned letter;
We request the following amendments:-
- 1 - Whereas we had agreed to lease the Rachel Shahmoon School building for the rent estimated by the specialized committee, amounting to one thousand Dinars
annually, on the condition that your esteemed General Directorate undertakes to carry out all necessary repairs and renovations presented for the purpose of occupying
the said building by refugees for the duration of the contract at its own expense without charging this Presidency any amount whatsoever, and that is
pursuant to our letter No. T / 2954 / 53 dated 10 / 3 / 1953 referred to in your above-mentioned letter; accordingly
we request the amendment of the specific clause of the contract attached to your letter so that it becomes as follows:-
"The second party undertakes to carry out all necessary repairs and renovations that the second party deems fit for the purpose of occupying"
"the building by refugees or for any other purpose throughout the duration of the contract at its own expense without charging the first party any amount"
"whatsoever."
- 2 - Amending the eighth clause of the contract so that it becomes as follows:-
"a- If the two parties do not agree on the lease term for another year, the second party must hand over the leased property to the first party"
"free of occupants and in the condition in which it was received, complete in terms of electrical and water installations and window glass."
"b- The second party has the right to occupy the leased property for a period of three months after the expiration of this contract in the event of lack of"
"mutual consent between the two parties to renew it; and the rent for the days in which the second party occupies the leased property shall be calculated"
"at the same rate of the rent agreed upon under this contract."
- 3 - Since we preferred in our referred letter No. T / 2954 / 53; that your General Directorate directly undertake the task of partitions, and our acceptance
to carry out its parts at the cost estimated by your General Directorate, amounting to five hundred Dinars, was only to facilitate the matter; we do not see any
justification for the heavy restrictions contained in the fourth clause of the contract; therefore, we request the amendment of the said clause so that it becomes as follows:"

Contract
First Party - The Contractor - Alwan Mahmoud, residing in the Al-Tatran neighborhood
Second Party - Heskel Daoud Shuttub, President of the Lay Council and Acting Head of the Community in his official capacity.
1- The First Party has undertaken to the Second Party to build reed partitions and carry out other repairs in the Rachel Shahmoon School located in the Al-Tawrat neighborhood according to the inspection report organized by the Directorate of General Social Services sent with its letter No. 1020 dated 3/29/1953, a copy of which is shown below this contract, provided that the cost of the materials required in the mentioned inspection, labor wages, and all necessary expenses to complete this task shall be borne by the First Party in exchange for a lump sum of five hundred dinars (500) dinars, which the Second Party has undertaken to pay to the First Party as detailed in Clause (3) of this contract.
2- The First Party has undertaken to the Second Party to complete the construction of the partitions and other repairs mentioned in the inspection report attached to this contract by a deadline of 5/1/1953. In the event of delay in delivery on that date, the mentioned party shall be obligated to pay an amount of five dinars to the Second Party for each day of delay, provided that it does not exceed ten days. In the event that the delay exceeds ten days, the Second Party has the right to terminate this contract, and in this case, the First Party shall be obligated to return the amounts received from the Second Party on account of these works to him or ⟦give them to someone⟧ ⟦...⟧ ⟦accounting⟧ ⟦and bear⟧ ⟦the difference⟧ ⟦necessary⟧.
3- The lump sum of five hundred dinars (500 dinars) which the Second Party undertook to pay to the First Party in the first clause of this contract shall be paid as follows:-

5- The First Party must submit to the Second Party the disbursement documents related to the restoration, partitions, and work, amounting to five hundred dinars, within one month from the date of delivery of the work.

With reference to your letter No. 1039 dated 3/30/1953;
We inform you of our receipt of:-
1- An amount of nine hundred Dinars (900/000 Dinars) for the rent of the Rachel Shahmoon School building after deducting 100/000
Dinars for property tax according to the contract.
2- An amount of five hundred Dinars (500/000 Dinars) as an advance for the account of repairs and building the partitions agreed upon in the contract;
And we will send the documents related to its expenditure during the period stipulated in the mentioned contract.

B- Accounting entries shall be made as follows:"
1- A special account shall be opened under the title ((Rachel Shahmoon School Building Rent Account)) and the amount of (900/000)
Dinars shall be recorded in its income field.
2- A special account shall be opened under the title ((Advance for repairs and building partitions in the Rachel Shahmoon School building received from the Directorate
of General Social Services)). The amount of (500/000) Dinars shall be recorded in its income field.
The advance amount of five hundred Dinars shall be paid to the contractor Alwan Mahmoud as follows:-
A- One hundred and fifty Dinars to be paid to him immediately and delivered to him by receipt.
B- One hundred and fifty Dinars to be paid to him after preparing the work materials at the school, including wood and reeds ⟦line⟧ etc., and the
said contractor delivering the documents for their expenditure.

Greetings,
With reference to the lease agreement concluded between your esteemed Directorate General and this Presidency on 28/3/1953, we request you to note the following:
1- The Presidency of this community has awarded the contract for constructing reed partitions and other repairs mentioned in the inspection report attached to the aforementioned contract to the contractor Alwan Mahmoud for the amount estimated by your esteemed Directorate General, which is 500/000 Dinars (five hundred Dinars), according to the contract concluded between this Presidency and the said contractor, a copy of which is attached herewith.
Since the said contractor has completed the work according to the inspection report organized by your Directorate General, he has submitted to this Presidency the list of expenses amounting to 500/000 Dinars (five hundred Dinars) supported by the necessary receipts. Therefore - according to the terms of the contract - we attach herewith a copy of the said list with the five attached receipts. We request you to acknowledge receipt. Since the said contractor has a remaining balance with this Presidency, the payment of which is conditional upon the inspection of the work by you and its compliance with the conditions, we request you to kindly conduct the necessary inspection and provide us with a letter stating the compliance of the work with the required conditions.
2- Based on this Presidency's completion of all electrical, water, glass, tiling, and necessary restoration repairs under the supervision of the Director of Refugee Affairs in your Directorate General.
Therefore, we request you to kindly take over the said building in preparation for the commencement of the lease period from 15/5/1953 according to the terms of the contract.
