Greetings,
With reference to the Ministry of Finance letter No. 15631 dated 12/23/1952 and following up on our letter No.
T / 2838 / 52 dated 11/18/1952
We request you note the following:
1 - The annual rent agreed upon between this Presidency and the Directorate of General Education was not one thousand dinars to be renewed
on that basis, but was rather divided into two parts.
A - 1,000 dinars (one thousand dinars) paid in cash upon signing the contract.
B - 1,000 dinars (one thousand dinars) to be spent by the lessee for the purpose of carrying out necessary repairs required by the condition
of the building, and if the amount required for those repairs exceeds one thousand dinars, the lessee shall pay that as well.
Knowing that the Directorate of General Education did not fulfill the second part of the rent regarding repairs, a matter
which led this Presidency to request from them a settlement of the issue from a financial perspective.
2 - Accordingly, this Presidency cannot accept the renewal of the contract with your honorable Ministry except on the basis of the two conditions mentioned in
the first paragraph, with the kindness - in the event of your acceptance - of ordering the repairs to be carried out urgently due to the condition of the building.
Please accept our highest respect.

Greetings,
With reference to your letter No. 99 dated 1/8/1953;
Please note the following: -
1 - The second paragraph of the lease agreement concluded between this Presidency and the Honorable Ministry of Education obligated the tenant
to spend an amount of no less than one thousand dinars on the repairs required by the building, to the extent that it obligated the tenant to spend more than
one thousand dinars in the event that the repairs required an amount exceeding one thousand dinars; this appears clearly from the text of the following
mentioned paragraph: -
"Second Paragraph -
"The tenant shall spend an amount not exceeding one thousand dinars (1000 dinars) for the purpose of carrying out"
"the necessary renovations required by the condition of the building; and if the amount required for those"
"renovations exceeds one thousand dinars, the tenant shall pay it as well."
2 - We agree to renew the contract with your esteemed Directorate General, for the year starting on 12/15/1952, with an annual
rental fee of 1000 dinars (one thousand dinars), provided that the lease agreement states that your Directorate is the one that will undertake the spending
on the aforementioned building according to the needs it deems necessary, at its own expense, and this Presidency shall not bear any cost.
This is exactly what was stated in your above-mentioned letter.
Please accept our highest respect.

1- We have not received any reply to our letter referred to above.
Considering that the second paragraph of the lease contract for the past year obligated the tenant (Directorate General of Education) to spend an amount of 1000 Dinars (one thousand Dinars) on repairs, this Presidency, in view of your failure to fulfill the condition during the lease term, requests you to kindly either carry it out or estimate an appropriate monetary compensation for not carrying it out.
2- The Honorable Ministry of Social Affairs (Directorate of Social Services) did not approve the renewal of the contract except starting from 15/1/1953 and not from 15/12/1952, which is the date our contract with your honorable Ministry expired, claiming that its occupation of the mentioned building was on 15/1/1953.
