Talks between the General Secretariat of the Arab League and Arab States
Regarding holding an extraordinary meeting of the Political Committee
Beirut - Talks are currently underway between the General Secretariat of the Arab League and Arab governments in preparation for calling the Political Committee to an urgent extraordinary meeting.
The Lebanese Ministry of Foreign Affairs expects this meeting to be held around the middle of next month in Alexandria or in one of the Lebanese summer resorts.
Lebanese Foreign Ministry circles believe that the development of private and public events is in most need at the present time of study and scrutiny through the League's Political Committee.

Words of His Highness the Great Regent,
Prince Nayef, and His Excellency Al-Rifai
It was reported from Amman that Jordanian newspapers yesterday published the text of the moving telegram of condolences sent by His Excellency Mr. Nuri al-Said to His Royal Highness the Great Regent and Crown Prince. The Al-Difa' newspaper, published in Jerusalem, printed on the front page under the title (The Battle of Duty) the following words of His Highness the Great Regent Prince Abdullah:
(His Majesty the Great King Abdullah is not the first Hashemite to be killed in the battle of duty, as our guide in the future should be to work on following the footsteps of our predecessors to build our Arab world and make the members of the Arab nation free, even if we pay our lives as a price for that.)
Regarding the speech of His Highness the Great Prince Nayef:
Which was delivered the day before yesterday at the pure tomb and had a profound effect on the crowds of mourners and national and nationalist circles. Here are some passages from this great and precious historical speech.
"In my position here at the tomb of my father, the martyr of Al-Aqsa Mosque, which God has blessed its surroundings, and martyrdom is the hallmark of the kingship of the pure House of Prophecy. May God increase our reward and grant us patience as peoples and capitals."
"From a deep love and a close bond that pulls us, rather binds us, this great man, my father, with his pure and noble blood. The participation of their Majesties and Excellencies, the kings and heads of sisterly and friendly states, their governments and peoples, in our house and country's feelings of grief and sorrow in what they said, sent, announced, and showed is evidence of the awakening of the Arab conscience, rather the global conscience. In this is the means of our gratitude, patience, and endurance in the face of a grave tragedy and a heinous, treacherous national crime. Rather, it is a means of reminding us of what was revealed regarding Muhammad (PBUH) when the Almighty said: (Muhammad is no more than a messenger; other messengers have passed away before him. If he dies or is killed, will you then turn back on your heels? And whoever turns back on his heels will not harm Allah in the least, and Allah will reward the grateful.)"
"However, what we have inherited from the path of the martyr father and the wise builder king is the service of Arabism and Islam, the consolidation of the pillars of security and peace, and the achievement of pride and dignity for our Jordanian country and our Arab nation."
As for the speech of His Excellency the Prime Minister, Mr. Samir Al-Rifai, it was also a title of loyalty and allegiance to the People of the House and adherence to his wise policy. Here are some passages from this speech.

Amman - His Excellency Mr. Samir Pasha Al-Rifai, the Jordanian Prime Minister, issued a statement in which he thanked the members of the Jordanian people for the endurance, fortitude, and adherence to order they showed during the funeral of the great departed, His late Majesty King Abdullah. His Excellency also gave warm praise to the men of the Arab Legion for the sincere effort they exerted.

Jerusalem - An eyewitness spoke about the death of the martyr King, how the incident occurred, and how the deceased received the bullets from the hand of the sinful perpetrator, saying:
At 11:45 AM last Friday, the procession of His late Majesty King Abdullah arrived at the door of Al-Aqsa Mosque to perform Friday prayers as His Majesty did every week. He was surrounded by some ministers and courtiers, and he was talking about the death of the late Riad Al-Solh, saying: If Riad had come with me here, what happened would not have happened to him... The King and his companions passed the outer door, crossed the inner courtyard, and reached the door leading to the mosque's courtyard while he was walking in the lead. As soon as he stepped to enter the mosque, a young man carrying a pistol came out from behind the inner door, aimed it at King Abdullah, and began firing from it.
The young man was standing calmly, directing his hand toward the King's movements. As soon as the deceased received the first bullet, he turned toward the mosque and in turn began firing, hitting the Jerusalem District Police Commander Radi Annab, the King's private aide Major General Muhammad Al-Saadi, and First Lieutenant Masoud Shehadeh. But the killer received many shots in various parts of his body before falling motionless and without opening his mouth with a word. He had fired seven bullets before being killed.
Suddenly, the King was carried into the mosque with voices calling "Doctor, doctor!" One of the ministers leaned over the King and cried out: "He is dead... Abdullah is dead..." The ministers and guards burst into tears. The King was placed in a corner of the mosque and the worshipers prayed while first aid was administered to him until he was transported to Amman.
The killer had companions who clashed with the guards in a battle inside and outside the mosque that lasted more than half an hour, during which people were killed and wounded on both sides. Fifty of the killer's associates were injured, as were a number of worshipers.
Some officers escorted Prince Hussein, the grandson of the late King Abdullah, out of the mosque so that he would not be harmed.

The dispute between Egypt and Britain

Studying the Amendment of its Regulations
We have learned that the competent authority in the office of the Ministry
of Social Affairs is still working on
studying all proposals and reports related
to amending the regulations of this ministry and what pertains
to the regulations of the general departments affiliated with it. It
is expected that this competent authority will finish
within the coming few days the study of these comprehensive proposals
and the preparation of the new regulation draft in light of the many
experiences the Ministry of Social Affairs has gone through
since its establishment.
It is understood that talks are currently revolving around this
subject between the aforementioned ministry on one hand and some
other ministries on the other hand to take their opinion
in this regard so that the intended benefits are achieved
from preparing the new regulation draft.
In the Veterinary Directorate
In application of the personnel decisions of the Veterinary Directorate,
it has been decided to appoint Mr. Abdul Mohsen
al-Falluji, the supervisor in the center of this directorate,
with a salary of 25 Dinars per month as supervisor of administration
and papers therein.
And it decided to appoint Mr. Saeed Rashid,
the supervisor in the center of the aforementioned directorate,
with a salary of 18 Dinars per month as supervisor of legal
and personnel affairs therein.
And it decided to appoint Mr. Hassan Salman
as an auditor in the Veterinary Hospital in Baghdad, and Mr.
Shaker Abboud as an officer for the directorate's center stores,
and Mr. Taher al-Waiz as a clerk in the
directorate's center, and Mr. Hamid Majid as a clerk
in the Veterinary Hospital in Mosul.
Wireless Telephone Connection Service with London
His Excellency Dr. Diaa Ja'far to Open the Service on the First Day of Next Month
His Excellency Mr. Abdul Baqi Abdullah,
Director General of Posts and Telegraphs, stated that a
wireless telephone service between Iraq and England
will be opened for the first time on 8/1/1951. This
service is important and significant regarding
international transactions, especially from the commercial
and economic aspects. Due to the current congestion
in telephone communications with other countries,
one hour each day has been temporarily allocated for Iraq
between five and six in the evening, except
on Sundays. His Excellency Dr. Diaa Ja'far,
Minister of Communications and Works, will open this service with the first
call to London.
General Cooperation Between Lawyers of Arab Countries
Iraq Proposes Inviting North African Lawyers
to Participate in the Arab Lawyers Conference
The Iraqi Bar Association sent a letter to the
Damascus Bar Association proposing to the
bar associations in the Arab countries participating in the
Arab Lawyers Conference to include the lawyers of Tunisia, Algeria,
Morocco, Libya, Saudi Arabia, and Yemen in the
Arab Lawyers Conference to be held next
January in Cairo,
with the aim of general cooperation in the field of law
with these countries.
It was reported from Damascus that Dr. As'ad
al-Mahasini, President of the Bar Association, stated that the Damascus
Association approved this proposal and that it
sent to the bar associations in Aleppo and Latakia
asking them to approve the proposal of the Iraqi
lawyers.
It is believed that all the concerned Arab countries
will agree to what the Damascus Bar Association
has approved.
His Eminence Imam Abdul Karim al-Zanjani in Erbil
A report from a distinguished correspondent stated that His Eminence Imam Sheikh Abdul Karim al-Zanjani arrived
in Erbil coming from Kirkuk on his way to the Salah al-Din resort. He was received by
a large crowd of those who recognize his virtue, his lovers, and those who appreciate his status. After His Eminence stayed in
the center of the province for a period of time, he left it, bid farewell, to the Salah al-Din resort with hospitality and honor.
Utilizing the Buildings of Frozen Jewish Schools
for Educational Purposes
The Ministry of Education submitted a memorandum today
to the Presidency of the Council of Ministers' Office explaining
the reason for obtaining approval to transfer the right of
seizure of the school buildings of the Jewish community
abandoned by their Jewish owners whose Iraqi citizenship
was revoked, along with their school supplies located in those
buildings, provided that financial transactions regarding them
are carried out thereafter.
It is worth noting that the Ministry of
Education also wrote to the General Secretariat
for Frozen Assets requesting permission to occupy
some of the frozen school buildings abandoned by
their Jewish owners whose citizenships were revoked,
which were equipped with furniture and educational supplies. The
aforementioned ministry requested to be informed as quickly
as possible regarding permission to occupy some of those
buildings and benefit from them before the start of the
next academic year.
The Ministry of Education had
formed a specialized committee including three of its employees
for the purpose of inspecting those buildings
and submitting a report on the frozen houses that meet
the required conditions and are suitable
for educational purposes.
Health in Schools
The Directorate of Educational Health is currently
working on preparing and drafting its comprehensive report,
which will include sufficient information available
to it regarding the health situation in scientific institutes
and various schools during the past academic year.
This report, which will be submitted to His Excellency the Minister
of Education after its completion, will also contain information
on the timing activities of this directorate during the
past academic year, as well as figures
on incidents that occurred among students and teachers
of those various institutes and schools.
Veterinary Vaccines
to Syria
The competent authorities informed the Syrian Legation
in Baghdad that they would, upon its request, supply
the veterinary departments in the Syrian region with
the sheep pox vaccines they need.
It is mentioned that the technical laboratory of the Veterinary
Directorate is considered one of the finest laboratories in the Middle
East, and it also supplies the specialized veterinary
departments in some of those countries
with serums and preventive doses against the spread of
diseases among animals.

Efforts of the Directorate General of Industry
In the fields of industry, mining, and others
During the past year, the Directorate carried out scientific efforts in the subjects of sugar, paper, vegetable oils, and fibers. As a member of the committee for the exploitation of the year, a technical committee was formed to implement a law to encourage industrial projects, which came with new principles aimed at assisting in the country and increasing industrial production therein. Likewise, recording information and technical services for a number of institutions, and it carried out many guiding activities in various fields provided to other departments related to industry, to institutions associated with it, and to individuals. During the past year, the Directorate conducted deliberations on technical and economic aspects. This report includes the Directorate's activities in industrial aspects where there is an urgent need to increase production.
The industrial sector continued during the past year to conduct research and studies in the Directorate. These researches included sugar and its production in the country, the possibility of its sustainability and manufacture during the past year, the subject of this industry and the importance of exploiting it to produce the sugar bill in the country, with the justifying reasons that called for the initiative to establish the sugar industry in the country, and included its annual research in sugar production in the country from sugar beets.
As for the Mineral Institute during the past year, it stood out from the mineral aspect in conducting geological investigations in Iraq. The results of the research showed the presence of sulfur production at high rates and high percentages of iron in the Mosul region. The Mineral Institute conducted a study of Pozzolan examinations from chemical and physical aspects.
As for fibers during the past year, the research conducted by the Research Directorate was good, addressing the natural and chemical characteristics of good whales and the cotton fibers obtained from them. The Institute's past research included a study of estimation and analysis topics, conducting technical tests regarding metal corrosion, and conducting educational experiments for dates in Iraq.
As for general industry in Iraq, from the month of May onwards, it prepared and carried out what the new industry law requires in terms of research and investigation from technical aspects, encouraging industry internally and technical methods, conducting a study of industrial raw materials, and setting programs for their reform and the development of industry when seeking help from specialized experts in various branches of industry. For the year 1950
The Main Statistics Department requested some government institutions to provide it with information specific to them and available to them for the purpose of including it in the Statistical Abstract for the year 1950. This specialized department also sent several chapters of this Statistical Abstract to the Government Press to begin printing them. The Main Statistics Department had informed the responsible authority of the need to speed up its printing given its importance and the urgent need for it, and to make it keep pace with the times so that the desired benefit from its preparation is achieved.
Soap industry: protecting soap manufactured inside the country and preventing the import of adulterated soap. It also continued to inspect soap manufactured in national factories and provide guidance to factory owners to improve manufacturing in their factories and perfect it. The Directorate directed its technical employees to the industry. The industry was granted a large exemption for raw materials, and chemical consulting services were provided addressing some production problems in this industry and analysis problems in its laboratories.
In the liquor industry, the Directorate supervised the operation of a new device for smoking dates and set instructions for the method of operation and control of the smoking process. Experiments were conducted in canning soft dates of the exported types at the request of an exporting party.
For the first time in the Directorate, a census of industrial production in the country was conducted. The census was partial, covering seven industries, and was completed at the end of the year covered by this report. The census was a first step toward preparing statistics upon which industrial progress in the country is based, relying on a correct design. The census of those industries covered the capital invested in them, the value of their annual production, the number of workers in them, and the total wages paid by them. Also, during the year, a census was completed of the machinery, equipment, and tools imported by the industry and the industrial raw materials that were imported.
The Directorate's studies during the year covered new industries that the public interest requires establishing in the years 1951 and 1952. It also covered increasing production capacity in some industries currently in production, where the progress of industrial production in the country requires increasing production during the years 1951 and 1952. That study covers the entire field of industrial production in the country; rather, it covered a portion of it, which the Directorate devoted itself to studying and working in its field during the year. The Ministry of Defense invites students wishing to join the Royal Air College, which is a high college with a study period of three years. The third year is dedicated to practical military aviation, and the student is granted the rank of second lieutenant after passing the second academic year, provided he continues studying in the third year and is granted aviation wings and a graduation certificate after passing it.

This immortal word that landed on the day of the revolutionaries.
Yes, this sacred word is the only goal to which the hands of this glorious and blessed revolution have reached. This independence requires from the men of the country continuous work and effort, and it requires a positive, constructive, and practical policy, not a policy of words, drumming, and piping—that distorted policy whose only purpose is to achieve personal ambitions and goals.
Independence is not strengthened and its desired goal is not achieved except through the progress of the country's economy, the growth of awareness and culture, and the strengthening of the country's defensive lines, namely the army, followed by the people's support for it. This cannot be achieved except through the unity of its sons, the gathering of their word, and their dedication to serving the public interest.
So, whenever a pure policy is followed, free from personal goals, untainted by any political blemish, far removed from concern for formal appearances—a policy that aims at the essence of things, not their display, aiming to serve the public interest through determined men who work with honesty and sincerity.
Yes, the policy of unifying ranks and construction is what achieves, supports, strengthens, and centralizes the country's independence.

schools without compensation or consideration, whereas this Ministry intends to rent the school buildings that
no longer have students due to the revocation of their citizenship, just as it rents other buildings. Unless
some of those buildings belong to individuals whose Iraqi citizenship has been revoked.
Based on the above, this Ministry still confirms what was stated in its letter No. 20878 -

Your letter No. 17117 dated 30 / 7 / 1951.
The Lay Council discussed the above-mentioned letter at its session held on 1 / 8 / 1951 and decided:
1 - That each of the Masouda Salman, Rahel Shemoun, Menashi Saleh, and Noeriel schools contains a synagogue for worship and is required
under the terms of its endowment to contain a synagogue for worship.
2 - That the Masouda Shatoub school does not belong to the Lay Council, but rather the person responsible for it is Mr. Heskel Shatoub,
noting that it contains a synagogue for worship.
3 - That the Menachem Saleh Daniel school does not belong to the Lay Council, but rather the person responsible for it is Mr. Ezra
Menachem Daniel, and you should contact them directly regarding it.
4 - Since the guardianship over the Albert Sassoon and Laura Kadoorie intermediate schools belongs to the Alliance Association in
Paris, the Presidency of the Community will consult with them regarding the possibility of leasing them and will act according to the instructions sent by
this association.
5 - Since there is no objection to leasing the Noeriel and Naoum primary schools, the Lay Council agrees to
lease them to the esteemed Ministry of Education for an appropriate fee.
6 - The aforementioned Council has authorized Mr. Naeem Ibrahim Zubaida, Acting President of the Community and Vice President of the
Lay Council, and Mr. Ibri Haqqi the lawyer, member of the Lay Council, together to lease the two schools mentioned
in the previous paragraph.

The presidency of this community fully appreciates the interest of education; however, what it can do is limited by
its legal powers; and it is not permissible for it to enter into an agreement contrary to the law. We have previously explained to the
aforementioned Ministry that the community schools are either endowed (waqf) and have trustees, and every action regarding them must involve consulting the trustee and applying
the will; or they are property of the community; and these still exist and their legal entity stands, and it is obliged to manage its properties
just as every general trustee manages public interests; that is, the action of an owner whose actions are carried out based on his consent and when
it is considered valid with him. In view of what was stated in the aforementioned letter that His Excellency the Minister of Education has issued orders to take the school
buildings, our legal duty necessitates that we state the following:-
First - We would like to point out that the method by which the correspondence concluded regarding the community's leasing of the schools
that this community can dispense with contains no basis or any reason for delay.

dated 21 / 8 / 1950 that you have leased the Shamash School building, which contains a place
for worship, to the Iranian Al-Sharafah School, while you have refused to lease the buildings of
Rachel Shahmoon School and Masouda Salman School to be occupied by two official schools by
the Education Department, claiming that in each of the two schools there is a place for worship (synagogue). Therefore, we request an explanation of
the reasons that led to the leasing of the Shamash School building to the Iranian Al-Sharafah School
and the refusal to lease the two buildings mentioned above to the Directorate of Education of Baghdad Province, especially
since the primary purpose of occupying them is the public interest and nothing else. At the same time, we request
not to lease these two buildings to any party whatsoever except after obtaining the approval of the Directorate of Education of Baghdad
Province.
