His Excellency the Respectable President of the Communal Council
After greetings
Upon inspection of the Rachel Shahmoon School building, the following became clear :-
1 - That a square meter of reed with a thickness of 2 inches and wood dividers of 3/2 and a back board of 1/3 connected with nails costs a price of
700 fils and not 600 fils as stated in the inspection of the esteemed Ministry's engineer; so the difference is 100 fils per square meter and since
the required amount is 565/9 m2, the total difference is 56/900 Dinars.
2 - According to the request of the Director of Refugee Affairs, Mr. Abdul Latif, six additional doors of Jitco were made, each door costing four
Dinars, making the total 24/000 Dinars.
3 - Also per the request of the Director of Refugee Affairs, plastering at a height of one meter on the placed reeds costs ten Dinars.
Therefore, the difference in the inspection is 90/900 Dinars over the inspection submitted by the mentioned Ministry, and thus it is not possible to perform
the mentioned undertaking for less than 500/000 Dinars.
Please accept the highest respect

Greetings,
With reference to your letter No. 967 dated 26/3/1953;
After reviewing the terms contained in the lease agreement attached to your aforementioned letter;
We request the following amendments: -
1- Whereas we had agreed to lease the Rachel Shahmoon School building for the amount estimated by the competent committee, which is one thousand Dinars
annually, on the condition that your respected General Directorate undertakes all necessary repairs and renovations required for the purpose of occupying
the aforementioned building by refugees throughout the duration of the contract at its own expense, without charging this Presidency any amount whatsoever,
as per our letter No. T/53/2954 dated 10/3/1953 referred to in your aforementioned letter; accordingly,
we request to amend Clause 5 of the contract attached to your letter to read as follows: -
"The Second Party undertakes to carry out all necessary repairs and renovations deemed appropriate by the Second Party for the purpose of occupying"
"the building by refugees or for any other purpose throughout the duration of the contract at its own expense without charging the First Party any amount"
"whatsoever."
2- Amendment of Clause 8 of the contract to read as follows: -
"A- If the two parties do not agree on the lease term for another year; the Second Party must hand over the leased property to the First Party"
"vacant and in the condition in which it was received, complete in terms of electrical and water installations and window glass."
"B- The Second Party has the right to occupy the leased property for a period of three months after the expiration of this contract in the event of non-"
"agreement between the two parties on its renewal; and the consideration for the days in which the Second Party occupies the leased property shall be calculated"
"at the same rental rate agreed upon under this contract."
3- Since we preferred in our aforementioned letter No. T/53/2954; that your General Directorate undertake the task of partitions directly; and our acceptance
to carry them out at the cost estimated by your General Directorate, amounting to five hundred Dinars, was only to facilitate the matter; we do not see any
justification for the heavy restrictions mentioned in Clause 4 of the contract; therefore, we request to amend the said Clause to read as follows:
"A- The First Party shall hand over the building complete in terms of electrical installations, water pipes, window repairs, installation of"
"glass, and cleaning of septic tanks by a date no later than 15/5/1953; and after completing the deficiencies to be carried out"
"as stated in Clause 3, the lease term of this contract shall be calculated from the date of delivery - and in case of delay"
"in delivery beyond the specified date - unless the delay is due to force majeure - an amount of three"
"Dinars shall be deducted for each day of delay, provided that the days of delay do not exceed fifteen days; and if they exceed"

Greetings,
With reference to your letter No. 967 dated 26 / 3 / 1953;
After reviewing the terms contained in the lease agreement attached to your aforementioned letter;
We request the following amendments:-
1 - Since we had agreed to rent the Rachel Shahmoon School building for the amount estimated by the specialized committee, which is one thousand Dinars
annually, provided that your esteemed Directorate General undertakes to carry out all necessary renovations and repairs it deems fit for the purpose of occupying
the mentioned building by refugees throughout the duration of the contract and at its own expense without charging this Presidency any amount whatsoever,
pursuant to our letter No. T / 53 / 2954 dated 10 / 3 / 1953 referred to in your aforementioned letter; accordingly,
we request to amend Clause Five of the contract attached to your letter so that it becomes as follows:-
"The Second Party undertakes to carry out all necessary renovations and repairs it deems fit - the Second Party - for the purpose of occupying"
"the building by refugees or for any other purpose throughout the duration of the contract at its own expense without charging the First Party any amount"
"whatsoever."
2 - Amend Clause Eight of the contract so that it becomes as follows:-
"A - If the two parties do not agree on the lease period for another year; the Second Party must hand over the leased property to the First Party"
"free of occupants; and in the condition in which it was received, complete in terms of electrical and water installations and window glass."
"B - The Second Party has the right to occupy the leased property for a period of three months after the expiration of this contract in case of non-"
"consent between the two parties to renew it; and the compensation shall be calculated for the days during which the Second Party occupies the leased property"
"at the same rate of rent agreed upon under this contract."
3 - Since we preferred in our aforementioned letter No. T / 53 / 2954; that your Directorate General directly handles the task of partitioning; and our acceptance
to carry them out; at the cost estimated by your Directorate General; amounting to five hundred Dinars, was only to facilitate the matter; we do not see any
reason for the heavy restrictions mentioned in Clause Four of the contract; therefore we request to amend the mentioned clause so that it becomes as follows:"
"A - The First Party must hand over the building complete in terms of electrical installations, water pipes, window repairs, installation of"
"glass, and cleaning of sewage tanks by the date of 15 / 5 / 1953 at the latest; and after completing the deficiencies to be carried out"
"as stated in Clause Three, and the rental period of this contract shall be calculated starting from the date of handover - and in case of delay"
"in handover beyond the specified date - unless the delay is for force majeure reasons - then an amount of three"
"Dinars shall be deducted for each day of delay; provided that the days of delay do not exceed fifteen days; and if they exceed"
