After greetings and respect
It is known to your esteemed council that our society ((Charitable Crafts in Baghdad)) was formed
since the year 1911 and was approved by the Ministry of Interior under number 14952 and dated October 8, 1922. Since it has accomplished
the purposes for which it was founded, the society decided in its general meeting held on 26 / 2 / 1947
to dissolve itself. The society's bylaws do not indicate how to dispose of its immovable property upon its dissolution, therefore
the general assembly recommended in its decision to leave its immovable property to the leadership of the Jewish community provided that
its yield is spent at a rate of four-fifths on improving the pediatric medicine project at Meir Elias Hospital and the other fifth on
the Project for Consoling the Blind managed by the Society for Consoling the Blind in Baghdad, in accordance with what was stated in Article (24)
of the Law on the Formation of Societies for the year 1922.
In implementation of the aforementioned decision of the General Assembly, we submitted to the venerable Ministry of Interior a letter dated
21 / 3 / 1947, registered with the said Ministry under incoming number 557 and dated 22 / 3 / 1947, in which we requested
the issuance of the approval of the competent authorities to register the society's properties as an endowment in the name of the community, for its yield to be spent in
the aforementioned manner.
Since that date, the papers of the transaction have been between the departments of the Governorate, the Police, and the Interior. Given
that we fear the transaction may take longer than this, this society wishes to entrust the management of these properties to
your esteemed council to utilize them and spend their yield in the manner stipulated in the General Assembly’s decision until
the official transaction for its final registration in the name of the community is completed.
As for the properties, they are:-
1 - The shares belonging to the society in the house, sequence 165, door number 30 / 115, Taht al-Takya.
Three shops have been subdivided from this house unofficially.
2 - The shares belonging to the society in the house, sequence 71, door number 32 / 115, Taht al-Takya.
We submit to your esteemed council herewith a file containing:-
1 - Four title deeds, two related to house sequence 165 and two related to house sequence 71

The Council approved the postponement of the collection of 150/- Dinars from its original claim

Mr. Mir Tashkur.

After greetings,
Due to the Roentgen X-ray machine at the Meir Elias Hospital ceasing to work because of its age and the wear
of some of its parts, the committee decided in its seventeenth meeting held on 10/24/1948 to close
the X-ray department in the aforementioned hospital after Dr. Ihsan Al-Qaimaqchi, the head of the mentioned department,
along with the rest of the employees who were working in the same department, submitted their resignations, which were accepted as of
10/2/1948 PM.
We would also like to inform you that we contacted Mr. Ezra Haskeel Meshee in the month of
March 1948, requesting him to contact the sons of the late Mr. Shaul Hakham Haskeel, who had
constructed the mentioned department, to inquire from them whether they wish to expand the building that houses
the machine and replace the machine itself with a modern one; correspondence is still ongoing with Mr. Ezra Haskeel
Meshee and we will inform you of the result thereafter.

We kindly request the ratification of the four resolutions listed below, taken on
24 / 12 / 1948 regarding the approval of the appointment of three new doctors and the cancellation of a previous resolution regarding the appointment of a doctor.

1- Since Dr. Haron Tawfiq did not commence work at Meir Elias Hospital, it was decided to cancel his appointment resolution No.
18 taken on 7 / 11 / 1948.
2- It was decided to appoint Dr. Shlomo Basri as Director of Dar Al-Shifa Clinic with a monthly salary of (40 Dinars)
forty Dinars to which is added cost of living allowances in the amount of (7.250 Dinars) seven and a quarter Dinars starting from
the first of January 1949, provided that this appointment be on probation for two months after the ratification of the Lay
Council.
3- After reviewing the petition of Dr. Morris Saltoon ⟦...⟧ dated 23 / 12 / 1948 regarding his request
to work at Meir Elias Hospital for free, it was decided to approve his appointment as an assistant to Dr. Isaac Israel without
salary, provided that this appointment is subject to the ratification of the Lay Council and the competent health departments.
4- It was decided to approve the opening of a special department for analysis at Dar Al-Shifa Clinic under the management of Dr. Yousef Qattan
provided that the types of analyses to be performed by the mentioned doctor and the fees scheduled for them are determined by this
committee, and that the collected fees are divided equally between the aforementioned doctor and the mentioned clinic.

Further to our letter No. L/481 dated 30/12/1948 and with reference to the oral
discussion held between the Vice President of the Lay Council Mr. Meir Basri and the Chairman of this Committee
Mr. Sassoon Abid regarding the urgency concerning the determination of a salary for Doctor Maurice Saltoon
whom this Committee previously decided to appoint as an assistant to Doctor Isaac Israel without salary
pursuant to this Committee's resolution No. (3) communicated to your Council for approval in our letter referred to
above.
Since the financial situation of the Meir Elias Hospital does not permit the allocation of a salary for the aforementioned doctor,
we request your Council to consider the matter of allocating a special grant to this Committee equivalent to the salary of the
said doctor. We suggest granting him a nominal salary of -/21 Dinars per month plus the high cost of living allowance
according to the scale established for this institution, amounting to 6.250 Dinars. Respectfully yours.

Ratification of Decisions

The Council has ratified your decision regarding the adjustment of salaries for seven nurses from Meir Elias Hospital
according to the schedule provided in your aforementioned letter.
Your letter No. L/481 dated 30/12/1948
The Council has ratified your decisions No. (1), (2), and (4) regarding the cancellation of Dr. Haroun Tawfiq's appointment
and the appointment of both doctors Shlomo Basri and Yusuf Qattan according to the conditions mentioned in your above-referenced letter.
Your letter No. L/486 dated 6/1/1949
The Council has taken note of the contents of your aforementioned letter regarding the agreement of both Mr. Eliyahu Tawfiq
and Mr. Menashi Shaul Shamshua to guarantee the Hospitals Committee at the Ottoman Bank for an overdraft of
200/- Dinars per each guarantee, and decided to support them by the Council's undertaking to pay any amount they may be claimed for
in the future due to this guarantee from the Council's allocations for hospitals.
Your letter No. L/488 dated 6/1/1949
After reviewing your aforementioned letter and in view of the financial hardship affecting the hospitals fund,
it was decided to approve, as an exception and extraordinarily, the allocation of a special additional subsidy to the hospitals fund equivalent
to the salaries proposed to be granted to Dr. Maurice Saltoun, whose appointment is planned for Meir Elias Hospital, in the amount of 21/-
Dinars monthly as a nominal salary, to which (6.250) Dinars shall be added as cost-of-living allowances. In view of the inflation of your hospital's
staff regarding doctors, it was decided to recommend your esteemed committee not to hire a second doctor should a
vacancy occur in the future. Respectfully yours;

(1) The committee noted with thanks the approval of Messrs. Eliyahu Hayyim Tawfiq and Menashi Shaoul Shammoua to guarantee this committee at the Ottoman Bank in Baghdad for the purpose of an overdraft up to -/200 Dinars per each guarantee for a period of six months starting from 12/25/1948, provided that the Lay Council undertakes to pay any amount claimed by the two mentioned guarantors as a result of this guarantee from the council's monthly allocations to the Hospitals Committee.
