the President, Vice President, and Secretary, and has also decided to approve the amendment of your committee's regulations as per the proposal mentioned in

First ⟦line⟧ Election of the Honorary Treasurer ⟦line⟧ Article Three of the regulations of the Israeli Hospitals Committee
in Baghdad, approved on November 18, 1946, is amended by electing an Honorary Treasurer
in addition to the President, Vice President, and Secretary, while the remaining provisions of this article
remain as they are without change.
Second ⟦line⟧ Deposit and withdrawal of reserve funds ⟦line⟧ Article Twenty-Three of the aforementioned regulations
is amended such that withdrawals shall be made with the signatures of two out of three, namely the President, his Deputy, and the Honorary Treasurer,

Upon settling the accounts of the hospital administration belonging to this committee, it appeared according to
our records a balance of 60/003 Dinars requested in the current account of the baker Mr. Moshi
Hesqel Yehuda, so the aforementioned amount was paid to the aforementioned person by check No. 640241
dated 5 / 6 / 1947 and he was asked to confirm that, but he objected in his letter
dated 19 / 8 / 1947 that besides the mentioned amount he claims 250/- Dinars more from the hospital.
The secretary of this committee requested the administration to audit the mentioned account, and it appeared that the baker's claim
was valid as shown in the copy of the current account of the aforementioned person and the notes of the accountant and the director
of administration and finance attached herewith. In view of the sensitivity of this case and our committee's lack of desire to take any
direct official measures, it was decided to submit these papers to you personally for your perusal and then present them
to your venerable council to take what you see fit to pay the remaining amount of 250/- Dinars
to the aforementioned baker who is still demanding it. Please return the attachments after finishing with them.

- The Council reconsidered its decision No. (5) taken in the first session on 11/5/1947
regarding the advance of 500 Dinars to the Hospitals Committee for the purpose of fencing the Koulat plot. Since the
said advance was paid on 2/16/1948, it was decided to approve its recovery in five installments starting from the end of
March 3, 1948, instead of the end of November 1947.

First Party - Mr. Eliyahu Hayim Tawfiq, Chairman of the Israeli Lay Council in Baghdad, in addition
to his position.
Second Party - Messrs. Ahmed Al-Salloum and Abd Al-Hadi Al-Haj Faraj Hamza.
The contract has been concluded between the First Party, hereinafter referred to as the Lessor, and the Second Party, referred to as the Lessee,
as follows: -
First - The Lessor has leased to the Lessee, and the latter has leased from the Lessor after viewing and inspection,
the vacant plot with land registry sequence 17/326 located in the Al-Koulat neighborhood, which is
under the disposal of the administration of Meer Elias Hospital in Baghdad, for a period of thirty years starting from the date of
1/3/1948 until the date of 1/2/1978 for a rental value of -/990 Dinars
(Nine hundred and ninety Dinars).
Second - The Lessee shall pay the rental value to the Lessor in thirty annual installments,
the amount of each being -/33 Dinars (Thirty-three Dinars) to be paid on the first day of each
rental year starting from the date of the certification of this contract by the Notary Public.
Third - In addition to the aforementioned rental value, the Lessee must construct on the mentioned plot
the buildings he requires from his own funds, provided that the expenses are not less than
an amount of -/570 Dinars (Five hundred and seventy Dinars) according to the experts' estimate.
Fourth - The Lessee must commence the construction of the buildings he requires according to municipal regulations
immediately after the certification of this contract by the Notary Public, provided that this construction is completed within
a period not exceeding two years from the date of certification of this contract. If this
period expires without completion, the Lessor has the option to consider this contract null and void, and the Lessee is liable
at that time to pay compensation equivalent to half of the amount designated for construction as stated in paragraph three
above, in addition to the rental fees that may be due from him until the evacuation, and that
without the need for prior notice or filing a lawsuit by the Lessor or his successor in office.
Fifth - The Lessee does not have the right to transfer the lease of the mentioned plot to another person without the Lessor's
written consent. This does not prejudice the Lessee's right to lease the buildings and utilize the plot within
the lease period, and to lease the buildings he constructs to whomever he wishes according to established procedures.
Sixth - The Lessee must not neglect the maintenance of the building during the lease period, nor demolish it entirely or partially.
If a part of it is demolished due to technical necessity or need, he must reconstruct
that part for an amount not less than its original cost.
Seventh - Upon the expiration of the lease period, the Lessee must hand over the plot with the building constructed on it
with all its components to the Lessor or his successor in office in a condition suitable for ⟦line⟧

shall then have no right to claim anything whatsoever.
Eighth ⟦line⟧ The lessee must pay the fees and taxes imposed by the laws in force and those
stipulated by the government in the future on the building and the plot, including property tax and
paving fees and other municipal fees, as well as water and electricity charges.
Ninth ⟦line⟧ Based on the above, an agreement was reached between the two contracting parties through offer and acceptance, and
the lessee has received the aforementioned plot under the mentioned conditions.

The contract has been concluded between the First Party, hereinafter referred to as the Lessor, and the Second Party, referred to as the Lessee,

each amounting to 192/- (one hundred and ninety-two Dinars), to be paid on the first day of
each lease year starting from the date of ratification of this contract by the Notary Public.
Third - In addition to the aforementioned rent, the Lessee shall construct on the said plot
the buildings they require at their own expense, provided that the expenses are not less than 3,430/- Dinars
(three thousand four hundred and thirty Dinars) based on experts' estimation.
Fourth - The Lessee shall commence the construction of the buildings they require according to municipal regulations immediately
after the ratification of this contract by the Notary Public, provided that this construction is completed within a period not exceeding
two years from the date of ratification of this contract. If this period expires and they have not done so,
the Lessor has the option to consider this contract null and void, and the Lessee shall then be liable to pay compensation
equivalent to half of the amount designated for construction, as specified in paragraph three above, in addition to the rents
that may be due until the evacuation, without the need for prior notice
or filing a lawsuit by the Lessor or his successor in office.

Copy of the Resolution
1- After reviewing the resolution of this committee No. (1) taken at the fiftieth meeting on 2/15/1948 regarding the granting of the two Al-Kolat plots, Tabu sequences 335 and 336/17, belonging to the Meir Elias Hospital endowments; and after reviewing the letter of the Properties Committee No. (9) dated 2/23/48, it was decided to approve granting these two plots by long-term lease to Mr. Ahmed Al-Salloum and Mr. Abdul Hadi Al-Haj Faraj Hamza for a period of thirty years at an annual rent of 325/- Dinars for the mentioned two plots, provided they construct buildings on them at a cost of no less than four thousand Dinars. The committee has approved the draft of the two contracts organized to this effect and decided to submit them to the Lay Council for signature and certification by the Notary Public, with a copy of this contract attached at the end of this resolution.

After greetings
We regret to inform you that due to the lack of time, we find ourselves forced to apologize for continuing to oversee
the affairs of the Hospitals Committee. Therefore, we submit our resignation, hoping for its acceptance and the formation of a new committee to carry the burdens
of hospital administration as quickly as possible.
We enclose a detailed report on the committee's work during the past eighteen months, which includes some
recommendations that we suggest be adopted as far as possible, noting that the committee wishes to consider what is stated in
this report as "Confidential".
On this occasion, we would like to record our appreciation for the trust your esteemed council has placed in this committee
and the support we received from your council on various occasions, which facilitated our mission to a great extent.
