These are archival materials from the Baghdadi Jewish community containing correspondence from the Administrative Committee for Iraqi Jews and the President of the Jewish Community. It includes: letters to and from the Minister of Justice concerning the death of Rabbi Sassoon Khedouri; requests for assistance from community members; elections for the Jewish community council; donation of Torahs to the Ministry of Justice’s library upon request; letters to and from the General Organization for Housing regarding the Jewish cemetery; correspondence with the Secretary of Frozen Funds regarding: the sale of frozen shares in the Times publishing company; shareholders with revoked nationality; company liquidation; and debt repayment; correspondence with the Revolutionary Command Council including letters to Saddam Hussein, then Deputy of the Revolutionary Command Council, regarding complaints about the seizure of property revenues and confiscation of a bank account belonging to Iraqi Jews; correspondence with the Director of Public Security regarding new citizenship laws; correspondence with the president of the Alliance of Non-Zionist Jews in Canada regarding his visit to Iraq; and correspondence to the United Nations, expressing the Iraqi Jewish community’s loyalty to Iraq. 2 - Iraqi Jews practice their religious rituals in the Meir Taweig Synagogue located in Al-Tawathin adjacent
to the Baghdad Nationality Directorate and the Mas'uda Shemtob Synagogue located in the Al-Orfali neighborhood near the
Al-Orfali Mosque in Bab Al-Sharqi, and these two synagogues are the gathering places for Jews.
The exceptions existing against Iraqi Jews
⟦line⟧
With the issuance of Law No. 86 of 1969, all exceptional laws that restricted the freedom and financial
and social actions of Iraqi Jews were abolished; however, some official departments and ministries did not comply with this law. They restricted
the freedom of the Jew with instructions and orders, and thus the validity of this law was suspended, and among these restrictions are:
1 - Preventing the Jewish individual from disposing of his movable and immovable property, so he has no right to sell any of his properties
for any purpose whatsoever, even to pay government fees and taxes.
2 - He is unable to dispose of the amounts deposited for him in banks, even if this disposal is for the purpose of working, and
he has been allowed to withdraw 150/- Dinars per month for his livelihood. These amounts, whatever they may be, will
run out, and at that point the individual will be a burden on society, whereas if he had been authorized like other citizens to dispose of his money,
he would have been able to engage in business and work.
3 - Not allowing the Jewish individual to appoint others or lawyers to defend his rights and stop the infringements of others.
4 - Not allowing notaries public to certify the Jewish individuals' transactional and legal dealings, and not disbursing the amounts
deposited in his name.
5 - Not allowing the courts to execute their judgments in favor of the Mosaic individual, and the necessity of depositing the amounts awarded to him in
banks where they are frozen.
The General Secretariat for Frozen Assets

This Secretariat was formed for the purpose of managing the assets of Jews whose Iraqi citizenship was revoked, but in reality it has become
the guardian and trustee over Iraqi Jews. Despite the issuance of the Revolutionary Command Council's decision not to revoke citizenship
from Jews, it is still committed to pursuing Iraqi Jews in all their financial and economic actions. Banks
and joint-stock companies cannot disburse any amount to an Iraqi Jew except with the approval of the General Secretariat, as it has appointed
itself as the guardian over his money and actions. If he travels for summer vacation, for example, it places a seizure on his house and manages it
under the pretext of guarding it, among other forms of seizure.

dispositional transactions for him, and it is the one that orders banks, courts, notaries public, and companies to conduct transactions
pertaining to the Jew. From a practical standpoint, it has begun treating the Iraqi Jew as one whose Iraqi citizenship
has been revoked; this is considered a legal violation and a breach of the decisions of the Revolutionary Command Council.

2 - Iraqi Jews practice their religious rituals in the Meir Taweig Synagogue located in Al-Bataween adjacent
to the Baghdad Nationality Directorate and the Mas'uda Shemtob Synagogue located in the Al-Orfali neighborhood near the
Al-Orfali Mosque in Bab Al-Sharqi, and these two synagogues are the gathering places for Jews.
Exceptions existing against Iraqi Jews

With the issuance of Law No. 86 of 1969, all exceptional laws that restricted the freedom and financial
and social actions of Iraqi Jews were abolished; however, some official departments and ministries did not comply with this law. They restricted
the freedom of Jews with instructions and orders, and thus the validity of this law was suspended, and among these restrictions are:
1 - Preventing the Jewish individual from disposing of his movable and immovable property, so he has no right to sell any of his properties
for any purpose whatsoever, even to pay government fees and taxes.
2 - He is unable to dispose of the amounts deposited for him in banks, even if this disposal is for the purpose of working, and
he has been allowed to withdraw 150/- dinars per month for his subsistence. These amounts, whatever they may be, will
run out, and at that point the individual will be a burden on society, whereas if he had been authorized like other citizens to dispose of his money,
he would have been able to engage in business and work.
3 - Not allowing the Jewish individual to appoint others or lawyers to defend his rights and to stop the infringements of others.
4 - Not allowing notaries public to certify the dispositional and legal transactions of Jews and not to disburse the amounts
deposited in his name.
5 - Not allowing the courts to execute their judgments in favor of the Jewish individual and the necessity of depositing the amounts awarded to him in
banks where they are frozen.
General Secretariat for Frozen Assets
⟦line⟧
This Secretariat was formed for the purpose of managing the assets of Jews whose Iraqi citizenship was revoked, but in reality it has become
the guardian and trustee over Iraqi Jews. Despite the issuance of the Revolutionary Command Council's decision not to revoke citizenship
from Jews, it is still committed to pursuing Iraqi Jews in all their financial and economic actions. Banks
and joint-stock companies cannot disburse any amount to an Iraqi Jew except with the approval of the General Secretariat, as it has appointed
itself as the guardian over his money and actions. If he travels for summer vacation, for example, it places a seizure on his house and manages it

located in Al-Waziriyah near the Uzbek Mosque in Bab Al-Muadham, as well as
the private synagogue of the house of Ezra Menahem Daniel.

The endowments dedicated to the house of Ezra Menahem Daniel and registered in the Land Registry Department
in the name of the Mosaic community according to the legal deed issued by the Court of
Personal Status for the year 1969, and all the resulting revenues
that were collected are the revenues of the Jewish Orphanage building located on Al-Rashid Street
and according to the Revolutionary Command Council decree of 1975 which was attached to the Resorts and Tourism Administration
The expropriation decree for the Al-Husayniyah areas at the dam for the Jews (Rusafa) according to ⟦...⟧
However, the Frozen Assets Committee and the ministries did not grant these amounts
⟦...⟧ expropriation, and officials have been consulted with notifications and orders
in which his sovereignty clarified the legal circle for the service of the Jewish community.
1- The Jewish hand has been placed [restricted] from disposing of movable and immovable property
so they have no right to sell any of their properties except for receiving rent from official
departments and government offices.
2- They cannot dispose of the amounts deposited in banks, and this
included the Jews of Baghdad, although this matter did not include the endowments, and
⟦...⟧ by seizure ⟦...⟧ however, the endowments have a special budget
and since these amounts are as trusts, they will be implemented by the parties that
⟦...⟧ will have a positive impact on society from the pillars of this decree which
citizens by alleviating their conditions in exchange for a duty of stability and justice.
3- The letter of the Master included not allowing the Jewish community to manage the endowment
specifically for the building ⟦...⟧ and the private ones inherited by the endowment.

so the aforementioned assets are frozen for the benefit of Jews and those wishing to liquidate their financial
and economic status in Mecca Bank in the banks from the balance of all accounts
from disbursing any amounts to Jews and those wishing for Jews and no approval except with the consent of the Secretariat
General, thus freezing all assets from assets upon liquidating their status and supervising the assets
⟦illegible⟧ of Jews by the aforementioned institutions and these institutions became responsible for the Jews
all except ⟦illegible⟧ the committee oversaw the management of ⟦illegible⟧ and the liquidation of their accounts and everything
pertaining to Jews is the responsibility of this committee
And the matters are that Iraqi Jews have become linked to the General Secretariat for Frozen Assets
which is the one that orders the issuance of legal ⟦illegible⟧ instructions in everything pertaining to banks
and banking and writing to banks regarding the revenue of accounts and in the name of Jews ⟦illegible⟧
And from a practical standpoint, the affairs of Iraqi Jews, their movable accounts
and immovable ⟦illegible⟧ have come under the jurisdiction of the law, instructions, and decisions
of the Revolutionary Command Council
