I raise to your Excellency and to the esteemed Revolutionary Command Council signs of veneration and loyalty, and I commend your care for all members of the people regardless of their nationalities and religions.
Mr. President
I present to your Excellency and to the political leadership of the Arab Socialist Ba'ath Party and to the members of the Revolutionary Command Council the gratitude and thanks of the members of our community for your issuance of the historic, revolutionary, and humanitarian Resolution No. 1213 of 1975, allowing Iraqi Jews to return to the dear homeland.
This resolution, which supports equality and rejects all forms of racial and religious discrimination, proceeds with the precision of the principles to which the political leadership has committed regarding human rights.
Mr. President
Proceeding from these principles, I dare, or rather I am obliged, to present the situation of the members of our community and the exceptional restrictions that confront them.
For despite the issuance of Law No. 86 of 1969, which repealed the exceptional laws that restricted the freedom and conduct of Iraqi Jews, in practice it has not been implemented; official departments still restrict the Iraqi Mosaic financially and administratively and have deprived him of the simplest rights of citizenship, such as the right to work and live, and they continue with this application despite the issuance of the esteemed Revolutionary Command Council resolution referred to above.
Mr. President
The Iraqi Jew:-
1 - Is unable to carry out any commercial or banking transaction except with the approval of the General Secretariat for Frozen Assets.
2 - Is not allowed to appoint lawyers to defend his rights and to stop the infringements of others, and ⟦prohibiting⟧ general powers of attorney from which the right of sale, mortgage, and collection is excluded.
3 - Is unable to withdraw any amount from banks except with the approval of the General Secretariat and the General Security Directorate.
4 - Not allowing notaries public to certify the transactions of the Mosaic and to collect rent payments deposited in his name except with the approval of the General Secretariat.
5 - Preventing courts and execution departments from disbursing amounts belonging to him except with the approval of the General Secretariat.

We are very glad to send (Sepher Torah), the Holy Scriptures of the
Old Testament on Scroll, as a gift to the members of the Jewish Community in
Stockholm, Sweden. The Scroll is to be handed over by Dr. Theol Bertil Persson.
At the same time, we wish to express our thanks and gratitude to your
Excellency, for your help in arranging for this gift to be sent with the Diplomatic
Bag and to be delivered through the Iraqi Embassy in Sweden.
This kind gesture on the part of your Excellency, which springs naturally
from the fine spirit of our revered Government of the Revolution which regards
all religions as equal without any discrimination--this kind gesture, gives to
us and to the Jewish Community in Sweden much reason to express our thanks and
gratitude for this benevolent act.
We pray Almighty God to bless the Government of the July-17-Revolution
and to preserve its Leader-President, Al-Mahib Ahmad Hassan Al-Bakr together
with all the other men of the Revolution, first and foremost among them, Mr.

This Sepher, inscribed on Scroll, was written by hand in the year
5652, Jewish Calendar, agreeing with the year 1891 A.D. The Sepher was given
as a trust by the late Shaoul Memashi Meir Shashoua for the repose of the soul
of his wife AZIZA, daughter of Habiba, deceased in Baghdad, Iraq, on the 24th
of Shabat, in the year 5652.
Mr. Menashi Shaoul Shashoua, son of the Truster, has happily agreed
for this gift to be used in your Synagogues.
You are kindly requested to receive the Sepher with the usual religious
rites and ceremonies and to perform the religious prayers for the repose of the
soul of the deceased on the date of her death every year.
We are sure that you will, in turn, express your thanks and gratitude
to the benevolent Republic of Iraq through its Representative, the Iraqi
