Greetings and respect. I raise to your Excellency signs of veneration and respect, hoping that I have exceeded ninety
years of my age, and I have spent seventy years in the service of religion and the service of the members of my community, but I can say that throughout these
long years I served my country and my homeland Iraq above all else and placed its interest above every interest, for I was born on
this soil and was nourished in it all my life and I have never left it in my life to any country near or far.
It is my duty in this case, Mr. President, to present to your noble ears and the ears of the esteemed Revolutionary Command
Council the condition of the members of my community, whose ⟦deletion and weeping⟧ now keeps them awake for external reasons in which we have no hand. The Iraqi
Jews have lived in this country for thousands of years and were loyal to it and shared with all other citizens in good times and bad.
External international situations played with their destinies, and in past decades laws and instructions were put in place that closed
the doors of work in their faces and deprived them of livelihood and higher education, restricted their movements and travel, and narrowed their lives with troubles
and fines, and threw them, men and women, into prisons and detention centers merely for a malicious report or suspicion, and treated them with treatment
different from other members of the Iraqi sects; rather, it established between them and other citizens impenetrable barriers in social
and economic life.
I repeat to your Excellency and to the venerable Revolutionary Command Council thanks for your kind assistance and your favor after the blessed July 17
Revolution by canceling the exceptional laws and nullifying many of the restrictions that were surrounding the members of our Iraqi
community and officially opening the doors of work in their faces. But the exceptional restrictions that lasted for years before that were not
easy to cancel in practice, so most of the members of our community remained, despite the cancellation of previous laws, unemployed. Neither
departments, companies, nor even individual commercial shops reinstated any of them to their previous position or work, and the barrier that
was established between them and other citizens socially and economically remained as it was, changing only slightly.
Mr. President
The remaining of many people without work for several years dulls their minds, and whatever savings they have, they must
run out, just as their relatives and friends who were helping them in the beginning have become in a similar state of distress.
So how can they live and support their wives and children? If they remain for a long time without work and have no income.
I have explained this situation to your Excellency and to other officials on multiple occasions presented during the past
years.

Imagine, Mr. President, the situation of hundreds of families deprived of work and livelihood, whose men and youth complain in
cafes and parks and cannot even stretch out their hands to beg.
This has resulted in a dire social situation that is close to deterioration. A young man who cannot earn his living cannot
marry and form a family. Hundreds of young men and women have reached the age of marriage, and some have passed it, and they have not been able to perform this social
duty because of comprehensive unemployment. This means that our community is exposed to disastrous social and economic plagues that lead it to
extinction.
Mr. President
Allow me, after explaining the above frankly, and knowing that you are the father of the people who cares for every big and small thing concerning the house
regardless of religion, sect, or orientation, to request your Excellency and the esteemed Revolutionary Command Council to look into the serious problems
facing our small, loyal community with an eye of kindness and to order the following:
1 — Cancellation of all exceptional instructions issued in the past and instructing all official and semi-official departments and institutions
to implement this and process the transactions of the members of our community in a normal manner, similar to other citizens from other
communities.
2 — Creating opportunities for work and livelihood for the members of our community, like all other Iraqis, and issuing instructions to nationalized departments and institutions
to open agencies and licenses to them and accept their employment in those institutions so they can live and support
their families.
3 — Abolishing the restrictions imposed on the travel of members of our community outside Iraq and equating them with members of other communities in traveling
with this natural right (among these restrictions is the removal of the genetic fingerprint and taking an exhausting guarantee that was 5000 /
dinars and became 1500 / dinars for China and compensation for every person who places a passport. In conclusion, Mr. President,
I wish your Excellency and the Revolutionary Command Council success and prosperity, and I ask Almighty God to guide you for the good of the country
and all its children.

this natural right (among these restrictions are the revocation of Iraqi citizenship and the taking of an exhausting guarantee that was 500 /
dinars and became 1500 / dinars for both young and old for each person granted a passport). In conclusion, Mr. President,
I pray for your Excellency and the Revolutionary Command Council for success and prosperity, and I ask Almighty God to guide you for the good of the country
and its people.
