Further to our conversation with His Excellency the Undersecretary of the Ministry of Interior on the morning of July 19th,
I present to your Excellency:
The esteemed Revolutionary Command Council has thankfully abolished all exceptional laws regarding Iraqi Jews
and equated them with the rest of the citizens. However, your respected ministry has recently issued
special instructions to refer all financial transactions related to members of our community to the General Secretariat
for Frozen Assets for the purpose of verifying that the person concerned has retained Iraqi nationality,
despite the fact that the applicant holds an identity card for the retention of Iraqi nationality.
The General Secretariat for Frozen Assets, in turn, has begun to either reject the request or refrain
from answering, and thus it blocks all avenues of work for the Iraqi Mosaic and prevents him from being able
to dispose of his money and affairs according to the provisions of the laws, and even for the purpose of managing his livelihood, as most
members of our community have been unemployed for years. For example, but not limited to, the members of
our community have not been allowed for five months:
1 - To conduct any transaction for the sale of immovable property, mortgaging it, releasing the mortgage, and receiving the mortgage value
or the compensation for expropriation and the interests resulting therefrom.
2 - To receive dividends from company shares and the price of compensation for company shares
that were seized.
3 - To dispose of nationalized bonds.
4 - As well as stopping all financial transactions at the Notaries Public, power of attorney, and the like.
5 - Inability to sell vacant plots of land despite the obligation to pay taxes on them.
6 - The Central Bank has recently refrained from providing the Mosaic individual who has retained
Iraqi nationality with the foreign transfer allowed to him, despite the approval of
your respected ministry for his travel.

The Honorable President of the Republic and Chairman of the Revolutionary Command Council
Greetings and respect,
I submit to the Revolutionary Command Council, headed by Your Excellency, expressions of loyalty, glorification, and reverence, and I express that I have read
and the members of my community have read with great pleasure the news of the giant step stemming from the high progressive human faith that
equates citizens, treats them justly, and removes from them the effects of injustice and grievance regardless of their religion and sect. How beautiful
is that giant step represented in the determination of the esteemed Revolutionary Command Council to prepare appropriate opportunities for the return of Iraqi Jews
who were misled and left the home of their fathers and grandfathers, becoming displaced under every star and seeking refuge in various
regions and countries, knowing that the Jews who left Iraq under the influence of the compelling circumstances that prevailed after the year 1948
many of them went to England, France, Switzerland, and other European countries, Canada, North and South America, and even
Australia and Japan, and all of them are linked to this good and blessed land by bonds of thousands of years and the participation of all their fellow citizens
in good times and bad throughout the various historical eras that have passed over this country.
In pride of this blessed step and the invitation to our brothers, whom compelling circumstances forced to leave their country, to
return and seek shade under this clear sky, I express to Your Excellency feelings of sincerity and gratitude in my own name personally
and in the name of my community, and I seize this opportunity to reiterate thanks and appreciation for what you have graciously provided in the past months in canceling
the two laws restricting the financial transactions of Iraqi Jewish citizens, accepting Jewish students into colleges and high schools
directing the reinstatement of those dismissed and unemployed to their jobs, releasing detainees and those held in custody,
and exempting Jewish temples from water and electricity fees, and other matters that indicate a desire to remove the grievances that were imposed
on the members of our Iraqi community in previous eras and to actually equate them with all other Iraqi citizens.
Honorable Mr. President,
In previous eras, laws, regulations, and instructions were issued affecting the members of the Iraqi Mosaic community and restricting
their freedoms and actions, imposing on them harassments and difficulties whose only purpose was to force them to leave their country
and seek refuge in other countries to escape those restrictions and preserve the future of their children and families. Iraqi citizenship was revoked
from Jews who were accustomed to living abroad and had no relationship with Israel, but rather loved
to maintain their original Iraqi citizenship and were the best publicity for their country and a tongue speaking of Iraq's goodness, kindness,
and humanity.
So allow me, Mr. President, as you and the esteemed Revolutionary Command Council have graciously corrected the remnants of the past,
to present to your noble ears matters that are still a subject of complaint for the members of our Iraqi community, requesting that they be considered with an eye of
kindness and care, and in light of the progressive human revolutionary principles, in completion of your thanked favor and in support of the call.

which you launched for the return of Iraqi Jews to their homeland, which they love, cherish, and long for.
Among these matters:
(1) Instructions and special orders were issued at various times during previous eras regarding the treatment of Iraqi Jews
with exceptional treatment, restricting them, and obstructing their transactions. I request that you kindly order the cancellation of those restrictions and equate the members of
our community with all other Iraqi citizens in all respects.
(2) Instructing ministries and departments to proceed with implementing the orders issued to reinstate Jewish officials and employees
who were dismissed from their jobs, and to accept members of our community into the membership of the Chamber of Commerce and all other unions and professional associations,
and to register their trade names and trademarks that were canceled by the Directorate of General Companies Registration, and to employ them in companies,
semi-official and private institutions and establishments, and to create job opportunities for them as distributors for the General Sales Service,
the Tobacco Monopoly Administration, the Iraqi Stores Company, the Ports Service, and all other government services, as well as brokers, clearing
agents, legal accountants, etc...
It is no secret to your Excellency that at least 90% of the members of our community, whose population does not exceed
three thousand (including women, the elderly, the infirm, and children), are still unemployed, loitering in
cafes and streets. This is an escalating social and economic problem, and we do not know how it can be addressed if those
capable of working do not find immediate employment to provide for their livelihood and the livelihood of their families, and are not left as prey to need,
distress, and fatal worry. The members of our community are part of the Iraqi people, and we are confident that the esteemed Revolutionary Command Council
is keen to create job opportunities for them, just like all other citizens.
(3) The General Secretariat for the Administration and Supervision of the Property of Jews Deprived of Iraqi Citizenship has seized most of
the endowments (Awqaf) of the Jewish community, and even most of the endowments registered in the Land Registry (Tabu), and some pure properties without any legal
justification. Those endowments are designated for charitable and cultural works, assisting the sick and the poor, and religious matters. Finally,
it seized the Holy Torah scrolls, confiscated them, and handed them over to the Directorate of Antiquities. This action of theirs is considered
something that complicates our connection. You and the respected members of the Revolutionary Command Council are the guardians of the heritage, sanctities, and sanctity of the heavenly
religions. We refer to our two letters numbered T/221/70 and T/235/70 dated 4/26/70 and
5/26/70, copies of which are attached to the esteemed Revolutionary Command Council in this regard.
(4) On 10/22/67, the Minister of Interior decided to dissolve two charitable societies of the Jewish community: the first is a society
for shrouding and burying the dead, and the second for teaching the Torah and the Jewish religion. The funds and properties of these two societies are still
under liquidation.

In view of the religious, charitable, and humanitarian activities of these two associations, please be so kind as to order the cancellation of the
dissolution decision and the reinstatement of these two associations.
Since 1964, the members of our community have been deprived of the right to travel outside Iraq for any reason whatsoever; however, following
the blessed July 17 Revolution, which equalized all citizens, the Ministry of Interior abolished the special instructions
that restricted the travel of Iraqi Jews. Nevertheless, the competent departments have not implemented this decision until now, and among
the members of our community are the sick, students, and the elderly who need to travel for medical treatment, financial studies, and so on.
This is what must be presented to your Excellency and the esteemed Revolutionary Command Council. There is no doubt that you will look upon it with
care and sympathy and instruct the removal of the grievances complained of by loyal Iraqi citizens who are attached to the soil of this homeland,
sympathetic to all its children, and that you will issue orders to ministries and departments to treat Jewish citizens equally
with all other citizens in a complete manner.
I ask Almighty God to guide your hand, Mr. President, and the hand of the Revolutionary Command Council for the elevation of the homeland
and the prosperity of its people, and to grant you success in every good and prosperity, and to bestow His blessings and graces upon you, and to keep you as a support for the weak and the oppressed.

Offering Treasury Bills of the Republic of Iraq in the amount of ten million dinars
for sale to the public under the Law of Borrowing and Issuing Treasury Bills
No. (63) of 1958
1 - Based on the provisions of paragraph (b) of Article One of the Law of Borrowing and Issuing
Treasury Bills No. (63) of 1958, it has been decided to offer for sale to the public
Treasury Bills of the Republic of Iraq totaling 10,000,000/- dinars
(ten million dinars) until twelve o'clock noon on
Sunday, August 19, 1973. These bills will be issued to the order of the purchaser
and will be due for payment on November 18, 1973. The Central Bank of Iraq
in Baghdad will pay their full nominal value and interest on the date of performance against delivery of the bills.
2 - Interest is granted at a rate of 5.5% (five and a half percent annually) on the Treasury
bills offered for sale according to this statement, and the interest is paid on the maturity date
of the bills for performance.
3 - Purchase forms can be obtained (for licensed banks, institutions,
and members of the public) from the Banking Department at the Central Bank of Iraq in Baghdad.
4 - Purchase forms must be completed correctly and signed by the purchaser
duly to be considered as meeting the conditions, and accompanied by checks drawn on
a licensed bank in Baghdad (and if the purchaser is a bank, the check must be drawn
on its account at the Central Bank of Iraq in Baghdad) for the total amounts of
the Treasury bills requested to be purchased, or the mentioned amounts paid in cash, provided these
forms are delivered to the Banking Department - Loans and Investments Directorate at the Central
Bank of Iraq in Baghdad at or before twelve o'clock noon on
Sunday, August 19, 1973.
5 - The lowest denomination for Treasury bills will be (100/-) dinars, and no purchase offer
less than this amount or not expressed in its multiples will be accepted. The Central Bank of Iraq
shall have the right to accept the offer in whole or in part or not to accept any part of it, and the
denomination of the bills issued regarding the accepted offers or any part thereof will be decided as
the Central Bank of Iraq deems appropriate.
6 - The Central Bank of Iraq will refund any excess amount received resulting from offers it accepted
partially or did not accept.
7 - The Central Bank of Iraq may discount or rediscount the Treasury bills issued under this
statement at the price it decides and as it deems appropriate.

The Revolutionary Command Council decided in its session held on 31/7/1973 the following:-
1 - The Minister of Works and Housing is authorized to form special committees from the employees of his ministry to undertake the implementation of housing projects listed in the investment curriculum schedules for the fiscal year 1973 - 1974.
2 - The committees formed in accordance with the provisions of paragraph (1) of this resolution are authorized with the powers set forth below within the limits of the projects assigned to them in the formation resolution.
a - Appointing temporary workers and determining their wages without being bound by the provisions of the Workers' Service Regulation.
b - Purchasing and renting cars, equipment, and materials necessary for work in the event that the ministry's assets are insufficient, and after obtaining the minister's approval.
c - Renting the necessary places to house the workers in the project.
d - Conducting public tenders or inviting competent and experienced bidders to conclude contracts for providing materials and services, provided that the final referral is made by a decision of the minister.
e - All other powers authorized by the minister within the limits of his administrative and financial powers.
3 - The Minister of Works and Housing shall implement this resolution.

3 - The competent ministers shall implement this resolution.

1 - Granting lecture fees delivered to students of the Center for Urban and Regional Planning at the University of Baghdad, as an exception to the State Employees and Personnel Allowances Law No. (93) of 1967, as amended, provided that they do not exceed two hundred and fifty dinars for each one of them.
