Your esteemed ministry previously approved my travel outside of Iraq, and
I obtained a passport from the Directorate of General Nationality; however, on
May 8, 1973, at Baghdad International Airport, I was prevented from traveling and returned
back home. When I visited the Directorate of General Nationality to inquire about
the reason for the ban, I received no answer other than being banned from travel. Since I
have not committed any crime and was not indebted to anyone or any official entity, I have
submitted this petition, appealing to your Excellency to order the lifting of the ban on me and to allow
me to travel. The matter is yours to decide, sir.

Furthermore, the General Secretariat for Frozen Assets has seized some of the community's endowments and properties without
any legal justification, including:
1 - 267/504 shares of properties 2/57 and 4/57 in the Bab al-Agha neighborhood, which are endowed and their endowment is registered
in the Real Estate Registry. It has begun collecting their yields and registering them as deposits in the name of the Mosaic community, and despite all
attempts and communications for more than five years, the General Secretariat for Frozen Assets has not disbursed any
of these deposits to the trustee (the Mosaic community).
2 - There are multiple properties endowed by legal deeds not registered in the Real Estate Registry, and the Secretariat
for Frozen Assets has seized them on the grounds that they belong to persons whose Iraqi citizenship was revoked.
Upon our recourse to the courts for a period exceeding five years, the Iraqi Court of Cassation issued its decision
No. 161 and 202 First General Body / 72 dated 2/17/1973, considering these properties as endowment and ruled
against the General Secretariat for Frozen Assets to relinquish control over them and hand them over to the Administrative Committee for Iraqi
Jews and to disburse the accumulated amounts from the yields of these endowments. We have executed this judgment according to the procedures at
the Baghdad Execution Presidency on 4/10/1973, and despite the General Secretariat being notified of this judgment, it did not provide a legal
response and did not implement its contents (attached is a copy of the Court of Cassation decision to be implemented).

The Mosaic community is linked to your esteemed ministry under its Law No. 167 of 1963 and the instructions of the Ministry
of Justice published in the Iraqi Gazette No. 4104 dated 2/25/1958, and your esteemed ministry, under
this law, is the supervisor of our administrative committee's work, and all the committee's actions and petitions are referred to your ministry.
Accordingly, we present this legal and humanitarian problem to your attention to kindly take what you deem appropriate to establish
justice and remove the injustice and grievance from our committee. This is with the knowledge that the yield of these properties' endowments constitutes the largest part
of the community's income, so encroaching upon them and not utilizing them disrupts the community's work such that our committee is unable to spend
on schools, charitable institutions, assisting the needy, orphans, and widows, securing their livelihood, and treating and medicating
their sick, and the committee's inability, in its capacity as the trustee, to fulfill the conditions of the endower as well as carry out its financial responsibility according to
labor and social security laws and fulfill the rights of its employees, including officials, teachers, instructors, and workers.

I submit herewith the report of the chartered accountants regarding the audit of the accounts of the Administrative Committee for Iraqi Jews for the year
ending on 6/30/1972, from which the aspects of expenditure and the deficit that occurred for some endowments as a result of the exploitation by
the General Secretariat for Frozen Assets of those endowments, including:
The Menachem Salih Daniel School has its own endowments for its management and spending on it and on its needy
students. However, the General Secretariat for Frozen Assets seized its endowments without legal justification, such that
the Committee was forced, in order for the school to continue, to borrow to cover the deficit, and this deficit accumulated until
the debt on the mentioned endowment reached 43912/643 Dinars as of 10/1/1971 (please note
the two pages of the report marked in red ink (XX)).
Mr. Minister,
There is no doubt that our community has shrunk significantly due to the departure of a large number of its members, but allow me to present
to your attention that expenses have not decreased much despite this, due to the continuation of heavy financial responsibilities within
the previous formations, including the continuation of the schools managed by our community (which are Shamash Secondary School,
Frank Iny Intermediate School, and Menachem Salih Daniel Primary School), noting that these schools are not limited to
Jewish students, but include a significant number of teachers, instructors, and pupils from various communities. Added
to that is the obligation to pay the rights of employees and teachers according to labor laws, social security, and the
Private Teachers Pension Fund, etc. In addition to the presence of a large number of needy and unemployed people whom
our community provides with assistance according to the terms of the endowment.
We also mention that the wall of the community's large cemetery in the Al-Habibiya neighborhood has collapsed and fallen, and the cemetery has become
exposed and detrimental to the surrounding residential neighborhood, and it has become our duty to re-fence it to preserve the sanctity of the dead
and public health requirements.
Our committee, which performs its duties voluntarily, takes pride in the support of the esteemed government and your precious confidence,
and sincerely hopes to remedy the matter by applying the law and continuing spending on cultural institutes and helping orphans
and the needy and other expenses, and ordering the intervention of your respected ministry in implementation of the law and to relieve our committee of responsibility.

The Menahem Salih Daniel School has its own endowments for its management and for spending on it and on its needy
students; however, the General Secretariat for Frozen Assets seized its endowments without legal justification, such that
the Committee was forced, in order to keep the school running, to borrow to cover the deficit. This deficit has accumulated
until the debt on the aforementioned endowment reached 93112/643 Dinars as of 1 / 10 / 1971 (please
note the two pages of the report marked in red ink (xx)).
Mr. Minister,
There is no doubt that our community has shrunk significantly due to the departure of a large number of its members, but allow me to
present to your attention that expenses have not decreased much despite this, due to the continuation of heavy financial responsibilities
from previous formations, including the continuation of the schools managed by our community (which are the Preparatory School,
Frank Iny Intermediate School, and Menahem Salih Daniel Primary School), bearing in mind that these schools are not limited to
Jewish students, but include a significant number of various communities among teachers, instructors, and pupils.
Added to this is the obligation to pay the rights of employees and teachers according to labor laws, social security,
and the Private Teachers' Pension Fund, etc. Furthermore, there are a large number of needy and unemployed individuals
whom our community supports with assistance according to the conditions of the endower.
We also mention that the wall of the Jewish community cemetery in the "Al-Habibiya" neighborhood has crumbled and fallen, and the
cemetery has become exposed and detrimental to the surrounding residential neighborhood. It has become our duty to re-fence it to preserve the sanctity
of the dead and public health requirements.
Our committee, which performs its duties honorarily, takes pride in the support of the esteemed government and your precious trust,
and sincerely hopes to rectify the matter by applying the law and continuing the expenditure on cultural institutes and assisting
orphans and the needy and other expenses, and ordering the intervention of your respected ministry in implementation of the law and to relieve
our committee of responsibility.

What is understood from the letter of the Administrative Committee for Iraqi Jews in Baghdad numbered
665 / 73 dated 13 / 6 / 1973, is that the properties which the General Secretariat for Frozen Assets
objects to handing over, are from the endowments of the Mosaic community managed by the Administrative Committee
for Iraqi Jews in Baghdad pursuant to Article 1 of Law No. 167 of 1973,
and do not belong to persons whose Iraqi citizenship has been revoked. As it appears from the facts presented
before the Bureau, that the Baghdad Court of First Instance, by its decision issued under number 2618 / 1968 and dated
5 / 2 / 1972, has ruled to prevent the opposition of the Secretary General for the Monitoring and Management of the Assets of Jews whose
Iraqi citizenship has been revoked in addition to his position, and to hand them over to the Administrative Committee for Iraqi Jews in
Baghdad free of occupants. This judgment has acquired finality by its confirmation by the Court of Cassation
in its General Assembly by its decision issued under numbers 196 and 202 / 1972 and dated 17 / 2 / 1973. Therefore,
this decision becomes evidence for the rights it decided upon against all people as recorded therein, and there is no way
to challenge the validity of this <del>⟦illegible⟧</del> judgment. The Administrative Committee can proceed to complete the execution of
the judgment at the competent Execution Department according to the provisions of the law. As for the rental fees of these
properties collected by the General Secretariat for Frozen Assets, the community can pursue
legal methods to recover them. End.

Furthermore, the General Secretariat for Frozen Assets has seized some of the community's endowments and properties without
any legal justification, including:
1 - 297/504 shares of properties 57/2 and 57/4 in Bab al-Agha neighborhood, which are endowed and their endowment is registered
in the Real Estate Registry. It began collecting their yields and recording them as a trust in the name of the Mosaic Community. Despite all
attempts and communications for more than five years, the General Secretariat for Frozen Assets has not disbursed any
of these trusts to the trustee (the Mosaic Community).
2 - There are multiple properties endowed by legal deeds not registered in the Real Estate Registry, and the Secretariat
for Frozen Assets has seized them on the grounds that they belong to persons whose Iraqi citizenship was revoked.
Upon our recourse to the courts for a period exceeding five years, the Iraqi Court of Cassation issued its decision in file
No. 169 and 202 First General Body / 72 on 17/2/1973, considering these properties as an endowment and ruled
against the General Secretariat for Frozen Assets to mandatory hand them over and deliver them to the Administrative Committee for Iraqi
Jews and to disburse the accumulated amounts from the yields of these endowments. We have executed this judgment according to the procedures at
the Baghdad Execution Presidency on 10/4/1973, and despite the General Secretariat being notified of this judgment, it did not provide a legal
response and did not implement its contents (attached is a copy of the Court of Cassation decision to be executed).
Mr. Minister,
The Mosaic Community is linked to your esteemed ministry under its Law No. 167 of 1963 and the Ministry of Justice
instructions published in the Iraqi Gazette No. 4104 dated 25/2/1958. Your respected ministry, under
this law, is the supervisor of our administrative committee's work, and all the committee's actions and petitions are referred to your ministry.
Accordingly, we present this legal and humanitarian problem to your attention to kindly take what you deem appropriate to achieve
justice and remove the injustice and responsibility from our committee. This is while noting that the endowment yields of these properties constitute the largest part
of the community's income. Encroaching upon them and not utilizing them disrupts the community's work such that our committee is unable to spend
on schools, charitable institutions, assisting the needy, orphans, and widows, securing their livelihood, and treating and medicating
their sick, and the committee's inability, in its capacity as the trustee, to fulfill the conditions of the endower as well as carry out its financial responsibility according
to labor and social security laws and paying the rights of its employees, including officials, teachers, instructors, and workers.

our community provides with assistance according to the terms of the endowment.

this decision becomes evidence of the rights it decided upon for all people as recorded therein, and there is no way
to challenge the validity of this judgment. The Administrative Committee may proceed to complete the execution of
the judgment at the competent Execution Department according to the provisions of the law. As for the rental fees of these

Greetings and respect,
Furthermore, the General Secretariat for Frozen Assets has seized some of the community's endowments and properties without any legal justification, including:
1 - 297 shares of properties 4/57 and 4/57 in the Bab al-Agha district, which are endowed and their endowment status is registered in the Real Estate Registry. It has begun collecting their yields and recording them as a trust in the name of the Mosaic community. Despite all attempts and communications for more than five years, the General Secretariat for Frozen Assets has not disbursed any of these trusts to the trustee (the Mosaic community).
2 - There are multiple properties endowed by legal deeds not registered in the Real Estate Registry, and the General Secretariat for Frozen Assets has seized them on the grounds that they belong to persons whose Iraqi citizenship was revoked. Upon our recourse to the courts for a period exceeding five years, the Iraqi Court of Cassation issued its decision in file numbers 161 and 202, First General Body / 72, dated 17 / 2 / 1973, considering these properties as endowments and ruling that the General Secretariat for Frozen Assets must relinquish control over them, hand them over to the Administrative Committee for Iraqi Jews, and disburse the accumulated amounts from the yields of these endowments. We have executed this judgment according to due process at the Baghdad Execution Presidency on 10 / 4 / 1973, and despite the General Secretariat being notified of this judgment, it has not taken legal action and has not implemented its contents (enclosed is a copy of the Court of Cassation decision to be executed).
Mr. Minister,
The Mosaic community is linked to your esteemed ministry under its Law No. 167 of 1963 and the Ministry of Justice instructions published in the Iraqi Gazette No. 4104 dated 25 / 2 / 1958. Your respected ministry, under this law, is the supervisor of our administrative committee's work, and all the committee's actions and petitions are referred to your ministry.
Accordingly, we present this legal and humanitarian problem to your ministry to kindly take what you deem appropriate to establish justice and remove the injustice and responsibility from our committee. This is with the knowledge that the endowment yields of these properties constitute the largest part of the community's income; trespassing upon them and not utilizing them disrupts the community's work such that our committee is unable to spend on schools, charitable institutions, assisting the needy, orphans, and widows, securing their livelihood, treating and medicating their sick, and the committee's inability, in its capacity as trustee, to fulfill the conditions of the endower, as well as carrying out its financial responsibility in accordance with labor and social security laws and paying dues.

I submit herewith the report of the chartered accountants regarding the audit of the accounts of the Administrative Committee for Iraqi Jews
for the year ending 30 / 6 / 1972, which clarifies the aspects of expenditure and the deficit that occurred for some endowments
as a result of the General Secretariat for Frozen Assets exploiting those endowments, including:-
The Menahem Salih Daniel School has its own endowments for its management and spending on it and on needy
students. However, the General Secretariat for Frozen Assets seized its endowments without legal justification
to the extent that the committee was forced, in order for the school to continue, to borrow to cover the deficit, and this
deficit accumulated until the debt on the aforementioned endowment reached 93612/634 Dinars as of 1 / 10 / 1971 (please
note the two pages of the report marked in red ink (xx).
Mr. Minister
There is no doubt that our community has shrunk significantly due to the departure of a large number of its members, but allow me to
bring to your attention that expenses have not decreased much despite this, due to the continuation of heavy financial responsibilities
for previous formations, including the continuation of schools managed by our community (which are Shamash Preparatory School,
Frank Iny Intermediate School, and Menahem Salih Daniel Elementary School), noting that these schools are not limited to
Jewish students, but include a significant number of various communities among teachers, instructors, and pupils.
Added to this is the obligation to pay the rights of employees and teachers according to labor laws, social security,
and the private teachers' pension fund, etc. Furthermore, there are a large number of needy and unemployed individuals
whom our community provides with assistance according to the conditions of the endower.
We also mention that the wall of the Jewish community cemetery in the "Al-Jiriya" neighborhood has collapsed and fallen, and the
cemetery has become exposed and mixed with the surrounding residential neighborhood, and it has become our duty to re-fence it to preserve
the sanctity of the dead and public health requirements.
Our committee, which performs its duties, is proud to enjoy the support of the esteemed government and your precious confidence,
and sincerely hopes to rectify the matter by applying the law and continuing spending on cultural institutes and assisting
orphans and the needy and other expenses, and ordering the intervention of your esteemed ministry in implementation of the law and to relieve
our committee of responsibility.
