These are archival materials from the Baghdadi Jewish community containing correspondence from the Administrative Committee for Iraqi Jews and the President of the Jewish Community. I raise to your Excellency signs of glorification and sincerity and salute in you the militant leader president to whom
the constitution has entrusted the care of the citizens' rights and lives in accordance with the noble Hadith (Each of you is a shepherd and each of you is responsible for his flock)
And I ask God to grant you and the venerable Revolutionary Command Council success for the good of the people and the nation, for He is the All-Hearing, the Responder.
Mr. President
Our community, which has lived in this country for thousands of years and was part of this people with whom
it shared joys and sorrows, has passed through difficult circumstances, especially in the past months, as a number of its members were lost or killed
according to the various petitions we submitted to your Excellency at the time. Now that grace has arrived and God has eliminated
the treacherous clique and granted safety to the nation and its leaders and matters have returned to normal, I ask your pardon to thank
your Excellency for your interest in our affairs and your instruction to form a committee to investigate the case of the family's murder on 12 / 4 / 1973
that heinous crime that claimed the lives of five people and the theft of their money in broad daylight without finding
the bodies of the victims. I request the instruction to state the result of the investigation and reveal the fate of the following
names who were lost or arrested or killed during that period, and they are:-
1 - Akram Sayon Bahr was arrested on 27 / 6 / 1969 and no trace of him has appeared since that date
2 - Lawyer Yaqub Abdul Aziz was lost or arrested on 14 / 1 / 1972.
3 - Yaqub Yamen Radwan was arrested in his home on 27 / 1 / 1972.
4 - Shaul Yamen Radwan was arrested in his home on 28 / 1 / 1972.
5 - Dr. Ezra Khazam was arrested on 2 / 10 / 1972.
6 - Ibrahim al-Sayegh was killed in his home and his money was stolen on 10 / 10 / 1972.
7 - Shaul Baruch Shemesh was arrested in his home on 11 / 10 / 1972.
8 - Hezekiel Abu Daoud (known as Dr. Abu Daoud) was arrested on 11 / 10 / 1972.
9 - Azouri Shemesh Shemesh was lost or arrested on 14 / 10 / 1972.

Now that the cloud has cleared, and God has eliminated the traitorous clique and granted safety to the nation and its leaders, and matters have returned to normal, I beg your pardon to thank Your Excellency for your interest in our affairs and your instruction to form a committee to investigate the case of the family's murder on 12/4/1973, that heinous crime that claimed the lives of five people and the theft of their money in broad daylight, with the bodies of the victims not being found. I request the instruction to announce the result of the investigation and reveal the fate of the following named persons who went missing, were arrested, or were killed during that period, namely:

We refer you to the fact that our codification decision referred to in your letter above indicated that the decision
of the Court of Cassation of Iraq has become a binding precedent in what it decided, and there is no way to challenge its authority.
Therefore, and in light of the aforementioned decision, our Ministry considers that your Administrative Committee
can proceed with the execution of the judgment certified by the Court of Cassation at the competent Execution Department
in accordance with the provisions of the laws in force.

Further to the above, we have been notified of the Codification Decision No. 159 / 73 via the letter from the Presidency of the Legal Codification Bureau No. A / 7 / 17
dated 21 / 6 / 1973.
While expressing our deep gratitude and pride in this legal decision, which supports the viewpoint of the Court of Cassation of Iraq, we submit
that the General Secretariat for Frozen Assets is still refusing to implement what was stated in your esteemed decision and the decision of the Court of Cassation of Iraq
No. 196 and 202 / 72, despite being notified of the obligation to execute by the Presidency of the Statutory Execution. In addition to
that, it has begun to encroach upon other properties belonging purely to our community and those held in endowment (Waqf) with justifications recorded in the Real Estate Registry.
The actions of the General Secretariat for Frozen Assets, which violate the law, and its encroachments on our properties and endowments,
will soon stop our committee from performing the tasks entrusted to it and will force it to close its schools and charitable
and religious institutions due to its inability to spend on these institutions, as most of the revenues have been seized
by the General Secretariat without legal justification.
Mr. Minister,
Since Law No. 167 of 1963 linked the leadership of the community and its administrative committee to your esteemed ministry
and subjected it to its supervision, Your Excellency has become our reference, which necessitated us to explain what the
community's institutions are facing to your attention, to discharge the legal and moral responsibility faced by our committee due to the actions
of the General Secretariat for Frozen Assets, which have paralyzed its work in its capacity as owner and trustee of charitable, cultural,
and religious endowments.
Mr. Minister,
In view of what we explained above and our letter No. L / 665 / 73 dated 13 / 6 / 1973, and due to the critical situation of
the Committee and the Mosaic community, I request Your Excellency to kindly set an appointment to meet you and explain the situation orally
and provide information on the subject.

that the General Secretariat for Frozen Assets is still refusing to implement what was stated in your esteemed decision and the decision of the Court of Cassation of Iraq
No. 116 and 72/202, despite being notified of the obligation to execute by the Presidency of Statutory Execution. In addition to

Further to the above, we have been notified of the Codification Decision No. 73/151 by the letter of the Presidency of the Legal Codification Bureau No. A / 7 / 11
dated 24 / 6 / 1973.
While expressing our gratitude and pride in this legal decision supporting the viewpoint of the Court of Cassation of Iraq, we submit
that the General Secretariat for Frozen Assets is still refusing to implement what was stated in your respected decision and the decision of the Court of Cassation of Iraq
No. 116 and 72/202 despite being notified through the execution order by the Presidency of Statutory Execution. In addition to
that, it has begun to encroach upon other properties belonging purely to our community and endowed in all forms in the Real Estate Registry.
The actions of the General Secretariat for Frozen Assets, which violate the law, and its encroachments on our properties and endowments,
will soon stop our committee from performing the tasks entrusted to it and will force it to close its schools and institutions,
charitable and religious, due to its inability to spend on these institutions, as most of the revenues have been seized
by the General Secretariat without legal justification.
Mr. Minister,
Since Law No. 167 of 1963 linked the Presidency of the Community and its Administrative Committee to your esteemed ministry
and subjected it to its supervision, your Excellency has become our reference, which necessitated us to explain what the
community's institutions are facing to inform you, in order to avoid the legal and moral responsibility that our committee faces due to the actions
of the General Secretariat for Frozen Assets, as it has acted in the capacity of owner and trustee of charitable, communal,
and religious endowments.
Mr. Minister,
In view of what we explained above and our letter No. L / 73/665 dated 13 / 6 / 1973, and due to the critical situation of
the Committee and the Mosaic community, I ask your Excellency to kindly set an appointment for your community to explain the situation in detail
and provide information on the subject.

Afterwards, we were notified of the Codification Decision No. 59 / 72 by the letter of the Presidency of the Legal
Codification numbered 91 / 7 / 1 and dated 21 / 2 / 72
With much gratitude and pride in this legal decision supporting the viewpoint of the
Liquidation Committee of the <del>Estate</del> ⟦Compensation⟧, the General Referral for Frozen Assets is still refraining
from implementing what was stated in your respected decision and the decision of the Court of Cassation of Iraq No. 196 / 200 / 72
despite being notified of the obligation to execute by the Presidency of the Statutory Execution. In addition to that,

Your esteemed ministry had previously approved my travel outside Iraq, and
I obtained a passport from the Directorate General of Nationality; however, on
May 8, 1973, at Baghdad International Airport, I was prevented from traveling and returned
back home. When I visited the Directorate General of Nationality inquiring about
the reason for the ban, I did not receive any answer other than being banned from travel. Since I
have not committed any crime and was not indebted to anyone or any official entity, I have
submitted this petition, appealing to your Excellency to order the lifting of the ban on me and allowing
me to travel. The matter is yours to decide, Sir.
