I raise to your Excellency and to the esteemed Revolutionary Command Council signs of veneration and loyalty, and I praise your care for the minorities
and sects that form an integral part of this people, and I highly value your concern for preserving the rights of citizens and safeguarding
their freedoms.
Mr. President
Allow me to venture and return to raising the petition to look into the situation of our loyal Iraqi Jewish community
that community for which you previously favored by canceling all exceptional laws that limit the freedom of its members
and shrink their civil rights, and by that you made them equal with all other citizens in this country in which they have lived safely
for more than two thousand years.
I present to your Excellency that the Ministry of Interior has issued, for more than a year, special instructions to refer all
financial transactions related to the members of our community to the General Secretariat for Frozen Assets for the purpose of ensuring that the person
concerned retains Iraqi nationality, despite the fact that the person involved in the transaction holds an identity card for retaining Iraqi nationality.
The General Secretariat for Frozen Assets, in its turn, has begun to act in a manner that blocks in the face of the Iraqi Jew
all avenues of work and prevents him from being able to dispose of his money and affairs according to the law, and even for the sake of
managing his livelihood, as most members of our community have been unemployed for years. For example,
but not limited to, members of our community are not allowed to conduct the following transactions and actions:-
1 - Conducting any transactions for the sale of immovable property, mortgaging it, and releasing the mortgage.
2 - Selling company shares, receiving their prices, and disposing of nationalized bonds.
3 - Selling cars at the traffic police and transport departments.
4 - Conducting financial transactions at the notaries public, appointing proxies, and the like.
The application of these instructions for more than a year has led to the freezing of the members of our community and the restriction of their actions
until it became difficult for some of them to manage their livelihood despite owning immovable property, cars, and other things, and
their situation has become critical with no way out.
Mr. President
Allow me to add to the above that the General Secretariat for Frozen Assets has seized a large part of
our community's endowments and properties. We have appealed to the courts that looked into the matter, and the final decision of the court was

I convey to your Excellency and to the esteemed Revolutionary Command Council signs of veneration and loyalty, and I commend your sponsorship of the minorities and sects that form an integral part of this people, and your great care in preserving the rights of citizens and safeguarding their freedoms.
Mr. President,
Allow me the audacity to return to raising a petition regarding the situation of our loyal Iraqi Mosaic community, that community for which you were previously gracious enough to abolish all exceptional laws that restricted the freedom of its members and reduced their civil rights, thereby equating them with all other citizens in this country where they have lived safely for more than two thousand years.
I submit to your Excellency that the Ministry of the Interior has, for more than a year, issued instructions to refer all financial transactions related to the members of our community to the General Secretariat for Frozen Assets for the purpose of verifying if the person concerned has been stripped of Iraqi citizenship, despite the fact that the applicant holds an identity card for the retention of Iraqi citizenship. The General Secretariat for Frozen Assets, in turn, has begun to act in a manner that blocks all paths of work for the Iraqi Mosaic citizen and prevents him from being able to manage his money and affairs according to the law, and even from being able to manage his livelihood, as most members of our community have been unemployed for years. For example, but not limited to, members of our community are not permitted to conduct the following transactions and actions:
1 - Conducting any sale transactions for immovable property, mortgaging them, or releasing mortgages.
2 - Selling company shares, liquidating them, and managing nationalized bonds.

I raise to your Excellency and to the esteemed Revolutionary Command Council signs of veneration and sincerity, and I commend your care for the minorities
and the communities that form an integral part of this people, and I highly value your concern for preserving the rights of citizens and safeguarding
their freedoms.
Mr. President
Allow me to venture and return to raising the petition to look into the situation of our loyal Iraqi Mosaic community,
that community which you previously favored by canceling all exceptional laws that restricted the freedom of its members
and curtailed their civil rights, and thereby you made them equal with all other citizens in this country in which they have lived safely
for more than two thousand years.
I present to your Excellency that the Ministry of Interior has issued, for more than a year, special instructions to refer all
financial transactions related to the members of our community to the General Secretariat for Frozen Assets for the purpose of verifying that the person
concerned retains Iraqi nationality, despite the fact that the person involved in the transaction holds an identity card for retaining Iraqi nationality.
The General Secretariat for Frozen Assets, in its turn, has begun to act in a manner that blocks in the face of the Iraqi Mosaic
all avenues of work and prevents him from being able to dispose of his money and affairs according to the law, and even for the purpose of
managing his livelihood, as most members of our community have been unemployed for years. For example,
but not limited to, members of our community are not allowed to carry out the following transactions and actions:-
1 - Carrying out any transactions for the sale of immovable property, mortgaging it, and releasing the mortgage.
2 - Selling company shares, receiving their prices, and disposing of authorized bonds.
3 - Selling cars at the traffic police and transport departments.
4 - Carrying out financial transactions at the notaries public, appointing proxies, and the like.
The application of these instructions for more than a year has led to the freezing of the members of our community and the restriction of their actions
until it became difficult for some of them to manage their livelihood despite their ownership of immovable property, cars, and other things, and
their situation has become critical with no way out.
Mr. President
Allow me to add to the above that the General Secretariat for Frozen Assets has seized a large part of
our community's endowments and properties. We have appealed to the courts that looked into the matter, and the final decision of the court was

judgment has acquired finality and has become a binding precedent regarding the rights it decided upon for all people as recorded therein, and there is no way
to challenge the validity of this judgment, as stated in the letter of the Ministry of Justice (Legal Drafting Bureau) No. A/7/1/16
dated 1973/6/21 and its letter No. A/7/1/16 dated 1973/7/15, a copy of which was sent
to the Revolutionary Command Council - Secretariat Office - and the Presidency of the Diwan of the Presidency of the Republic and the Ministry of Interior.
The General Secretariat for Frozen Assets has refused to implement the decision of the Court of Cassation and has recently seized
endowments and other properties belonging to our community, which has put us in a critical position to fulfill the conditions of the endower and assist
the needy and the sick and manage the affairs of the community according to the law. We may be forced to close our schools, which
are famous for their seriousness and the quality of their lessons, and are not limited to the children of our community, but include in their teaching staff and among
their male and female students a large percentage from other communities.
I hope, Mr. President, that you will kindly look into the matter and instruct that Mosaic citizens be allowed
to enjoy their rights and actions according to the law within the framework of the public interest, as well as ordering the application of the law and the decision

Now that the cloud has cleared, and God has eliminated the traitorous clique and granted safety to the nation and its leaders, and matters have returned to normal, I beg your pardon to thank your Excellency for your interest in our affairs and your instruction to form a committee to investigate the case of the killing of the family on 12 / 4 / 1973, that heinous crime that claimed the lives of five people and the theft of their money in broad daylight, with the bodies of the victims not being found. I request the instruction to announce the result of the investigation and reveal the fate of the following named persons who went missing, were arrested, or infiltrated during that period, and they are:-
1 - Akram Sayon Bahr: arrested on 27 / 9 / 1969 and no trace of him has appeared since that date.

Greetings and respect, thereafter:
I extend to your Excellency signs of submission and loyalty, and I salute in you the President, the Struggler Leader, to whom
the Constitution has entrusted the protection of citizens' rights and freedoms, in accordance with the noble Hadith (Each of you is a shepherd and each of you is responsible for his flock).
I ask God to grant you and the Revolutionary Command Council success in working for the good of the people and the nation; He is the All-Hearing, the Responder.
Mr. President,
Our community, which has lived in this country for thousands of years and has been part of this people with whom
it shared joys and sorrows, has passed through difficult circumstances, especially in the past months, as a number of its members were lost or killed
according to the various lists we submitted to your Excellency at the time. Now that the cloud has cleared and God has eliminated
the treacherous clique and granted safety to the nation and its leaders, and things have returned to normal, I ask your pardon to thank
your Excellency for your interest in our affairs and your instruction to form a committee to investigate the case of the family's murder on 12 / 4 / 1973,
that heinous crime that claimed the lives of five people and the theft of their money in broad daylight, while the bodies of some of them
have not been found. I request the instruction to announce the result of the investigation and reveal the fate of the following
individuals who went missing, were arrested, or were killed during that period, namely:
1 - Akram Sahyoun Mahu, who was arrested on 27 / 1 / 1969 and no trace of him has appeared since that date.
2 - Al-Safi Yaqub Abdul Aziz, went missing or was arrested on 14 / 6 / 1972.
3 - Yaqub Yamin Rajwan, arrested in his home on 27 / 6 / 1972.
4 - Shaul Yamin Rajwan, arrested in his home on 28 / 6 / 1972.
5 - Dr. Ezra Khazam, arrested on 2 / 10 / 1972.
6 - Ibrahim al-Sayegh, killed in his home and his money stolen on 10 / 10 / 1972.
7 - Shaul Baruch Shasha, arrested in his home on 11 / 10 / 1972.
