Article Eleven
The joint revenues of the Council shall be divided among the governments of the contracting parties by agreement among
them on the basis of the study carried out by the Council of Economic Unity, provided that this is completed
before the implementation of the customs union.
Article Twelve
The Council shall exercise these powers and other powers entrusted to it under this
Agreement and its annexes through decisions it issues, which shall be implemented by the member states in accordance with their
respective constitutional procedures.
Article Thirteen
The governments of the contracting parties pledge not to issue in their territories any laws, regulations,
or administrative decisions whose provisions conflict with this Agreement or its annexes.
Chapter Three
Transitional Provisions
Article Fourteen
1 - This Agreement shall be implemented in stages as quickly as possible.
2 - The Council of Arab Economic Unity shall, immediately upon its formation, draw up a practical plan
for the stages of implementation and define the legislative, administrative, and technical measures for each stage,
taking into account the special annex (on the steps necessary to achieve Arab economic unity)
attached to this Agreement, which constitutes an integral part thereof.
3 - The Council, when exercising its competencies provided for in this Agreement, shall take into account certain
special cases in some contracting countries, provided that this does not prejudice the objectives of Arab
economic unity.
4 - The Council, as well as the contracting parties, shall implement the measures set forth in paragraph
two of this Article in accordance with the provisions of this Agreement.
Article Fifteen
Two or more of the contracting parties may conclude economic agreements
aiming for a unity broader in scope than this Agreement.
Chapter Four
Ratification of, Accession to, and Withdrawal from the Agreement
Article Sixteen
This Agreement shall be ratified by the signatory states in accordance with their constitutional systems as
soon as possible, and the instruments of ratification shall be deposited with the General Secretariat of the League of Arab States,
which shall prepare a record of the deposit of each state's instrument of ratification and notify the other contracting states.
Article Seventeen
Arab League states not signatory to this Agreement may join it by a declaration
sent by them to the Secretary-General of the League of Arab States, who shall notify their accession to the
other states bound by it.
Article Eighteen
Arab countries that are not members of the League of Arab States may join this
Agreement with the approval of the states bound by it, by means of a notification sent to the Secretary-General of the League of Arab
States, who shall convey it to the contracting states to obtain their approval.
Article Nineteen
Any of the contracting parties may withdraw from this Agreement after the lapse of five
years from the end of the transition period, provided that the withdrawal becomes effective one year after the
date of declaring the desire to withdraw to the General Secretariat of the League of Arab States.

2 - The Permanent Technical Office shall undertake the study and research of matters referred to it by the Council
or by its committees, and present research and proposals that ensure harmony and coordination in
matters falling within the Council's jurisdiction.
3 - The Council shall establish a central statistical office to collect, analyze, and publish statistics
when necessary.
Article Seven
1 - The Council of Arab Economic Unity and its associated bodies shall form a unit enjoying
financial and administrative independence and shall have its own budget.
2 - The Council shall establish its internal regulations and the regulations for its affiliated bodies.
Article Eight
Within a period not exceeding one month from the date this agreement enters into force, the governments of
the contracting parties must name their representatives to the Council and the committees provided for in paragraph (2)
of Article Five of this agreement, and the Council shall commence its work immediately upon its formation.
The Council shall also work, immediately upon commencing its work, on forming its associated bodies.
Article Nine
The Council of Arab Economic Unity shall generally exercise all the tasks and powers
stipulated in this agreement and its annexes or necessary to ensure their implementation, and specifically
exercises:
1 - In the administrative aspect:
a - Working to implement the provisions of this agreement and its annexes and all regulations and texts issued
in implementation thereof or of its annexes.
b - Supervising the management of the committees and associated bodies.
c - Appointing employees and experts belonging to the Council and its associated bodies in accordance with the provisions
prescribed under this agreement.
2 - In the organizational and legislative aspects:
a - Establishing tariffs, regulations, and legislation aimed at creating a unified Arab
customs zone and introducing necessary amendments when required.
b - Coordinating foreign trade policies to ensure the coordination of the region's economy towards
the global economy and to achieve the goals of economic unity stipulated in this
agreement. The conclusion of trade agreements and payment agreements with other countries
shall be with the approval of the Council of Arab Economic Unity.
c - Coordinating economic development and establishing programs to achieve joint Arab
development projects.
d - Coordinating policies related to agriculture, industry, and internal trade.
e - Coordinating financial and monetary policies with the aim of achieving monetary union.
f - Establishing unified transport regulations in the contracting countries, as well as transit regulations
and coordinating policies related to them.
g - Establishing unified labor and social security legislation and its amendments.
h - Coordinating tax legislation and fees.
i - Establishing other legislation related to the matters set forth in this agreement and its annexes
and necessary for their achievement and implementation.
j - Preparing and approving the budget of the Council and its associated bodies.
Article Ten
The expenses of the Council and its associated bodies shall be covered by joint revenues. During the period
preceding the realization of those revenues, governments shall contribute to covering those expenses in proportions
determined by the Council.

5 - Coordinating policies related to agriculture, industry, and internal trade, and unifying economic legislation in a manner that ensures equal conditions for the nationals of the contracting countries working in agriculture, industry, and professions.
6 - Coordinating labor and social security legislation.
7 - a - Coordinating legislation for taxes, government and municipal fees, and all other taxes and fees related to agriculture, industry, trade, real estate, and capital investment in a manner that ensures the principle of equal opportunity.
b - Avoiding double taxation and fees on taxpayers who are nationals of the contracting states.
8 - Coordinating monetary and financial policies and related regulations in the countries of the contracting parties as a prelude to unifying currency therein.
9 - Unifying statistical classification and categorization methods.
10 - Taking any other measures necessary to achieve the objectives stated in Articles 1 and 2.
However, the principle of unification may be bypassed in specific cases and countries with the approval of the Council of Arab Economic Unity provided for in Article 3 of this Agreement.
Chapter Two
Administration
Article Three
A permanent body shall be established called the "Council of Arab Economic Unity," and its tasks and powers shall be defined in accordance with the provisions of this Agreement.
Article Four
1 - The Council shall consist of one or more full-time representatives for each of the contracting parties.
2 - Cairo shall be the permanent headquarters of the Council of Arab Economic Unity, and the Council may meet in any other place it designates.
3 - The chairmanship of the Council shall be for a period of one year, rotating among the contracting parties.
4 - The Council shall take its decisions by a two-thirds majority of the votes of the contracting parties, and each state shall have one vote.
Article Five
1 - The Council shall be supported in its mission by economic and administrative committees operating under its supervision permanently or temporarily, and the Council shall define their jurisdiction.
2 - The following permanent committees shall initially be formed:
a - The Customs Committee to handle technical and administrative customs affairs.
b - The Monetary and Financial Committee to handle currency, exchange, taxes, fees, and other financial affairs.
c - The Economic Committee to handle agricultural, industrial, and commercial affairs, transport, communications, labor, and social security. The Council may form other committees when necessary as required.
3 - Each government of the contracting parties shall appoint its representatives to the aforementioned permanent committees, and each party shall have one vote therein.
Article Six
1 - A permanent technical advisory office shall be established at the Council of Arab Economic Unity, to be appointed by the Council from among technicians and experts, and it shall operate under its supervision.

Desiring to organize and consolidate economic relations between the states of the Arab League on
bases that suit the natural and historical links existing between them, and to achieve the best conditions
for the prosperity of their economies, the development of their wealth, and to ensure the welfare of their countries.
Have agreed to establish complete unity between them and to achieve it gradually and as quickly as
possible to ensure the transition of their countries from the current situation to the future situation without harming
their basic interests, in accordance with the following provisions: -
Chapter One
Objectives and Means
Article One
A complete economic unity shall be established between the states of the Arab League, ensuring in particular
for those states and their nationals, on equal footing:
1 - Freedom of movement of persons and capital.
2 - Freedom of exchange of national and foreign goods and products.
3 - Freedom of residence, work, employment, and the exercise of economic activity.
4 - Freedom of transport, transit, and use of means of transport, ports, and civil airports.
5 - Rights of ownership, bequest, and inheritance.
Article Two
To achieve the unity set out in the preceding article, the contracting parties shall work on
the following:
1 - Making their countries a single customs zone subject to a unified administration, and unifying the tariff,
legislation, and customs regulations applied in each of them.
2 - Unifying import and export policies and related regulations.
3 - Unifying transport and transit systems.
4 - Concluding trade and payment agreements with other countries jointly.

Article Eleven
In view of the type of beneficial charitable program for which the materials mentioned in this
contract will be used, it is agreed to allow the entry of the materials, as well as any of the equipment, means of transport, and supplies
required to be imported by the Association for the administration of the program, and the personal effects and household equipment
belonging to the Association's American employees, free of import duties, taxes,
and consular invoices.
Article Twelve
This agreement shall be put into effect upon its signing, and in the event of a
misunderstanding in the translated text, the Association has the right to refer to the text of the contract in the English language.

B - The Government agrees to pay the Association in Iraq, in exchange for administration and supervision of internal distribution
under the fifth clause, an amount of -/16239 Iraqi Dinars, which shall be placed
at the disposal of the Association in Iraq in the same manner as the amount of
expenses incurred in Dollar currency listed in paragraph (A) 1, 2, and 3, namely: -
1 - 5413 Iraqi Dinars 15 days after signing this contract.
2 - 5413 Iraqi Dinars upon announcement of the arrival of the first shipment of materials to Iraq.
3 - 5413 Iraqi Dinars upon announcement of the arrival of the second shipment of materials to Iraq.
All these payments shall be deposited in a special account in the same bank containing
the rest of the Association's accounts, and the Association's mission will submit a monthly statement to the Government
of the amounts withdrawn from this account.
Article Seven
The Government agrees to the Association arranging the maritime shipping and the selection and appointment of
all maritime shipping brokers required to be employed to execute the shipping order.
Article Eight
Possession of the materials shall be transferred by the Association to the Government, and at that time the matter of actually distributing
the materials in Iraq shall be entrusted to it.
Article Nine
For the purpose of ensuring the application of the law, regulations, and terms of the contract under which the Association
will obtain the materials from the United States Government, the Government of Iraq agrees to the following: -
A - Upon depositing the materials with the Government for distribution in Iraq, those materials shall not be sold, exchanged,
nor disposed of except through non-commercial distribution and free of charge to certain classes of
needy students in the country and according to the curriculum accepted equally by the Association
and the Iraqi Government.
B - The Government shall provide facilities in Iraq, directly or indirectly, for the receipt and storage of
the materials and their disposal in the country at all times and in a manner that ensures their storage, transport,
and final distribution in good condition to the class of students as mentioned above.
C - Distribution in Iraq shall be supervised jointly by civilians from the United States and/or
Iraqis from the Association's representatives and representatives appointed by the Government. The Iraqis
employed by the Association for inspection purposes shall be appointed in cooperation with the Ministry of Education.
The American and Iraqi employees who perform inspection work on behalf of
the Association shall be accompanied by Ministry of Education officials whenever the need arises.
D - The Government shall maintain the necessary records for distribution and submit the reports required
by the Association.
E - The Government agrees to indemnify the Association against any claim made by the United States Government
resulting from the Government's failure to perform its duties in accordance with Clause Nine. For example,
but not limited to, the Government agrees to refund to the Association any amount claimed by the
United States Government for the loss or damage of materials upon their unloading at the port in Iraq, which
results in the non-distribution of materials to those for whom their distribution was intended.
F - By authorizing the Association and the distribution organization the authority to inform the public in Iraq and in any
other place that the Government agrees to the objective of this agreement and the operations ongoing
under it.
G - By allowing entry into Iraq for at most four American employees whom the Association deems
necessary to complete its operations under this agreement.
H - Authorizing the Association to place a mark on the materials imported by it in a manner it sees fit,
to distinguish the source and method of use and to ensure that those marks will not be subject to
distortion, addition, or removal without obtaining the Association's prior approval.
Article Ten
Ownership of the materials remains with the Association until their final distribution to those for whom they were intended.

Article Two
The Association will request the materials from the United States government in three installments, each installment equal to approximately one-third of the total quantity, and it will ship the quantities of materials provided to it by the United States government as soon as they are received.
Article Three
The Association will ensure the acquisition of the quantities of materials mentioned above from the United States government, and arrange for their shipment to Iraq. The Iraqi government will not file any claim for compensation against the Association for the loss or damage of materials included in this program following their arrival at Iraqi ports or for non-delivery for reasons beyond the Association's control. In the event of some shortages in delivery, the Association undertakes to compensate the government administration for an amount equal to the value of the shortages.
Article Fourth
It is understood that the Association will incur some expenses during the performance of its duties under the terms of this contract. These expenses include the handling, marking, and insurance of materials, and all other expenses incurred by the Association in the United States specifically related to this program. These expenses have been estimated at approximately (46,300) dollars for the entire program. It is also understood that this amount is an estimate and that the actual expenses vary according to the variation of some expenses subject to increase and decrease. Furthermore, it is also understood that the Association will exert its effort to reduce the aforementioned expenses to the minimum and to offer all its capabilities to obtain the cooperation of the employees of this government in this field.
Article Fifth
In addition to that, the Association will incur some expenses in Iraqi Dinars related to the administration and supervision of the distribution of materials by the Association. These expenses may include the salaries of local employees and the expenses of those performing the work such as daily wages, rents, telephones, telegrams, office supplies, repairs, maintenance, transportation, and travel expenses and others spent in the mission. These expenses are considered necessary for the purpose of carrying out the distribution of the materials provided according to the requirements of the United States government and how the Association practices its duties. The expenses incurred by the Association in this regard have been estimated at approximately -/16,239 Iraqi Dinars.
Article Sixth
It is understood that the Association, which is a charitable non-profit organization, does not have the necessary funds to finance this program; therefore, the government has agreed to the following arrangements: -
A - An amount of (46,300) US dollars shall be placed at the disposal of the Association, to be deposited in New York under an irrevocable letter of credit acceptable to the Association in the following manner: -
1 - 15,433 dollars 15 days after the signing of this contract.
2 - 15,433 dollars upon the announcement of the arrival of the first shipment to Iraq.
3 - 15,434 dollars upon the announcement of the arrival of the second shipment to Iraq.
At the conclusion of the program, the Association shall submit a written statement to the Iraqi government of the various types of expenses incurred in dollar currency. If the statement finds that the costs in dollar currency exceed the amounts paid to the Association, the difference shall be paid in the manner coordinated by the Association. However, if the payments exceed what was spent, then the Association will pay the difference to the government. All amounts must be paid when they are due for payment by the government according to the special account listed in paragraph (B) below, and in any case, the difference in cost for the government shall not exceed 10 percent of the total administrative expenses shown in the current agreement.

Explanatory Grounds
Paragraph (1) of Article Nine of the Foreigners' Residence Law required the foreigner
to fill out and sign a special form to be submitted to the residence officer or the security department within
three days from the date of his entry into Iraq. It was found that the three-day period is short, so it was decided
to increase it to fifteen days to facilitate procedures and to ensure that foreigners holding
transit visas and non-stop transit visas are not included in the aforementioned ruling. To achieve this, this law
was enacted.

1973 to select Mr. Naji Chachak, Secretary of the Mosaic Community, to be the member

the Iraqi Gazette No. 2227 dated 8/8/1972, a formation was issued for
a special committee to receive and manage the properties of the Mosaic community and its
endowed funds and their management.
The Administrative Committee for Iraqi Jews decided in its session held
on 16/8/1972 to select Mr. Naji Hayla, Secretary of
the Mosaic community, as a member to represent the community in the Administrative Committee
to proceed and deliberate in the aforementioned committee according to the resolution
referred to above. This is for your kind attention.

Twenty-fourth Session
The Administrative Committee met at the community headquarters on August 19, 1973, at ten-thirty in the morning, chaired by
Mr. Meer Basri and in the presence of the Vice President Mr. Daoud Nassim Khalaschi and the two members Munshi Shaul Shamshon
and Naji Arib, and considered the matters presented to it and decided the following:-
1 - It reviewed the instructions of the Minister of Justice No. (1) for the year 1973 published in the Iraqi Gazette issue
2267 dated August 6, 1973, regarding the continuation of the existing committee after the end of its term in
carrying out the tasks entrusted to it until the completion of the election of the new Administrative Committee in accordance with the instructions of
the Administrative Council for Iraqi Jews for the year 1958, and decided to continue working according to these instructions.
2 - It reviewed the Revolutionary Command Council Resolution No. 643 published in the Iraqi Gazette issue 2267
dated August 6, 1973, which mandates the formation of a special committee of representatives from the Ministry of Justice and the Ministry of Finance
and a representative of the Administrative Committee for Iraqi Jews to take over the endowed properties of Ezra Menachem Daniel
located in Baghdad and to take over their management and spend their revenues according to the condition of the endower to aid the poor of the
Mosaic community and to establish charitable, health, cultural, and vocational institutions and institutes. The committee decided to choose
the community secretary, Mr. Naji Hayek, as a representative of the Administrative Committee in the aforementioned special committee.
3 - It reviewed the letter from the Pension and Social Security Institution for Workers (Service Compensation Directorate)
No. 28316 dated 4/7/1973 regarding long service compensation for school teachers
affiliated with the Mosaic community and decided to send the required response. Accordingly, the session ended.

Based on the information available to this General Directorate regarding the existence of movable property belonging to the persons shown
their names below, who left Iraq illegally and whose Iraqi citizenship was revoked by the decision of the Revolutionary Command Council
No. 418 on 17 / 6 / 1971, we have decided to seize the movable property belonging to them as follows: -
1 - Seizing the share of the person named (Ezra Naji Zilkha) in the car numbered 7721 Baghdad Private, registered in his name and the name of
his wife Victoria Ibrahim Shaoul equally, and registered in the register numbered 7721 Baghdad Private, sequence 1
2 - Seizing the car numbered 7721 Baghdad Private, registered in the register numbered 7721 Baghdad Private, sequence 2
in the name of Victoria Ibrahim Shaoul, wife of the aforementioned Ezra Naji Zilkha, and since the aforementioned car has been sold
under an external sales contract to the person named (Hussein Ali Jassim) for an amount of 850 dinars, and since the mentioned car is still registered
in the name of the aforementioned Victoria in the records of the Baghdad Traffic Directorate, we have decided to consider the mentioned amount as a debt owed by the buyer (Hussein Ali Jassim) to

Amendment of the Instructions for the Administrative Council for Iraqi Jews of 1958
Based on the provisions of Article Two of the Mosaic Community Administration Law No. (167) of 1963, as amended, and based on what was presented by the Legal Codification Bureau in light of the public interest.
We have decided to issue the following instructions:
Article One - The text of Article Five of the Instructions for the Administrative Council for Iraqi Jews shall be paragraph (a) of the same article, and the following shall be added to it to become paragraph (b) thereof:
(( b - The existing administrative committee shall continue, after the end of its term, to perform the tasks entrusted to it in accordance with the provisions of these instructions until the election of the new administrative committee is completed and it assumes its responsibilities in accordance with the provision of paragraph (a) of this article )).
Article Two - These instructions shall be implemented from the date of their publication in the Official Gazette.

Based on the requirements of the public interest and for the purpose of providing municipal services to citizens in the Al-Khawarnaq sub-district belonging to Al-Qadisiyah Governorate. This Ministry intends to establish a fourth-class municipality therein based on the provisions of Article Five of the Municipal Administration Law No. 165 of 1964 within the boundaries shown below. All official and semi-official departments, interests, and concerned citizens must submit their objections and observations regarding this within a period of (30) days from the issuance of this announcement in accordance with Article Six of the aforementioned law. Upon the expiration of the mentioned period, this Ministry will decide what it deems appropriate in light of the objections and observations received regarding the establishment of the municipality under discussion.

Based on the provisions of paragraph (a) of Article Forty-
Two of the Provisional Constitution.
The Revolutionary Command Council decided in its session held
on 7/29/1973 as follows:-
1 - The Foreign Service Allowance System shall apply to
Iraqi employees seconded to the Organization of
Petroleum Exporting Countries or the Organization of Arab
Petroleum Exporting Countries as far as salaries
and allowances they are entitled to during the secondment period
of their services, provided that their nominal salaries are calculated
based on what they are entitled to under the Civil Service
Law, and any excess of what they receive
from the organization shall be transferred to the Iraqi Central Treasury and for its account
through the Iraqi Embassy in the country where
the organization's headquarters is located, with the exception of
dispatch and travel allowances and leave compensation.
2 - An Iraqi employee appointed in one of the two organizations
mentioned in (1) above is entitled to additional allowances at a rate of
(10% ten percent) of the total of what he receives
under the preceding paragraph, and in the case of the mentioned employee
being appointed to the position of Deputy Secretary-General, the rate shall be
(20% twenty percent).
3 - The dispatch system in force in Iraq shall apply
to Iraq's representatives in the Executive Bureau of OAPEC
and the Board of Governors in OPEC or in any board of directors
of any institution or company emerging from the two mentioned
organizations, while granting him additional allowances at a rate of
(10% ten percent) of the total of what he receives
under the dispatch system and at a rate of (20% twenty
percent) in the case of the mentioned employee being appointed to the position of
Deputy Secretary-General, provided that all allowances
and amounts paid by the organization or institution to the representative of
Iraq are transferred to the Iraqi Central Treasury and for its account
through the Iraqi Embassy in the country where
the organization's headquarters is located.
4 - In the case of appointing an Iraqi to the position of Secretary-General
for either of the two mentioned organizations, he shall be treated in terms of
salary, allowances, and privileges as an Iraqi Ambassador
appointed in the country where the organization's headquarters
is located.
5 - The competent ministers shall implement this decision.

The Revolutionary Command Council decided in its session held on 7/31/1973 the following:-
1 - The Minister of Works and Housing is authorized to form special committees from the employees of his ministry to undertake the implementation of housing projects listed in the investment curriculum schedules for the fiscal year 1973-1974.
2 - The committees formed in accordance with the provisions of paragraph (1) of this decision are authorized with the powers set forth below within the limits of the projects assigned to them in the formation decision.
a - Appointing temporary workers and determining their wages without being bound by the provisions of the Workers' Service Regulation.
b - Purchasing and renting cars, equipment, and materials necessary for work in the event that the Ministry's assets are insufficient, and after obtaining the Minister's approval.
c - Renting the necessary places to house the workers in the project.
d - Conducting public tenders or inviting qualified and experienced bidders to enter into contracts for providing materials and services, provided that the final referral is made by a decision of the Minister.
e - All other powers authorized by the Minister within the limits of his administrative and financial powers.

2 - The endowed properties of Ezra Menachem Daniel located in Baghdad shall be handed over to the committee mentioned in (1) above, which shall manage them and spend their revenues according to the condition of the endower for the aid of the poor of the Mosaic community and the establishment of charitable, health, cultural, and vocational institutions and institutes.

1 - Granting lecture fees delivered to students of the Center for Urban and Regional Planning at the University of Baghdad as an exception to the State Employees and Personnel Allowances Law No. (93) of 1967, as amended, provided that they do not exceed two hundred and fifty dinars for each of them.

Instructions No. (1) of 1973
Amendment to the Instructions of the Administrative Council for Iraqi Jews of 1958
Based on the provisions of Article 2 of the Law for the Administration of the Mosaic Community No. 167 of
1963, as amended, and based on what was presented by the Legal Codification Bureau in light of the public interest,
We have decided to issue the following instructions:
Article 1 - The text of Article 5 of the Instructions of the Administrative Council for Iraqi
Jews shall be paragraph (a) of the same article, and the following shall be added to it and shall be
paragraph (b) thereof:
"b - The existing Administrative Committee shall continue, after the end of its term, to perform
the tasks entrusted to it in accordance with the provisions of these instructions until the completion of
the election of the new Administrative Committee and the assumption of its responsibilities in accordance
with the provision of paragraph (a) of this article."
Article 2 - These instructions shall be implemented from the date of their publication in the Official Gazette.

Statement
No. (41) of 1973
Offering Treasury Bills of the Republic of Iraq in the amount of ten million dinars
for sale to the public under the Law of Borrowing and Issuance of Treasury Bills
No. (63) of 1958
1 - Based on the provisions of paragraph (b) of Article One of the Law of Borrowing and Issuance
of Treasury Bills No. (63) of 1958, it has been decided to offer to the public for sale
Treasury Bills of the Republic of Iraq totaling 10,000,000/- dinars
(ten million dinars) until twelve o'clock noon on
Sunday, August 19, 1973. These bills will be issued to the order of the purchaser
and will be due for payment on November 18, 1973. The Central Bank of Iraq
in Baghdad will pay the full nominal value and interest on the due date against delivery of the bills.
2 - Interest shall be granted at a rate of 5.5% (five and a half percent per annum) on the
Treasury Bills offered for sale according to this statement, and the interest shall be paid on the due date
of the bills for payment.
3 - Purchase forms can be obtained (for licensed banks, institutions,
and members of the public) from the Banking Department at the Central Bank of Iraq in Baghdad.
4 - Purchase forms must be completed correctly and signed by the purchaser
duly to be considered as meeting the conditions, and shall be drawn by checks drawn on
a licensed bank in Baghdad (and if the purchaser is a bank, the check must be drawn
on its account at the Central Bank of Iraq in Baghdad) for the total amounts of
the Treasury Bills requested to be purchased, or the mentioned amounts shall be paid in cash, provided that these
forms are delivered to the Banking Department - Loans and Investments Directorate at the Central Bank
of Iraq in Baghdad at or before twelve o'clock noon on
Sunday, August 19, 1973.
5 - The lowest denomination for Treasury Bills will be (100/-) dinars, and no purchase offer
less than this amount or not expressed in its multiples will be accepted. The Central Bank of Iraq
shall have the right to accept the offer in whole or in part or not to accept any part of it, and the
denomination of the bills issued regarding the accepted offers or any part thereof will be decided as
the Central Bank of Iraq deems appropriate.
6 - The Central Bank of Iraq will refund any excess amount received resulting from offers it accepted
partially or did not accept.
7 - The Central Bank of Iraq may discount or re-discount the Treasury Bills issued under this
statement at the price it decides and as it deems appropriate.

Due to the cessation of the reasons that led to the seizure of the funds of the individual named Raouf Abdul Karim Amin Al-Khalidi according to Seizure Order No. 922 on 12-28-1968, and based on the authority vested in us under paragraph (19 - b) of Article Four of the National Safety Law No. 4 of 1965 as amended.
We have decided to lift the seizure on his movable and immovable property, provided that this does not prejudice any other legal seizure issued by a competent authority.
The competent authorities shall implement this and inform us.

for in the Revolutionary Command Council Decision No. 1060 of 1971-8-7 for the purpose of obtaining a Higher Diploma in Urban and Regional Planning from the University of Baghdad.
2 - The Ministers of Information and Finance shall implement this decision.

Based on the provisions of paragraph (a) of Article 42 of the Interim Constitution.
The Revolutionary Command Council decided in its session held on 1973-7-29 the following:-
1 - The Foreign Service Allowance System shall apply to Iraqi employees seconded to the Organization of the Petroleum Exporting Countries or the Organization of Arab Petroleum Exporting Countries as far as it relates to the salaries and allowances they are entitled to during the period of their secondment, provided that their nominal salaries are calculated based on what they are entitled to under the Civil Service Law, and any excess of what they receive from the organization shall be transferred to the Iraqi Central Treasury and for its account through the Iraqi Embassy in the country where the organization's headquarters is located, with the exception of dispatch and travel allowances and leave compensation.
2 - An Iraqi employee appointed in one of the two organizations mentioned in (1) above is entitled to additional allowances at a rate of (10% ten percent) of the total of what he receives under the preceding paragraph, and in the event that the mentioned employee is appointed to the position of Deputy Secretary-General, the rate shall be (20% twenty percent).
3 - The dispatch system in force in Iraq shall apply to Iraq's representatives in the Executive Bureau of OAPEC and the Board of Governors in OPEC or in any board of directors of any institution or company emerging from the two mentioned organizations, while granting him additional allowances at a rate of (10% ten percent) of the total of what he receives under the dispatch system and at a rate of (20% twenty percent) in the event that the mentioned employee is appointed to the position of Deputy Secretary-General, provided that all allowances and amounts paid by the organization or institution to Iraq's representative are transferred to the Iraqi Central Treasury and for its account through the Iraqi Embassy in the country where the organization's headquarters is located.
4 - In the event of appointing an Iraqi to the position of Secretary-General for either of the two mentioned organizations, he shall be treated in terms of salary, allowances, and privileges as an Iraqi Ambassador appointed in the country where the organization's headquarters is located.
5 - The competent ministers shall implement this decision.

The Revolutionary Command Council decided in its session held on 7/31/1973 the following:-
1 - The Minister of Works and Housing is authorized to form special committees from the employees of his ministry to undertake the implementation of housing projects listed in the investment curriculum schedules for the fiscal year 1973-1974.
2 - The committees formed in accordance with the provisions of paragraph (1) of this resolution are authorized with the powers set forth below within the limits of the projects assigned to them in the formation resolution.
a - Appointing temporary workers and determining their wages without being bound by the provisions of the Workers' Service Regulation.
b - Purchasing and renting cars, equipment, and materials necessary for work in the event that the ministry's assets are insufficient, and after obtaining the minister's approval.
c - Renting the necessary places to house the workers in the project.
d - Conducting public tenders or inviting competent and experienced bidders to conclude contracts for providing materials and services, provided that the final referral is made by a decision of the minister.
e - All other powers authorized by the minister within the limits of his administrative and financial powers.
3 - The Minister of Works and Housing shall implement this resolution.

1 - Formation of a special committee from representatives of the Ministry of Justice, the Ministry of Finance, and a representative of the Administrative Committee for Iraqi Jews.
2 - The endowed properties of Ezra Menachem Daniel located in Baghdad shall be handed over to the committee mentioned in (1) above, which shall manage them and spend their revenues according to the condition of the endower for the aid of the poor of the Mosaic community and the establishment of charitable, health, cultural, and vocational institutions and institutes.
3 - The competent ministers shall implement this resolution.

The Revolutionary Command Council decided in its session held on 30-7-1973 the following:-
1 - Granting lecture fees delivered to students of the Center for Urban and Regional Planning at the University of Baghdad as an exception to the State Employees and Personnel Allowances Law No. (93) of 1967, as amended, provided that it does not exceed two hundred and fifty dinars for each one of them.
a - Dr. Engineer Numan Al-Jalili - Director General of Planning and Engineering.
b - Engineer Muzaffar Al-Jabri.
c - Engineer Namir Youssef Zainal.
d - Engineer Walid Abbas Helmy.
2 - What is stated in (1) of this decision shall be effective as of October/1972.

The Cassation Court rules to prevent the opposition of the Secretary General for the Supervision and Administration of the Property of Jews Deprived of Iraqi Citizenship in addition to
his position, and to hand it over to the Administrative Committee for Iraqi Jews in Baghdad free of occupants. This ruling has acquired
finality and has become a proof regarding the rights it decided upon for all people as recorded therein, and there is no way to challenge the validity of
this ruling, as stated in the letter of the Ministry of Justice (Legal Drafting Bureau) No. A 7/1/11 dated
6/21/1973 and its letter No. A 7/1/11 dated 7/15/1973, a copy of which was sent to
the Revolutionary Command Council - Secretariat Office - and the Presidency of the Diwan of the Presidency of the Republic and the Ministry of Interior.
The General Secretariat for Frozen Assets has refused to implement the decision of the Court of Cassation and has recently seized
endowments and other properties belonging to our community, which has put us in a critical position to fulfill the conditions of the endower and assist the needy
and the sick and manage the affairs of the community according to the law. It has become impossible to close our schools, which were famous for their seriousness
and the quality of their lessons, and were not limited to the children of our community, but included in their teaching staff and among their male and female students
a large percentage of the children of other communities.
I hope, Mr. President, that you will kindly look into the matter and instruct to allow Jewish citizens
to enjoy their rights and actions according to the law within the framework of the public interest, as well as the order to apply the law and the decision of
the Court of Cassation regarding the endowments of our community. May you remain, Mr. President, a supporter of humanity and a guardian
of the rights of the people. May God grant you success, protect you, and your righteous companions with His eternal care for the good and prosperity of the nation.

Greetings and Great Respect, and to the Esteemed Revolutionary Command Council
I present to your Excellency signs of veneration and loyalty and I praise
your care for the minorities and sects that form an integral part
of this people, and I highly value your concern for preserving the rights of citizens
and safeguarding their lives.
Mr. President
Allow me to <del>⟦return⟧</del> venture and return to raising
my petition regarding the situation of our loyal Iraqi Mosaic community,
that community which ⟦previously⟧ you were kind enough to abolish
all exceptional laws that limit the freedom of its members
and shrink their civil rights, and by that you made them equal with
the rest of the citizens in this country in which they have lived
securely ⟦since⟧ more than two thousand years.
I present to your Excellency that the Ministry of Interior has issued
more than a year ago special instructions to refer all financial
transactions related to the sons of our community to the General Secretariat for Frozen
Funds for the purpose of verifying that the person concerned retains Iraqi
nationality, despite the fact that the person in question holds an identity card for retaining
Iraqi nationality.

The General Secretariat for Frozen Funds has, in turn, become
a barrier that blocks all avenues of work for the Iraqi citizen and prevents
him from being able to dispose of his funds and affairs according to the law,
and even for the purpose of managing his livelihood, as most members of our community have been unemployed
for years. For example, but not limited to, members of our community
are not allowed to perform the following transactions and actions:
1) Conducting any sale transactions for immovable property, mortgaging them, and releasing
mortgages. <del>Sold</del>
2) Selling shares of ⟦T⟧, receiving their prices, and disposing of nationalized
bonds.
3) Transferring ownership of cars at the traffic police and transport departments.
4) Conducting judicial transactions at the notaries public and appointing proxies
and the like.
The application of these instructions for more than a year has led to
the freezing of the members of our community and the restriction of their actions until it became difficult for some of them
to manage their livelihood despite owning immovable property, cars,
and other things, and their situation has become critical and unenviable.
Allow me to add to the above,
Mr. President,
Allow me to add to the above that the General Secretariat
for Frozen Funds has seized a large portion of the endowments
and properties of our community. We have appealed to the courts that looked into
the matter, and the final decision of the Court of Cassation ⟦pursuant to⟧ ⟦decision⟧
⟦which⟧ stipulates preventing the opposition of the Secretary-General for Monitoring Jewish Funds
received from them by the community committee in addition to its function and its handover
to the Administrative Committee for Iraqi Jews in Baghdad free of occupants, and
