lists containing the names of male Iraqi Jews who have reached eighteen years of age
and who retain Iraqi citizenship .
We nominate Dr. Ghazi Abdul Baqi from the Legal Codification Bureau as supervisor of the aforementioned
elections .

I raise to your Excellency signs of glorification and veneration, as you are the leader of the people and the guardian of their freedoms. I present to your noble ears that our Mosaic community, which is loyal to its homeland and is an inseparable part of this people, appeals to you regarding the illegal treatment suffered by its members, especially what has occurred in the last two months regarding the freezing of Jewish citizens' funds in banks and preventing them from withdrawing any amount even for living purposes, as well as the ban on traveling outside Iraq.
The Jewish citizen who retains his nationality and resides in Iraq is prohibited from disposing of his funds and finds all obstacles preventing him from working and earning a living under the pretext of smuggling his funds abroad. There is no doubt that smuggling is legally prohibited, and no individual loyal to his homeland would accept it. However, Mr. President, I do not think you would accept using this matter as a pretext to restrict the freedom of the Jewish citizen to work, earn a living, and dispose of property. Therefore, I hope you will kindly look upon our matter with an eye of kindness and care regarding the following matters:-
1 - Allowing members of our community to work and earn a living.
2 - Allowing financial transactions, power of attorney before notaries, and withdrawals from banks.
3 - Allowing the sale of immovable property and the conduct of mortgage and pledge transactions in the real estate registration departments.
4 - Allowing the sale of cars in the traffic police departments.
5 - Preventing the General Secretariat for Frozen Assets from interfering in the affairs of Jews who retain their Iraqi nationality and reside in Iraq, as well as preventing it from seizing the endowments and properties of the Mosaic community without legal justification, because the law of the General Secretariat limits its work to managing the funds of Jews whose Iraqi nationality has been revoked.
6 - Allowing Jewish citizens to travel outside Iraq as before, just like other citizens, noting that the travel ban has included them for two and a half months.
May God protect you, Mr. President, and your noble comrades, and guide your steps toward what is for the good and happiness of the homeland.

The independent Jewish citizen residing in Iraq is authorized to dispose of his funds and in his hand
all the obstacles that prevent him from working and earning a living under the pretext of smuggling his funds abroad. There is no doubt
that smuggling is legally prohibited and no citizen loyal to his country accepts it, but Mr. President, I do not think you would accept
taking measures to restrict the freedom of the Jewish citizen to work, earn a living, and dispose of property. Therefore, I hope
that you will kindly look upon our matter with an eye of kindness and mercy regarding the following matters:-
1 - Allowing members of our community to work and earn a living.
2 - Allowing financial transactions, power of attorney at the notary public, and withdrawals from banks.
3 - Allowing the sale of immovable property and conducting mortgage and pledge transactions in the real estate registration departments.
4 - Allowing the sale of cars in the traffic police departments.
5 - Preventing the General Secretariat for Frozen Assets from interfering in the affairs of Jews who are independent with their Iraqi nationality
and residing in Iraq, as well as preventing it from seizing the endowments and properties of the Mosaic community
without legal justification, because the law of the General Secretariat limits its work to managing the funds of Jews whose
Iraqi nationality has been revoked.
6 - Allowing Jewish citizens to travel outside Iraq like other citizens, noting
that the travel ban included them only two months ago.

Private Schools, and a graduate of the Higher Teachers' Training College (currently the College of Education), English Department,
class of 1945.
In view of my long service in public and private schools, I request your kind approval to
transfer my services to your esteemed ministry, noting that I have 28 years of experience in teaching the English

We have decreed as follows:-
Abdul-Jabbar Al-Dalli, District Officer of Al-Muqdadiya District, is authorized the powers of a First-Class Criminal Judge to look into crimes stipulated in the Economic Life Regulation Law No. 41 of 1943 and to exercise the powers mentioned in Article (12) thereof, as well as the powers of a Second-Class Criminal Judge according to the Criminal Procedure Code to enforce the application of the provisions of the Irrigation Law, to be exercised within his administrative unit.
The Minister of Justice shall implement this decree.

Explanatory Reasons
In view of the death of the office boy Khalaf Sultan and his services not reaching the legal period for his family members to receive a pension, the government has decided, out of compassion for their situation, to count his temporary employment services spent in the Salman Pak Municipality as a gardener as pensionable services for the purpose of enabling his family members to receive a pension.

Special Annex
On the steps necessary to achieve Arab Economic Unity
Pursuant to the first paragraph of Article Fourteen of the Arab Economic Unity Agreement
which stipulates the implementation of this agreement in stages as quickly as possible, the
contracting parties have agreed on the following:
First - The Council of Arab Economic Unity provided for in Article Three
of the aforementioned agreement shall be established within the period specified in Article Eight of that agreement.
Second - This Council shall undertake, during a preparatory stage not exceeding five years,
the study of the steps necessary to coordinate economic, financial, and social policy and achieve
the following objectives:
A - Freedom of movement of persons, work, employment, residence, ownership, bequest, and inheritance.
B - Granting full freedom for the movement of transit goods without restriction, condition, or discrimination
regarding the means of transport in terms of its type or nationality.
C - Facilitating the exchange of Arab goods and products.
D - Freedom to practice economic activity, taking into account not harming the interests of some countries
of the contracting parties at this stage.
E - Freedom to use civil ports and airports in a manner that ensures their revitalization and prosperity.
The Council may recommend to the governments of the contracting parties, when necessary, to extend this
stage for a period not exceeding another five years.
Third - The Council shall study the steps necessary to achieve the other objectives of the economic
unity according to the stages it proposes and submit its proposals regarding them to the governments of the
contracting parties for approval according to the constitutional procedures observed in each of them.
Fourth - Two or more parties may agree to end the preparatory stage or any of the
other stages and move directly to full economic unity.

Article Twenty
This agreement shall become effective three months after the deposit of the instruments of ratification by three of the signatory states, and shall apply to each of the other states one month after the date of the deposit of its instrument of ratification or accession.
In witness whereof, the plenipotentiary delegates whose names are listed below have signed the agreement on behalf of and in the name of their governments.
This agreement was drawn up in the Arabic language in Cairo on Monday, the fifth of Dhu al-Qi'dah 1376, corresponding to the third of June 1957.
From a single original kept at the General Secretariat of the League of Arab States, and a true copy shall be delivered to each of the states signatory to this agreement or joining it.

Regarding Bilateral Economic Agreements
With a country not party to this agreement
With reference to paragraph four of Article Two and to item two, paragraph (b) of Article Nine (the regulatory and legislative aspects) of the Economic Unity Agreement between the states of the Arab League signed in Cairo on Wednesday, the third of Muharram 1382 AH, corresponding to the sixth of June 1962 AD, the contracting parties have agreed that the provisions of this agreement do not prejudice the right of any contracting party to conclude individually bilateral economic agreements for exceptional political or defensive purposes with a country not party to this agreement, provided that its objectives are not compromised.
