Allow me, in my name and on behalf of the Jewish community in Iraq, to extend to the President, the struggling Field Marshal
Ahmed Hassan al-Bakr, and to the Vice President of the Revolutionary Command Council, Mr. Saddam Hussein, and to your honorable person
and all the esteemed members of the Revolutionary Command Council, expressions of thanks and praise for your high patronage of the citizens of our community.
We pray to Almighty God, asking the Lord, Glory be to Him, to grant you success in what is good for the homeland and all its children.
The members of our community are still complaining of unemployment and the loss of livelihood in their country, and they have been deprived of most of their civil
rights, and their actions regarding their funds and properties have been restricted, and many of them have become unable to sustain themselves and their families
despite owning properties sufficient for their livelihood, and some departments are still inventing new ways to restrict them financially
and administratively in order to deprive them of the simplest rights of citizenship, despite the Revolutionary Command Council's action on June 1, 1969, to abolish
previous laws that restricted the freedom of members of the Jewish community to dispose of their funds and properties, pursuant to
Law No. 86 of 1969.
And how can a citizen live in his country if he is restricted by the following constraints:-
1 - Not allowing him to appoint lawyers, even special powers of attorney that exclude the right of collection, and even powers of attorney
to approach courts and departments, extract legal inheritance certificates, and claim his rights that are infringed upon by others.
2 - Not allowing him to certify ordinary transactions with notaries public and collect rent payments deposited in his name
for the purpose of living and similar transactions.
3 - Not allowing him to sell his properties and his car to pay the taxes due from him, income tax, and other
official debts, as well as to manage his livelihood and the livelihood of his family.
Finally, preventing members of our community at the present time from collecting dividends on shares and bonds deposited for the purpose of living
just like other citizens and as was the practice in previous years.
In conclusion, I request your Excellency to look into the tragedy of the Jewish citizens and allow them to live in their homeland.
I ask the Almighty Lord to protect you with His care and support you with His success.

Pursuant to the authority vested in the Expanded Council under Article Six of the Mosaic Community Administration Law No. 77 of 1951
And based on what was stated in the minutes of the session held on August 27, 1956, the Expanded Council decided to approve the estimated budget
for the charitable institutions affiliated with the Lay Council, published in Appendix (A) attached to this decision, whose estimated revenues amount to
100,000 Dinars (One Hundred Thousand Dinars), excluding the annual grants and subsidies received by the Council from the government, which also amount to one hundred thousand Dinars.
Pursuant to the second paragraph of the aforementioned article of the Mosaic Community Administration Law, the Expanded Council decided to approve the budget
proposed by the Lay Council for the administration of the community's affairs, as shown in Appendix (B) attached to this decision, whose estimated revenues

Article Five - The company shall be attached to the General Establishment
for Chemical Industries and managed by the General Manager of the company
and shall enjoy its own financial and administrative independence within the provisions
stipulated in the Law of General Establishments affiliated with the Ministry of Industry
No. (90) of 1970 and the Internal Regulations issued thereunder
where the provisions contained in these regulations are considered the Articles
of Association for this company.
Article Six - The company's headquarters shall be in the city of
Diwaniyah and it may open branches inside and outside Iraq while

Articles of Association
State Company for Rubber Industries
Article One - Pursuant to the provisions of paragraph (2) of Article Four of the Public Establishments Law affiliated with the Ministry of Industry No. (90) of 1970 as amended, and based on the decision of the Board of Directors of the State Establishment for Clothing, Leather, and Cigarettes No. (19) taken in session (6) held on 3-23-1974, and coupled with the approval of the Undersecretary of the Ministry of Industry for Establishment Affairs in his letter No. MH/6/725 dated 4-1-1974.
A state company is established under the name (State Company for Rubber Industries) and shall have an independent legal personality and enjoy full capacity to practice and achieve the purposes for which it was established.
Article Two - The company works to achieve the following purposes:-
1 - Manufacturing rubber products of both natural and synthetic types, such as tires and tubes of various types, sizes, and purposes, and other products, and any products that depend in their production on rubber and its derivatives in whole or in part.
2 - Importing and purchasing basic raw materials of natural and synthetic rubber, basic and auxiliary chemical and petrochemical materials, and any other related materials.
3 - Importing and purchasing all types of tools, equipment, machinery, and molds necessary for this industry of all kinds.
4 - Establishing projects for processing industrial waste and by-products and necessary raw materials.
5 - Establishing complementary projects for manufacturing any raw material necessary for this industry.
6 - Carrying out all preliminary and complementary operations required by the industries mentioned above and conducting scientific, commercial, technical, and industrial research and studies that lead to improving the company's products.
Article Three - The company shall achieve its purposes by doing the following:-
1 - Dealing in the sale and export of its products and related materials referred to in Article Two of this contract, distributing them domestically, re-exporting them, and bartering them with private, government, and foreign companies and establishments inside and outside Iraq. The company may use all technical methods, means, and expertise available now and in the future to achieve these purposes.
2 - Obtaining agencies for the purposes referred to above from foreign companies and establishments, and it has the right to represent these companies and establishments in Iraq and obtain all commercial, industrial, and technical agencies related to achieving its purposes.
3 - Ownership by way of purchase or other legal methods and obtaining all movable and immovable property and real estate rights to build facilities and purchase all devices, machinery, tools, and equipment to achieve its purposes, and it may trade and dispose of these funds in all legal and commercial transactions considered by law and custom.
4 - Contracting and entering into all exchange contracts and others to conclude all commercial deals as a principal, commission agent, commercial agent, or commercial representative, and it may appoint commission agents and commercial agents to represent it inside and outside Iraq.
5 - Opening warehouses, shops, exhibitions, and centers in its name, taking into account the provisions of the laws in force.
6 - Obtaining, purchasing, and leasing by license or other methods any patent, privilege, formulas, inventions, secret production methods, or any trademark, commercial or industrial names, models, or any right or privilege of industrial property rights in any way the company deems appropriate to achieve its purposes.
7 - Lending and borrowing and obtaining any cash amounts from banks and financial institutions in the ways specified by the Law of Establishments affiliated with the Ministry of Industry No. (90) of 1970, the Law of Establishments No. (166) of 1965, and the Commercial Companies Law No. (31) of 1957 as amended.
8 - Dealing in and using all commercial and financial papers, and it may deposit them with its non-fixed assets in banks, and it has the right to draw, accept, endorse, mortgage, and execute procedurally any promissory notes, bills of exchange, shipping documents, warehouse receipts, or checks, and it may deal in shares and bonds of government and private companies and establishments, taking into account the provisions prescribed by law in this regard.
9 - Participating in the establishment of subsidiary companies or companies funded by it, and it may purchase shares of these companies and their loan bonds, accept their assets and liabilities, and obtain a majority in them in any way it deems appropriate, taking into account the provisions contained in the laws referred to in paragraph (7) of this article.
Article Four - The nominal capital of the company shall be (15,000,000/-) Dinars (fifteen million) Dinars.

2 - The Administrative Committee shall submit proposals to the Special Committee regarding any of the affairs related to the tasks entrusted to it under the Law-Decision. These proposals shall be considered by the Special Committee in all matters consistent with the contents of the endowment deeds and in line with the duties of the Administrative Committee stipulated in the Ministry of Justice Instructions No. (1) of 1958 or what replaces them.
3 - The Special Committee shall consider all requests for aid and assistance concerning the Mosaic community in general and the Administrative Committee in particular, submitted to it by the Administrative Committee itself or by any member of the Mosaic community in Baghdad. It shall take the necessary decision to grant any of the mentioned requests in whole or in part, or the appropriate decision to postpone or the inability to grant them.
4 - The Special Committee may invite the Administrative Committee or members thereof to a joint meeting to deliberate on the affairs, proposals, and requests stipulated in paragraphs (1), (2), and (3) of this Article.
Article Twenty-Six - Any interested party who finds in any of the Special Committee's decisions an infringement on their rights or duties may object to it before the Minister of Justice. The Special Committee may submit a memorandum to him containing its opinion on the mentioned objection, and the Minister of Justice's decision on the matter shall be final.
Article Twenty-Seven - The Special Committee shall undertake direct supervision of the endowment through its members or whomever it delegates for this purpose. It shall also exercise control over the endowed properties and their appurtenances, and over the projects, institutions, and institutes belonging to the endowment, and conduct inspections therein when necessary to ensure the achievement of the objectives stipulated in the Law-Decision and these instructions.
Article Twenty-Eight - The Special Committee shall submit an annual report to the Minister of Justice explaining the work it has accomplished within the scope of performing the basic tasks entrusted to it, and stating proposals regarding ensuring the completion of work and tasks in a good and proficient manner. The annual report shall be accompanied by the final accounts stipulated in these instructions.
Article Twenty-Nine - 1 - The Special Committee, when performing the basic tasks entrusted to it, shall adhere to the provisions of the Law-Decision and the laws, regulations, and instructions in force. Accordingly, it may conduct or terminate any type of exploitation of the endowed properties in accordance with the interest of the endowment and the condition of the endower.
2 - The Special Committee shall follow all formal and legal means to facilitate its performance of the full tasks entrusted to it under the Law-Decision and these instructions, and its concern for fulfilling any of the endowment's rights and meeting any of its obligations.
Article Thirty - 1 - The provisions of these instructions are considered a detail of the provisions of the Law-Decision and a facilitation for the implementation of these provisions.
2 - These instructions shall be implemented on the basis that the Law-Decision under which they were issued includes, as a special law, an amendment to any of the legal provisions that conflict with its provisions.
Article Thirty-One - These instructions shall be implemented from the date of their publication in the Official Gazette.
Article Thirty-Two - The Special Committee shall implement these instructions.

4 - Amounts paid as differences resulting from the exchange of any of the endowed properties.
5 - Loans contracted for the benefit of the Waqf.
6 - Values of shares, bonds, and stakes belonging to the Waqf.
7 - Reserve amounts allocated according to the condition of the endower.
8 - Any other resources belonging to the Waqf.
Article Eighteen - 1 - a - A current account shall be opened in the name of the Special Committee in banks, in which the financial resources of the Waqf stipulated in Article Seventeen of these instructions shall be deposited.
b - Deposits into the current account of the Special Committee and withdrawals from it shall be made with the approval of all its members, and the relevant documents shall be signed by them.
2 - The Special Committee may decide to keep cash amounts estimated according to need in its own special fund to meet necessary urgent expenditures and daily petty cash.
Article Nineteen - The fiscal year of the Special Committee begins on the first day of January and ends on the last day of December of each year.
Article Twenty - 1 - The Special Committee shall have an independent budget that includes general estimates of revenues belonging to the Waqf and general allocations for expenditures required by the Special Committee to perform the tasks entrusted to it during the new fiscal year.
2 - a - The draft budget for the new fiscal year shall be prepared and approved by the Special Committee before the start of the year itself.
b - If a new fiscal year begins and its draft budget has not been approved by the Special Committee, it may spend according to the previous year's budget until the new budget is approved.
Article Twenty-One - Spending from the financial resources of the Waqf shall be carried out in the following ways:
1 - Payment of government and municipal taxes and fees.
2 - Carrying out renovations, repairs, and improvements in the endowed properties.
3 - Spending on the administration expenses of the Waqf, including the allowances of the Special Committee members, provided that the total of said expenses does not exceed twenty percent (20%) of the annual revenues of the Waqf, and the annual allowance for any member of the Special Committee does not exceed five hundred (500) Dinars.
4 - Allocating the remaining amounts for the establishment and management of charitable projects, institutions, and institutes stipulated in the Legal Decree and these instructions.
5 - Keeping reserve amounts for emergencies.
6 - Disbursing loan amounts to the parties decided to be lent to from the Waqf funds.
7 - Ensuring the settlement of loan amounts decided to be borrowed for the benefit of the Waqf and their interests.
8 - Matters and works that require the interest of the Waqf to spend expenses or wages to meet their completion or achievement according to the provisions of the Legal Decree and these instructions.
Article Twenty-Two - Spending shall be carried out based on disbursement notes issued by the Special Committee unanimously, and the documents and checks related to their execution shall be signed by all its members, in accordance with the data and guarantees set forth in the Waqf deeds and specified by the endower's condition, and according to the principles decided by the Special Committee.
Article Twenty-Three - 1 - The collection and receipt of Waqf revenues shall be carried out according to the principles decided by the Special Committee.
2 - The Committee may authorize or assign a person, entity, or institution to collect and gather Waqf revenues and keep its accounts for a lump sum fee or a certain percentage, and what is paid for this purpose shall be considered part of the administrative expenses stipulated in paragraph (3) of Article Twenty-One of these instructions.
Article Twenty-Four - 1 - The Special Committee shall delegate a person or a body specialized in legal accounting to audit the facts of the execution of the annual budget for the previous fiscal year and the new fiscal year and submit a report on the final accounts.
2 - The final accounts shall include the facts of all revenues and expenditures that were actually received and paid during the relevant fiscal year in full, with the recording of assets of various types, credit and debit balances, and any other important financial and accounting information.
3 - The final accounts report shall be submitted to the Minister of Justice for approval, and this approval shall be considered a discharge of financial responsibility related to those accounts, and the Administrative Committee shall be provided with a copy of the said report for information.
4 - Approval of the final accounts under paragraph (3) of this Article does not prevent the Special Committee from recovering any amount spent incorrectly or collecting any revenues due for the fiscal year to which the said accounts belong.
Article Twenty-Five - 1 - The Special Committee may consult the Administrative Committee on important matters related to the tasks entrusted to it under the Legal Decree and these instructions, and it is up to the Special Committee to decide whether to adopt the advisory opinions submitted to it by the Administrative Committee in whole or in part, or to maintain the discretion it deems appropriate regarding them.

D - The Administrative Secretary may delegate some of his powers to either the Financial or Accounting Secretaries.
2 - A - The Special Committee may, when necessary, request the Ministry of Justice, the Ministry of Finance, and the Administrative Committee to nominate an alternate member for each of them to replace the original member representing them in all cases that prevent him from attending the Special Committee's meetings and participating in its work.
B - The Minister of Justice shall issue an order naming the alternate members of the Special Committee after their nomination is completed, and each of them shall have the same rights and duties as the original member while performing their duties.
Article Thirteen - 1 - The Special Committee shall hold its meetings at least once every two weeks at its central headquarters in the Diwan of the Ministry of Justice, at the invitation of the Administrative Secretary or at the request of the Financial and Accounting Secretaries.
2 - A quorum is reached in the Special Committee meeting with the attendance of all its original members or whoever replaces any of them from the alternate members.
3 - Decisions of the Special Committee shall be issued by consensus.
4 - Any disagreement in viewpoints between the members of the Special Committee shall be presented to the Minister of Justice, and his decision regarding that shall be final.
Article Fourteen - 1 - The Special Committee may have an administrative apparatus consisting of a number of officials, employees, and workers to carry out administrative, financial, technical, and organizational work related to the general tasks entrusted to it under the Law-Decision and these instructions.
2 - The Special Committee may decide to appoint officials, employees, and workers to serve in its central headquarters, in any of its offices, or in its administrative apparatus, and determine their salaries and allowances, increase or decrease them, dispense with their services, or demand compensation for damages they caused as a result of performing their work or refraining from doing so.
3 - The Special Committee shall obtain the approval of the competent Minister in the event it intends to benefit, after official working hours, from the services of any of the officials, employees, or workers belonging to official and semi-official departments.
4 - Within the scope of its care for the affairs of the Waqf, the Special Committee may seek assistance through contracts or special agreements with specialists and experts including lawyers, engineers, teachers, doctors, accountants, and other technicians, as well as workers in construction professions, agents, commercial intermediaries, and brokers.
Article Fifteen - 1 - The Special Committee shall appoint bodies and committees to manage the institutions and institutes established under the Law-Decision and shall determine the number of their members, their qualifications, the nature of their work, duties, powers, duration of employment, and other matters related to the management, monitoring, and inspection of the aforementioned institutions and institutes.
2 - The bodies and committees provided for in paragraph (1) of this Article may appoint specialists, teachers, officials, and employees, and determine their salaries and terms of employment, as well as determine the methods and aspects of expenditure for administrative, financial, educational, and professional purposes to ensure the proper and regular management of the institutions and institutes according to the principles approved by the Special Committee under the aforementioned paragraph.
3 - The Special Committee shall undertake the approval of the annual administrative work curricula for the institutions and institutes established under the Law-Decision, as well as the technical and professional teaching and training curricula before starting their implementation.
4 - The institutions and institutes established under the Law-Decision shall submit to the Special Committee annually the draft budget and personnel cadre, as well as the annual report on their work, their proposals, and their final accounts for approval.
Article Sixteen - The following records shall be kept by the Special Committee:
1 - Record of the Special Committee's decisions, to be kept at its central headquarters.
2 - Record of the endowed properties and the assets belonging and returning to them.
3 - Record for both outgoing and incoming correspondence.
4 - Record for both revenues and expenditures.
5 - Record of contracts, agreements, and undertakings.
6 - Record of institutions and institutes.
7 - Record of officials, employees, and workers.
8 - Any other necessary records related to the implementation of the Special Committee's tasks.
Article Seventeen - The financial resources of the Waqf, which the Special Committee is entrusted with investing and ensuring their use to fulfill the condition of the endower, consist of the following:
1 - Revenues of the endowed properties and their yields.
2 - Cash amounts allocated for the Waqf.
3 - Prices of the endowed properties in the event of the sale or expropriation of any of them.

Article Nine - 1 - The establishment of charitable, health, cultural, and vocational institutions and institutes means the founding of centers for providing charitable aid and organizing its distribution, dispensaries, hospitals, wards, medical treatment clinics, pharmacies, educational, technical, and vocational schools, study courses, and training workshops, as well as the expansion of any of the aforementioned institutions and institutes, their reduction, the opening of branches for them, their closure, the changing of their purpose, or the changing of their location.
2 - The establishment of the institutions and institutes provided for in the Law Decree includes the preparation of what is required for their establishment and performance for the purposes for which they were established, including headquarters, facilities, gardens, libraries, laboratories, halls, squares, playgrounds, shelters, and warehouses.
3 - Providing the institutions and institutes provided for in the Law Decree with furniture, offices, equipment, materials, devices, machinery, and tools necessary for study, training, and work therein is considered among the requirements of their establishment.
4 - The institutions and institutes provided for in the Law Decree shall be given the names stipulated by the endower in the endowment deeds to be given to them, in accordance with the principles determined by the Special Committee.
Article Ten - 1 - All conditions of the endower included in the endowment deeds shall be acted upon wherever their implementation is possible, and nothing thereof shall be acted upon wherever its implementation is impossible from a practical or legal standpoint.
2 - The implementation of what is feasible from the endower's conditions included in the endowment deeds shall be expedited, and what is difficult to implement immediately shall be postponed until its implementation becomes feasible later.
Article Eleven - 1 - It shall be at the core of the basic general tasks provided for in the Law Decree for the Special Committee, in accordance with its provisions and the provisions of these instructions, to exercise the following general jurisdictions and powers:
A - Developing general or annual plans and programs for organizing the management of the endowment.
B - Approving the establishment of projects, institutions, and institutes provided for in the Law Decree.
C - Issuing administrative, financial, technical, and organizational sub-instructions in all matters required by the nature of the work it undertakes.
D - Studying communications, memorandums, proposals, and requests submitted to it by the concerned authorities and taking the appropriate decision regarding them.
E - Concluding contracts and agreements, and conducting undertakings, transactions, tenders, and auctions in all matters falling within its jurisdiction.
F - Preparing the annual budget and the annual personnel cadre for its employees.
G - Managing revenue and expenditure affairs related to the endowment in accordance with the arrangements and limitations set forth in the endowment deeds.
H - Carrying out establishments, improvements, reconstructions, and renovations in the endowed properties according to the conditions and precautions specified by the endower's condition.
I - Forming permanent or temporary sub-committees to assist it in performing any of the tasks entrusted to it.
J - Submitting memorandums to the Ministry of Justice regarding all matters related to the procedures proposed to be taken by the Ministry itself to facilitate the Special Committee's performance of the tasks entrusted to it.
2 - Decisions of the Special Committee of utmost importance taken under (A), (B), and (C) of paragraph (1) of this Article shall be presented to the Minister of Justice and their implementation shall commence after being coupled with his approval.
Article Twelve - 1 - Each member of the Special Committee shall be entrusted with special tasks and powers alongside the general tasks and powers provided for in the Law Decree and these instructions, as follows:
A - The representative of the Ministry of Justice in the Special Committee shall be its "Administrative Secretary" and shall undertake the chairmanship of the committee itself, supervision of its general administrative affairs, representing it before various official and semi-official departments, bodies, and institutions, courts, companies, and legal entities, and authorizing others to do so with the approval of the Special Committee, as well as signing its communications, documents, and records, and shall enjoy any additional powers granted to him by the Special Committee in implementation of the provisions of these instructions.
B - The representative of the Ministry of Finance in the Special Committee shall be its "Financial Secretary" and shall undertake the supervision of its general financial affairs and the preparation of the general outlines of the draft annual budget and the annual personnel cadre, as well as the draft financial and accounting sub-instructions to be followed by those assigned to the financial and accounting work necessitated by the implementation of the tasks entrusted to the Special Committee.
C - The representative of the Administrative Committee in the Special Committee shall be its "Accounting Secretary" and shall undertake the supervision of the general accounting affairs of the committee and assist the Financial Secretary in the tasks entrusted to him, as well as signing contracts and agreements that the Special Committee decides to conclude in implementation of the provisions of these instructions.

Article Six - 1 - The Special Committee shall take delivery
of the endowed properties as well as their fixed assets,
if any, by taking possession of them all after they are released
by the entities that hold possession of them upon the entry into force of these
instructions.
2 - a - The Special Committee shall take delivery of cash amounts,
revenues, and deposits belonging to the endowment after the
entities with whom they are deposited, or by their order, deposit them
into the account of the Special Committee provided for
in these instructions and after their entry into it is completed
by the bank where the aforementioned account
was opened.
b - The Special Committee shall take delivery of the documents
and instruments belonging to the endowment after the entities
with whom they are deposited deliver them by hand to the Special
Committee, and the important ones shall be kept in a safe in one of
the Iraqi banks designated for this purpose.
3 - The Special Committee shall approach the entities that hold possession of
the endowed properties and their fixed assets,
if any, as well as the entities with whom the
cash amounts, revenues, deposits, documents,
and instruments belonging to the endowment are deposited, regarding the nature of the tasks entrusted
to it under the Law-Decree, and shall request them, in implementation
of its provisions, to release possession of them or terminate their deposit with them
and deliver them to the Special Committee.
4 - The entities referred to in paragraphs (1) and (2) of
this Article shall, upon releasing their possession of the endowed properties and
their fixed assets, or terminating the deposit of
cash amounts, revenues, deposits, documents,
and instruments belonging to the endowment with them and delivering them to
the Special Committee in accordance with the provisions of the two aforementioned paragraphs,
confirm that procedure by official letters signed by
their primary official, addressed to the Revolutionary Command Council
- Office of the Secretariat - and to each of the Ministries of Justice,
Interior, and Finance, and the Special Committee, as well as to the Administrative
Committee if it was not the one performing the aforementioned procedure.
Article Seven - 1 - Management of endowed properties means
the Special Committee undertaking and organizing the general management of these
properties from administrative, financial, technical, and legal aspects,
as well as their development and investment.
2 - Management of endowed properties includes all actions
listed in the endowment deeds, including establishment, founding,
construction, restoration, sale, purchase, exploitation, exchange,
leasing, renting, mortgaging, pledging, entrusting, lending,
borrowing, and acquiring shares, portions, and financial bonds,
within the limits set forth in those deeds and specified
by the condition of the endower.
3 - The Administrative Committee shall, within the limits of its capabilities, provide
the Special Committee with correct and accurate schedules of the locations
of the endowed properties, their numbers, sequences, descriptions,
conditions, components, assets, and appurtenances of
immovable property, as well as the names of the occupants of these properties,
their addresses, their work, and the legal reason for their occupation
of them. The Special Committee shall request from the competent official
authorities copies of the aforementioned schedules to complete all
necessary information in this regard.
4 - The Administrative Committee shall provide the Special Committee with all available
information regarding the entities with whom any of the
amounts and funds representing the realized and actually
collected revenues for the endowed properties are deposited, as well as any documents
related to the accounts of those properties and their credit
and debit balances. The Committee shall request such information from
the competent official authorities to complete all necessary
data in this regard.
Article Eight - 1 - Spending the revenues of the endowed properties
for the aid of the poor of the Mosaic community means spending the aforementioned
revenues to implement the basic tasks of the Special Committee
stipulated in the Law-Decree, as well as the restoration of churches,
schools, slaughterhouses, and cemeteries belonging to the same community when
necessary, and providing shelter, food, clothing, and direct medical
treatment for the poor of the same community, or providing cash assistance or
in-kind aid to them, especially in cases of birth, marriage,
unemployment, disability, old age, widowhood, and death.
2 - The Administrative Committee shall, within the limits of its capabilities, provide
the Special Committee with correct and accurate lists of the members of
the Mosaic community residing in Baghdad, stating
their names, families, ages, professions, and most important
possessions, their residential addresses, and any general information
available to it regarding their economic, social,
cultural, and professional conditions. The Special Committee shall work to
complete the aforementioned information by requesting it from the competent
official authorities.
3 - It is for the Special Committee to determine whether any of the families
or persons referred to in paragraph (2) of this
Article are considered among the poor of the Mosaic community or among those of its members
in need of aid for the purposes of applying the provisions of the Law-
Decree and these instructions.
4 - The Administrative Committee and the competent official authorities shall continue,
within the limits of each of their capabilities, to provide the Special Committee
with any change or development that occurs regarding all information
and conditions related to the poor of the Mosaic community in
particular, and the members of the community in general, which it had previously
provided to the Special Committee in accordance with the provision of paragraph (2)
of this Article.

Instructions
The Special Committee formed by the decision of the Revolutionary Command Council
No. 643 of 1973
For the management of properties endowed to the Jewish community
Based on the provisions of Article Two of the Law for the Administration of the Jewish Community No. 167 of 1963 and Clause (3) of the Revolutionary Command Council Decision No. 643 issued on 2 / 8 / 1973, and based on what was presented by the Special Committee formed thereunder in light of the public interest.
We have issued the following instructions:
Article One - For the purposes of these instructions, the following expressions shall have the meanings indicated opposite them:
1 - The Legal Decision - The decision of the Revolutionary Command Council which has the force of law, issued under No. 643 on 2 / 8 / 1973, forming the Special Committee for the management of properties endowed to the Jewish community.
2 - The Special Committee - The committee formed pursuant to the Legal Decision.
3 - The Administrative Committee - The Administrative Committee for Iraqi Jews formed pursuant to the Law for the Administration of the Jewish Community No. 167 of 1963.
4 - The Endower - Ezra Menachem Daniel mentioned in the Legal Decision.
5 - The Endowment (Waqf) - The total endowments established by the Endower and everything considered as such.
6 - The Endowment Deeds - All endowment deeds certified by a judgment or documented by a decision from a competent judicial authority, by which the Endower endowed specific properties or cash amounts belonging to him to the Jewish community in Baghdad.
7 - The Endower's Condition - The limits and restrictions included in the endowment deeds which the Endower stipulated must be observed by the entity undertaking the management of the endowment.
8 - The Endowed Properties - The real estate endowed by the Endower under the endowment deeds, as well as the real estate attached to them in implementation of the Endower's condition.
Article Two - 1 - The official title of the Special Committee shall be "The Special Committee for the Endowments of Ezra Menachem Daniel," taking into account what is stated in paragraph (2) of this Article.
2 - The title of the Special Committee shall be printed on papers, documents, instruments, contract forms, and agreements pertaining to it, and parallel to it, between brackets, the phrase (formed pursuant to Revolutionary Command Council Decision No. 643 of 1973) shall be printed, and it shall be considered an integral part of the aforementioned title.
3 - The Special Committee shall have a seal containing its full title as described in paragraphs (1) and (2) of this Article, with which all evidence, documents, records, lists, and books belonging to it shall be stamped, as well as correspondence, instruments, memorandums, and requests received by it of various kinds.
4 - The full title of the Special Committee shall be notified to all concerned parties so that they may address it accordingly.
Article Three - 1 - The Special Committee shall be linked to the Ministry of Justice and shall be primarily responsible to the Minister of Justice.
2 - The central headquarters of the Special Committee shall be in the office of the Ministry of Justice, and it may, with the approval of the Minister of Justice, open one or more offices outside the Ministry's office if the necessities of performing the general tasks stipulated in the Legal Decision require it.
Article Four - 1 - By virtue of the Legal Decision, the Special Committee shall replace the entities entrusted by the Endower in the endowment deeds with the tasks of guardianship over the endowed properties and the physical and cash assets, and it shall legally take their place in managing, developing, investing, establishing other properties attached to them, maintaining all mentioned properties, investing their yield, spending their revenues, and establishing institutions and institutes belonging to the endowment, in everything related to the implementation of the provisions of the Legal Decision.
2 - Within the scope of the Special Committee's jurisdiction are all endowed properties stipulated in the Legal Decision, as well as physical and cash assets, amounts, revenues, trusts, evidence, and documents belonging to these properties, and all rights of the endowment shall be transferred to it, and it shall be responsible for all its obligations.
Article Five - The general basic tasks of the Special Committee are defined as follows:
1 - Receiving all endowed properties and all fixed assets, cash amounts, revenues, trusts, evidence, and documents belonging to the endowment.
2 - Managing all endowed properties.
3 - Spending the revenues of the endowed properties according to the Endower's condition for the assistance of the poor of the Jewish community in particular and the rest of the members of the same community in general.
4 - Establishing private charitable, health, cultural, and vocational institutions and institutes.

2 - This decision shall be effective for a period of three months from the date of its issuance, and the Minister of Interior shall implement its provisions.

The Revolutionary Command Council decided in its session held on 4-15-1974 the following:-
1 - The Atomic Energy Commission shall be linked to the Vice Chairman of the Revolutionary Command Council and shall be under his chairmanship, and he may authorize whomever he deems fit to chair the commission's meetings whenever the need arises.
2 - The Vice Chairman of the Revolutionary Command Council shall assume all powers stipulated in the Atomic Energy Commission Law No. (1) of 1959, as amended, and he may authorize whomever he deems fit with the aforementioned powers, in whole or in part.
3 - The projects of the Atomic Energy Commission are considered covered by the provisions of the Law for the Implementation of Major Development Projects No. (157) of 1973.
4 - All legal texts and decisions that conflict with the provisions of this decision are repealed.

1 - Authorizing the Ministry of Works and Housing (Directorate of Public Works) the power to form a special body to undertake the implementation of works related to the construction of the Kut - Badra road, and granting the aforementioned body the following powers:-
a - Appointing engineers, professionals, technicians, and temporary laborers and determining their wages without being bound by the laws and regulations in force.
b - Purchasing or renting machinery, vehicles, equipment, and materials necessary for the work and renting the necessary places to house the workers in the project.
c - Not being bound by conducting formal tenders or obtaining regulatory insurances from those to whom the special works of the project are entrusted, provided that experience, competence, and the provision of sufficient guarantees are taken into account during their implementation of those works.
d - Employing engineers, technicians, professionals, and laborers working in the project for additional hours according to the needs of the work and granting them allowances provided they do not exceed (100%) of their nominal salaries, and dispatching the aforementioned and granting them the prescribed dispatch allowances without being bound by the regulations in force.
2 - Authorizing the aforementioned Ministry (Directorate of Public Works) the power to import machinery and vehicles for work within the limit of one million dinars from within the amount allocated for the project.
3 - Both the General Automobile Company and the General Company for Importing Machinery and Equipment shall give priority to the needs of the Directorate of Public Works for the machinery and vehicles necessary to implement the project.
4 - The competent ministers shall implement this decision.

(A) The legislation that was applied in Iraq in the year 1950 regarding Jewish religious marriage
is (The Jurisprudential Provisions and Rules for the Mosaic Community in Iraq) issued by the Minister of
Justice and published in the Official Gazette No. 2668 on 31 / 1 / 1949 -
based on Article 19 of the Civil Courts System Law for Christian and
Mosaic Communities No. 22 of 1947.
Article 1 of those provisions states that (The engagement contract is completed if the suitor hands
his fiancée a piece of money or anything of value in the presence of two witnesses and says (Behold, you are
sanctified to me according to the law of Moses and Israel))
Article 2 thereof states that (The engagement contract must be completed in the presence of two witnesses who are not
related to each other or to the contracting parties).
Article 12 thereof stated that (The engagement shall not be annulled except by divorce)
Article 35 stipulates that marriage is considered to have occurred once he brings her into his house while she is pure
from her menstruation.
(B) As for the formalities to which the aforementioned marriage must be subject in order for it to have civil effects,
the marital relationship is confirmed legally by a valid contract and does not depend on registration; rather,
registration is useful for proving the marriage in case of denial. Jewish marriages used to be conducted
by the clergy of the Israelite community, and the ⟦marriage⟧ marriage contract is proven by a certificate from the community,
and the aforementioned document is considered sufficient evidence to prove the marriage. The marriage shall produce its
religious effects.
(C) As for the extent of the necessity of registering the Jewish religious marriage in order for it to have civil
effects, the aforementioned registration, as we mentioned earlier, does not affect the existence
or non-existence of the marriage. As for proving the aforementioned marriage contract in Iraq, it shall be
by written evidence when available. If it is not available and the marriage contract was not
registered, then personal evidence shall be heard in that regard, and confession,
testimony, and other evidence provided by the two parties shall be accepted.
(D) Accordingly, the Jewish marriage that was celebrated in 1950 and was not registered
shall produce its civil effects and can be proven by other evidence. End.

Allow me to write to you amidst your many preoccupations and the great gains and lavish glories that
you have achieved for the masses of the people and for the Arab nation as a whole under the sponsorship of the Father Leader, the President of the Republic,
and the assistance of your honorable comrades, members of the Revolutionary Command Council. Allow me to write to you to present to your
honorable ears the plea of the children of our small community, which takes pride in this homeland and which has lived in its regions
for hundreds, even thousands of years, and shared with the rest of the people in good times and bad.
Honorable Sir
The Jews of Iraq have lived in this spot and were an inseparable part of the Iraqi people
in their language and literature. Sir Arnold Wilson, the Acting Civil Commissioner in
Iraq at the end of the First Great War, bore witness to them, an unintended testimony, mentioning in his book "Loyalties"
that following the issuance of the Balfour Declaration in 1917, he summoned the notables of the Mosaic community in
Baghdad and told them that the British government had decided to create a national home for the Jews in Palestine and had issued
a statement to this effect. They said to him - as he recorded in his book: Our homeland is Iraq, and we have no homeland
other than it, and our fate is linked to this country in which we lived and in which our fathers and grandfathers lived.
Then events followed after that for our Iraqi Mosaic community, harsh events in which we had no hand in
creating or directing, nor the ability to prevent or stand before them. They destroyed our entity, toyed with our destinies, and displaced
our brothers and scattered them under every star. Thus we were the victims of the Balfour Declaration, which our fathers did not accept and did not want, nor
did we accept it or want it. Some members of our community were able to resist and stand firm in the face of
the storms and remain in their country, Iraq, despite everything. Then came the blessed July 17 Revolution,
which abolished the exceptional laws that were depriving us, the small remaining group, of the right to work
