I raise to your Excellency and to the esteemed Revolutionary Command Council signs of veneration and loyalty, and I commend your care for all members of the people regardless of their ethnicities and religions.
Mr. President,
I present to your Excellency, to the political leadership of the Arab Socialist Ba'ath Party, and to the members of the Revolutionary Command Council the gratitude and thanks of the members of our community for your issuance of the historic, revolutionary, and humanitarian Resolution No. 1213 of 1975, allowing Iraqi Jews to return to the dear homeland.
This resolution, which supports equality and rejects all forms of racial and religious discrimination, is precisely consistent with the principles to which the political leadership has committed regarding human rights.
Mr. President,
Based on these principles, I dare, or rather I am obliged, to present the situation of the members of our community and the exceptional restrictions they face.
Despite the issuance of Law No. 86 of 1969, which abolished the exceptional laws that restricted the freedom and conduct of Iraqi Jews, in practice it has not been implemented. Official departments still restrict the Iraqi Mosaic citizen financially and administratively and have deprived him of the simplest rights of citizenship, such as the right to work and live, and they continue this application despite the issuance of the esteemed Revolutionary Command Council resolution referred to above.
Mr. President,
The Iraqi Jew:-
1 - Is unable to carry out any commercial or banking transaction except with the approval of the General Secretariat for Frozen Assets.
2 - Is not allowed to appoint lawyers to defend his rights and stop the transgressions of others, and ⟦the validity⟧ of general powers of attorney which exclude the right of sale, mortgage, and collection.
3 - Is unable to withdraw any amount from banks except with the approval of the General Secretariat and the General Security Directorate.
4 - Notaries public are not allowed to certify the transactions of a Mosaic citizen or change lease documents deposited in his name except with the approval of the General Secretariat.
5 - Courts and execution departments are prevented from disbursing amounts belonging to him except with the approval of the General Secretariat.

the matter and instruct the removal of exceptional restrictions and allow Jewish citizens to enjoy all their rights and actions
according to the provisions of the laws in force.

the late Shaul Menashi Meir Shashoua for the repose of the soul of his late wife Aziza bint Habiba, who passed away
in Baghdad (Iraq) on February 24, 5652 Hebrew year.
Also, Mr. Menashi Shaul Shashoua, the son of the endower, has proudly agreed to this gift for use
in your synagogue.
Please provide a religious reception for the Sefer and perform religious readings for the repose of the soul of the deceased on the anniversary of her death
every year.

Law for the Administration of the Mosaic Community No. (167) of 1963
In the name of the people - Presidency of the Republic
Based on the Constitutional Law of the National Council for the Command of the Revolution and based on what was presented by the Minister of Justice and approved by
the Council of Ministers and ratified by the National Council for the Command of the Revolution, the following law is ratified: -
Article One - The funds of the Mosaic community, its endowments, its schools, and its other affairs shall be managed by a committee formed
from the members of the aforementioned community.
Article Two - The Minister of Justice may issue instructions regarding the method of forming the committee provided for in Article <del>aforementioned</del>
One of this law and its jurisdiction and everything related to other community matters. The instructions
and orders issued before the entry into force of this law shall remain in effect until the issuance of the instructions provided for in
this article.
Article Three - This law shall be implemented from the date of its publication in the Official Gazette.
Article Four - The Minister of Justice shall implement this law.
Written in Baghdad on the eighteenth day of the month of Jumada al-Akhira for the year 1383, corresponding to the fourth day of the month of November
for the year 1963.
Explanatory Grounds: The affairs of the Mosaic community were managed according to the Ministry of Justice order No. 1646 dated
10/21/1952 by appointing a head for the community and according to the instructions of the Administrative Council published in the Official Gazette
issue 4104 dated 2/15/1958, these instructions which were approved by the explanatory grounds for Law No. (109)
of 1963, by which the Jewish Community Law No. (77) of 1931 and its amendments and the regulations
issued thereunder were repealed.
In view of the issuance of the aforementioned law, it became necessary to reorganize the management of the community's funds, its endowments, its schools
and its other affairs, and for that reason this law was enacted.
