Offered for bidding: the intestines contract for the slaughter of the Musawiya (Jewish) community for one year starting from April 1, ⟦1926⟧ until ⟦...⟧
Under the following conditions :-
First - The contractor shall take in kind the intestines of sheep and goats (Ashayir and Taif) slaughtered in the slaughterhouse of the Musawiya community
in Baghdad, considering the hundred intestines at the value determined by bidding upon the contractor as follows.
Second - The contractor must receive the aforementioned intestines laid out in the slaughterhouse yard, and he is obliged to prepare the intestines
necessary for gathering and transporting them, and is obliged to give a daily signed receipt to the agent appointed by the Hakham Bashi
or the President of the Lay Council, and the said receipt shall include the number of intestines received by the contractor on that day.
Third - The contractor may not refrain from accepting and taking any intestines on the pretext that they are weak, small, cut,
or black; rather, he must take and accept them regardless of their condition, and any intestines he does not accept shall have their price charged to him
even if it is impossible for him to take them, based solely on the word of the official.
Fourth - The contractor to whom the contract is awarded must pay into the community fund in cash by way of deposit at ⟦...⟧ percent
of the value of one hundred and twenty thousand intestines, and this amount shall be credited to him from the final month and a half
payment. He is obliged to provide a reliable guarantor who undertakes the commitment of the contract. In the event of his inability to provide
a guarantor, he must increase the deposit to one-fifth of the contract value, and the total of the aforementioned deposit shall be deducted from the prices of the intestines
for the final two and a half months of the contract period.
Fifth - At the end of every fifteen days, the contractor shall pay in cash to the Hakham Bashi or to the President of the Lay Council the value of
the intestines reached within those fifteen days until the end of the contract period.
Sixth - If the contractor refrains from receiving the intestines or if he delays paying the value of what he received on time, then
the Hakham Bashi or the President of the Lay Council has the right to collect the intestines and sell them to others at the market price at the time, and the contractor shall be liable
for the decrease in price and expenses without the need for notifications and formal procedures. Whenever
the contractor is unable to pay upon maturity, the guarantor must pay upon demand without the need
for notifications and formal procedures.
Seventh - The number of intestines is derived from the total sheep slaughtered by the Rabbi from Taif and Ashayir, i.e.,
sheep slaughtered by the Rabbi, and thus the debt is established against the contractor to pay the price of their intestines, and furthermore, the Hakham Bashi
does not ⟦appoint⟧ someone to deliver the intestines to the contractor. The number of slaughtered sheep shall be recorded according to
the statement of the community official and the entry in his ledger, and the contractor has no right to object to it.
Eighth - If one of the butchers seizes intestines in the slaughterhouse from Taif and Ashayir belonging to the community and causes a delay
in delivering them to the contractor, the contractor must inform the Hakham Bashi in writing and identify the name of the seizer, and
the Hakham Bashi must then prevent the seizing butcher from slaughtering until he returns the seized intestines or
their value to the contractor.
Ninth - Only the written conditions included in this voucher are considered, and no oral statements made between the contracting parties shall be considered.
Tenth - The contractor must pay a half percent of the total contract value as a brokerage fee, and this amount shall be deducted from the original aforementioned deposit
and kept with the Secretary of the Lay Council without the presence of the auctioneer, and the contractor is obliged to complete the deposit.

First - The duration of the bidding for the meat collection obligation is for one year starting from September 1, 926, until August 31, ⟦927⟧ under the following conditions: -
1- The contractor shall collect the Kosher meat collection fee, which is two ⟦coins/units⟧ per kilo including eggs and kidneys, according to previous practice.
As for the 'Abar', i.e., the lamb found inside its mother's womb, it also belongs to the contractor, but he loses his right to claim
and protest regarding this if the government does not allow the slaughter of pregnant ewes. This fee is collected from the slaughtering that
takes place in the slaughterhouse of the community, Adhamiya, and Karrada, which is offered for sale to the Jews. -
Second - The contractor must pay to the community fund in cash by way of deposit ten percent of the total obligation amount,
and this amount shall be calculated for him from the amount of the last month and a half. As for the remainder of the obligation amount, it shall be paid in installments
in twenty-one installments, for each of which a promissory note is taken to the order of the Hakham Bashi in Baghdad in addition to the community fund.
The first of these is dated September 1, ⟦21⟧, 926, due September 15, 926, and each follows the other by fifteen days in a manner
that the last installment is due on July 15, ⟦927⟧. He is also required to provide a reputable guarantor who undertakes the obligation contract
and the promissory notes. If he is unable to provide a guarantor, he must increase the deposit to one-fifth of the amount,
and the total of the mentioned deposit shall be deducted from the installments of the last month and a half. -
Third - The maturity of each of the mentioned promissory notes is considered as a protest against the contractor and the guarantor. Therefore, if the
contractor or his guarantor does not pay one of the promissory notes upon its maturity or delays paying a portion of it, the Hakham Bashi or the President of the Lay Council
has the right to appoint an agent on his behalf to collect the fees and fulfill them for the contractor's account. In this case, he chooses to put
the fee revenues up for bidding again for the contractor's account and to recover the deficit from him or the guarantor and to hold them liable for whatever
loss results, without performing a protest or official procedures in all the mentioned cases. -
Fourth - If the butchers strike and refuse to slaughter sheep for any reason, or if they hoard sheep with the intention of making meat scarce
and raising its price for the Israelites, the contractor must provide sheep for slaughter to meet the needs of the Jewish community in Baghdad,
at least four thousand eight hundred kilos daily, and on every Friday, five thousand two hundred kilos ⟦4800/5200⟧ of Kosher meat.
If he does not comply with this condition and causes a meat shortage and a price increase, the Hakham Bashi or the President of the Lay Council shall be
free to either offer sheep for slaughter in Baghdad sufficient for the community's needs and charge the contractor for all the loss and damage resulting therefrom,
or to put the fee revenues up for bidding again for the contractor's account and recover the deficit from him and hold him liable for the resulting loss,
all of which without performing a protest or official procedures. -
Fifth - The contractor has no right to demand any reduction or compensation if, God forbid, heavenly or earthly disasters occur, or if
the government limits the amount of sheep for slaughter, or if selling Treif meat becomes difficult, or if the butchers refuse or strike from slaughtering
for any reason, or if they hoard sheep; rather, in all mentioned cases, the contractor must pay the installments at their maturity. -
Sixth - As is the current custom, no sheep are slaughtered during the nine days known as the Hebrew Ninth of Av, nor on either of the two days of Rosh
Hashanah, nor on Yom Kippur, nor on either of the two days of Sukkot, Pesach, and Shavuot. -
Seventh - The Hakham Bashi may prevent from slaughtering those butchers whose ill-treatment of the business is proven through verbal abuse or otherwise,
and the contractor has no right to protest by claiming that this caused a decrease in slaughtering. Also, since everyone who slaughters sheep ⟦sheep⟧ in the community slaughterhouse is required
to hand over the fees to the clerk assigned to it, the Hakham Bashi has the right to order the slaughterers to refrain from slaughtering for anyone who refuses to
hand them over, until the collection is made as a penalty. -
Tenth - The contractor must pay a brokerage fee of half a percent on the total amount, and this amount is deducted from the original deposit ⟦given⟧
and kept with the secretary of the Lay Council without the presence of the brokerage ⟦beneficiary⟧, and the contractor is obliged to complete the deposit
stipulated above.
Eleventh - The contractor who is awarded the contract must, within three days from the date of the contract under this receipt,
complete the necessary formalities by entering into the contract, signing the bonds belonging to the endowments, providing
the guarantor, completing the deposit, and receiving the contract. If, after this period, he neglects to complete one of the aforementioned
formalities, he is then considered to have reneged on the contract. Accordingly, the Hakham Bashi or the President of the Lay Council has the right to seize
the given deposit and shall have the choice to re-auction the intestines contract and collect the difference from the mentioned
deposit. He may claim the deficit from the contractor if the deposit is not sufficient to cover the difference, and the contractor shall be liable for the loss
and damage resulting from his reneging, without the need for notification or official procedures.
Twelfth - The undersigned does not pledge to grant the contract to the highest bidder, but rather is free to grant it to
whomever he wishes among the bidders or not to grant it to anyone.

Eighth - Only the written conditions included in this receipt are considered, and no verbal statements made between the contracting parties shall be taken into account.
Ninth - The contractor must pay a brokerage fee of half a percent on the total amount, and this amount shall be deducted from the original deposit given
at the Secretary of the Corporal Council without bringing the person of the broker, and the contractor is obliged to complete the deposit established above.
Tenth - The contractor who is awarded the obligation must, from the date of the obligation contract under this receipt within a period of three days,

Eleventh - The undersigned is not bound to award the obligation to the one who pays the highest price in the auction, but rather has the choice to award it to whomever he wishes
among the bidders or not to award it to anyone.
Twelfth - The following article has been added to maintain the discipline of the slaughter and to prevent confusion in the Taref and marking.
A - The contractor or the butcher has no right to compel or assign one of the slaughtering Rabbis to inspect the lungs; rather, the Hakham Bashi is free
to appoint any slaughterer to complete this procedure.
B - The Rawasoon (head-and-trotters workers) are not permitted to arrange rows of sheep heads outside the slaughterhouse unless authorized
by the Rabbinate slaughterers.
C - The contractor has no right to protest, object, or request compensation if the slaughterers withdraw from the slaughterhouse and stop
the slaughter due to contempt, verbal insult, or blasphemous words directed at them by the butchers.
D - The procedure for weighing the meat, i.e., the weighbridge, takes place in the butchers' market and may not be carried out inside or around the slaughterhouse.

After greetings,
I have learned that you have received the sum of eight hundred (800) Rupees as a promissory note from your side,
payable in the amount of 7628 Rupees, which was due at the end of last month and which you took
upon yourselves, in trust, to collect from the obligated parties and deposit the amount into the
Imperial Bank, and you request it to be credited against the rent of the National School.
Any expenditure, as you know, cannot be carried out without a decision being issued by
the Lay Council or an administrative decision from the Deputy Head of the Rabbinate. Since your council has not
convened yet to make a decision in this regard, and we are not currently able to issue any
administrative decision, your direct collection of the amount was contrary to the official
administrative procedures followed by this administration. Payment of any amount cannot occur without a withdrawal,
and a withdrawal cannot be made except by a decision, as mentioned before. Therefore, please submit the mentioned amount to
the bank as quickly as possible and inform us of the result immediately. Furthermore, upon the submission

Reference to your letter No. 2227 dated July 20, 1931
(1) It was the duty of the contractor of Al-Fadhila, according to the terms of the agreement concluded between him
and the President of the Jewish Physical Council, to provide sheep for slaughter despite the occurrence
of any strike or protest, and the Jews were ready to buy the meat
if the contractor had implemented the provisions of the agreement and provided the sheep for slaughter. Moreover,
the mentioned contract does not make us responsible for whether the meat offered for sale
was purchased by the people or not.
(2) The contractor's doubt regarding the purchase of meat by the Mosaic followers on July 23, 1931
was misplaced, as the slaughter and purchase actually took place on the mentioned day
in the best possible manner.
(3) I would like to draw your Excellency's attention to the fact that religious rituals forbid
Jews from slaughtering sheep and eating meat during the first nine days of
the Hebrew month of Ab, ending on the mentioned July 23, and that the absence of slaughter ⟦during the mentioned period⟧ was not due to the strike.
