Based on the principles of the progressive July 17th Revolution, in reinforcement of the revolutionary gains, to defeat ignorance and backwardness in the regions of our beloved country, and in confirmation of previous instructions, we ask everyone for more cooperation and to work sincerely to eradicate illiteracy from the shoulders of our people and to ensure the success of this vital project to which the revolutionary government and our leading party have given every care and attention. Anyone who is negligent in this field will be considered an obstructer who will be held accountable, while observing the following instructions and signing them for review and action accordingly.

Instructions to School Principals
1- The principal of the evening school whose building is occupied as an illiteracy eradication center shall be a permanent director.
2- Urge your school employees who have not been issued an exemption order due to age or certificate on the necessity of regular attendance at functional illiteracy eradication centers and follow up on that.
3- The administrations of schools whose buildings are occupied as illiteracy eradication centers must ensure the opening and closing of the center in the absence of a guard.
4- Provide possible facilities for male and female employees to reach their centers at the specified time.
5- Obtain the signatures of those concerned with working in the illiteracy eradication centers according to the staff lists issued by the Illiteracy Eradication Division and follow up on them.
6- All members of the teaching and educational bodies shall be included in the work at the illiteracy eradication centers near their schools for one time during one year, and no exemption or postponement is allowed.
7- The teacher (university students) shall be rewarded during the summer vacation after submitting a confirmation of that from the university.
8- Allocate a cabinet for keeping the records and files belonging to the center.
9- Meet weekly with the center director to identify the center's needs and work to overcome difficulties within the possibilities.
10- Provide the center's needs of records, stationery, chalk, permanent lighting, fans, and special facilities.
11- Place a sign with the name of the center and its type (popular) or (functional).
12- The principal of the school occupied as a center is responsible for delivering official letters arriving at the center and issued from it.
13- The administration of the school occupied as a center must request from the supplies department a stamp in the name of the center.
The administrations of the centers must observe the following points:
-1 Receiving the center on the specified date from the previous director.
-2 Receiving the records and merging what belongs to the center, noting that they are complete.
-3 The previous director must write the commencement of the new director and the detachment of the center's staff.
-4 The new director must write the detachment of the previous director.
-5 The new director must write the commencement of the new center staff and refer to the order issued for that.
-6 Observe the instructions regarding the progress of teaching and review the records and organize them according to the instructions.
-7 Secure the necessary books by visiting the Directorate.
-8 Observe the absences related to the functional centers and inform the personnel department of the employees.
-9 Every employee is transferred from one functional center to another functional center by means of transfer certificates with a photograph attached and certified by the Certificates Division in the Directorate.

Based on the approval of the General Directorate of Cooperation according to its letter No. 2552 on 1/4/1971
1 - It was decided to invite you to attend the General Assembly meeting of our association, which will be held at the headquarters of Al-Karkh Preparatory School
for Boys at exactly ten o'clock on the morning of Friday, 23/4/971, for the purpose of electing ten
members from the General Assembly as a founding body for the association. In the event that a legal quorum is not reached for the meeting,
it will be postponed until Friday, 30/4/971. All sisters and brothers must adhere
to attending at the time and place specified above.
2 - In the event that any member of the association is absent from attendance, an amount of
(half a dinar) will be deducted from their monthly salary in the event of their absence from the first meeting, and when this absence is repeated for the second time
(when a legal quorum is not reached), (one dinar) will be deducted for both meetings, in accordance with what was stated in
the provisions of (Paragraph 1 - A of Article 36 of the Cooperation Law No. 202 of 1970 regarding members who fail
to attend the meeting.

10- Male and female lecturers paid daily wages must sign in a special register for each lecture they actually conduct.
11- Organizing monthly lists for paid lecturers / Accounts Department in the Directorate to receive them.
12- Observing the progress of teaching and lectures in the plan book, providing remarks, having lecturers sign them, and monitoring their implementation.
13- Reporting the lecturer's absence as quickly as possible to secure a substitute lecturer and ensure the continuity of teaching.
14- Requiring male and female lecturers to provide visual aids.
15- A new section is opened in the center when the number of registrants reaches (15) people or more, after obtaining the Directorate's approval for that.
16- Persons whose ages exceed the admission age in official schools are accepted into the popular centers.
17- The duration of study for functional literacy is one and a half years, divided into two stages. An exam is held at the end of each stage, the results are recorded in special registers, and a certificate of stage completion is granted.

The following shall be followed during summer working hours in primary, intermediate, and preparatory schools regarding the start of hours and deleted hours:-
First - The working hours of the aforementioned schools shall begin as stipulated in the Secondary Schools Regulation No. 160 of 1968 and the Primary Schools Regulation No. 63 of 1968.
Second - Non-double shift primary schools:
The weekly lesson distribution schedule currently followed in double-shift schools in cities and rural areas shall be applied.
Third - Double and non-double shift intermediate schools for boys and girls:
The same instructions mentioned on pages 20-21 of the set of instructions for curricula, books, educational aids, and school administration No. 1 of 1967 shall be applied.
Fourth - Preparatory Schools
1- General Fourth Grade, and Literary Fifth and Sixth Grades:
A- Boys - The prescribed lesson distribution schedule shall be applied without deleting any hour.
B- Girls - The physical education hour and one hour of home economics shall be deleted.
2- Scientific Fifth Grade:
A- Boys - The physical education hour shall be deleted.
B- Girls - The physical education hour, the art education hour, and one hour of home economics shall be deleted.
3- Scientific Sixth Grade:
Boys and Girls - The physical education hour and the art education hour shall be deleted, and thus the number of weekly classes for girls shall be (31) classes.
Intermediate and preparatory schools covered by Kurdish studies
1- Non-double shift intermediate schools (Girls)
A- First Grade - The physical education hour and one hour of home economics lessons shall be deleted.
B- Second and Third Grade - The physical education hour and the art education hour shall be deleted.
2- Non-double shift intermediate schools (Boys)
A- First Grade - One hour of physical education and one hour of art education shall be deleted.
B- Second Grade - The art education hour and one hour of physical education shall be deleted.
C- Third Grade - One hour of art education and the physical education hour shall be deleted.
3- Preparatory Schools
A- General Fourth Grade and Literary Fifth Grade
Boys - The physical education hour shall be deleted.
Girls - The physical education hour and the art education hour shall be deleted.

In implementation of paragraph (f) of the decision of the Council of Education and Teaching taken in its fourth session held on 25 / 2 / 971
which was communicated to us by the Council Secretariat's letter number 8850 dated 3 / 3 / 971 . It was decided as follows:-
1- Deductions for participation fees in the magazine from salaries shall stop, and fees shall be collected in cash from all participants.
2- The director of each school shall collect participation fees from the teaching staff and school employees at a rate of (250)
fils (two hundred and fifty fils) for each participant upon the payment of the June 971 salary and transfer the collected amount
by postal order (after deducting the transfer fees) within a period not exceeding one week to the magazine committee in the Directorate of
General Technical Affairs / Directorate of Training .
3- The school director shall organize a list of names of teachers, instructors, and employees who have paid the subscriptions and send it to
the committee of the New Teacher magazine in the Directorate of General Technical Affairs / Directorate of Training for the purpose of marking them in the
participation records and sending the magazine according to the number of participants .
4- For schools located in Baghdad or its suburbs or in cities near Baghdad, participation fees may be delivered
with a list of participants' names to the magazine secretary against a receipt from him for that .
5- Education accountants in your directorates shall collect participation fees according to the method shown in paragraph (2) above
from inspectors and employees subscribed to the magazine after distributing the June 971 salaries and transfer the amount with the list
of participants' names to the magazine committee as shown in paragraphs (2) and (3) .
6- Subscription to the New Teacher magazine is mandatory for all members of this ministry including inspectors, teachers, instructors, and administrative
staff and others. School administrations and directorate accountants must notify the ministry of the names of those who refuse to pay
participation fees to take the necessary measures against them .
7- A special record for the New Teacher magazine subscriptions must be kept in every school and directorate of education in which the names
of participants, total participation fees, transferred amounts, receipt numbers, and letters are recorded, while keeping the transfer receipt and
receipt notifications. This record shall be subject to audit and inspection.
8- These instructions shall be implemented effective from 1 / 4 / 1971 .

The instructions and directives issued by this Ministry in the form of circulars to notify members
of the teaching and educational bodies in their schools, especially those that include educational policy
and its new goals and reflect the requirements of the present and future stage to keep pace with our revolutionary
leaping renaissance that addresses aspects of our industrial, agricultural, social, health, and cultural life to change them
for the better. These instructions and directives will not achieve the required results by merely signing
them (and this signature is often delayed), but rather they need to be studied and discussed to put them
into practice thereafter. Therefore, we request that you inform your schools of the necessity of following what follows regarding them:
1- Holding a meeting of the teachers' or instructors' council in which the circular is spent for discussion and deliberation
and expressing opinions about it for the sake of its implementation.
2- Keeping a special register for each circular that arrives at the school to be recorded in it and signed by
the teachers or instructors thereafter.
3- The school assistant shall be responsible for recording in it and with the director's endorsement.
4- This register shall be one of the school registers that have their importance and are subject
to inspection.
And the director is responsible for handing it over to whoever succeeds him in administration upon transfer.
5- If there are administrations of some schools that have organized such a register, there is
no objection to keeping it while taking into account what was mentioned above.

Based on Article (6) of the Provinces Law No. 159 of 1969 and based on what was presented by
the Minister of Interior.
We have decreed the following:-
The creation of a sub-district in Baghdad Governorate named Al-Jisr Sub-district, with its center being (Qasbat Jisr Diyala), and it shall be linked
to Al-Mada'in District, and the districts whose numbers and names are shown below shall follow it.
(10) Al-Tuwaitha, (11) Al-Jariniya, (12) Abu Thila, (14) Al-Samadiya, (15) Jurf Al-Nadaf
and (16) Al-Karghuliya, (17) Al-Khanabi, (18) Al-Huwayja, and (19) Umm Al-Abid / Al-Mada'in Sub-district
