It was decided in the session of the Revolutionary Command Council held on 19 / 9 / 1971 to circulate
the fight against manifestations of effeminacy among your male employees, especially the issue of "Beetles" hair - long
sideburns, and preventing female employees from wearing excessive makeup during official working hours, and holding heads of departments accountable for non-
implementation of this.
Nations that build purposeful plans in all social, military, national, and educational fields
cannot have ambitions like those of the Arabs and their inclination toward unity and gathering the national fragments and adopting educational
formulas that build youth and the generation so that they find hardships easy and find death sweet for the sake of the nation
and the homeland. Iraq, as a country that forms an integral part of the Arab homeland and is considered a fundamental pillar in the national
construction and the hope of the Arab nation in achieving its great goals, the most important of which are Unity, Freedom, and Socialism.
The Revolution in Iraq, which raises these slogans and adopts them in word and deed and continues to practice them every
minute, cannot allow the spread of the phenomenon of automatic blind imitation of the habits of the decadent Western
bourgeoisie and Zionism. For these bad habits and disgraceful behavior in
dress, clothing, effeminacy, lengthening hair and sideburns, excessive makeup, and wearing short and tight clothes
will only lead to the corruption of the generation and are therefore completely contradictory to the goals of the Arab Ba'ath.
And out of our confidence that guidance, advice, and firm monitoring constitute the basic rule for correcting this
deviation, we have great confidence that our sons and daughters will be among the first to respond to this if the
disadvantages of these habits and their contradiction with the national goals of the homeland and with the possibilities of its fateful
battles are explained to them.
And following the method of guidance, advice, and monitoring is better than following the method of direct intervention
through the police.
So we hope to start this immediately, each within the limits of his duty and specialization and within the method
and plan he deems appropriate, whether in the school, college, department, class, factory, office,
or club, and to inform us of anyone who violates your instructions. Officials in sequence will be
subject to evaluation and accountability if some of these phenomena are found in their departments or within the limits of their responsibilities.
Please adhere to the above and implement it with full precision.

The Arab Organization for Administrative Sciences announces its need for employees to fill the main positions
therein, and their details are as follows / -
First / Position of Assistant Director General (Minister Plenipotentiary) with a fixed annual salary of 1800 Egyptian Pounds. It is required
that the applicant be a senior specialist in administrative sciences or public administration among those holding a
PhD or at least a Master's degree in one of the branches of administrative sciences.
Second / Center Director (Consultant) of the first grade with a basic annual salary starting from 1320 to 1800 Egyptian
Pounds to fill the position of Director of the Arab Center for Administrative Consultations. The applicant is required /
1 / To hold a PhD in one of the branches of administrative sciences with at least five
years passed since obtaining it, or to hold a Master's degree in one of the branches of administrative sciences with at least
seven years passed since obtaining it.
2 / To have scientific and practical experience of no less than fifteen years after the first university degree for
PhD holders, and sixteen years for Master's degree holders.
3 / To have published research and works in the field of administrative sciences.
4 / Full proficiency in either English or French.
Third / Chief Researcher (First Secretary) of the second grade with a basic annual salary starting from 840 to 1500 Egyptian

The July 17 Revolution came to address internal conditions and alleviate the burden on citizens to restore
to Iraq its bright Arab face and eliminate the social diseases that restricted the people for many years.
Since the early days, it has taken positive and rapid steps to address these diseases and achieved accomplishments
that previous governments failed to realize. Given what we know of the awareness and perception of the educators of the generation
regarding the massive achievements taking place in this country in various aspects of life, and given the historical responsibility
borne by educators in raising the generation of the revolution, each of them must clarify these achievements that have been and are being
carried out by the revolution for their student children. They should seize all opportunities and occasions every day to introduce them to everything
happening in this country of many achievements ⟦which⟧ are being realized by their mighty revolution under the leadership of the struggling President, the Majestic Ahmed Hassan
al-Bakr, and to raise the awareness of our students about the leaders of our revolution, the revolution of the toiling masses, the revolution of unity, freedom, and socialism. And given
what the Minister of Interior noted regarding the lack of awareness of some basic facts among some female teachers, therefore
please follow up on the developments and achievements in this country and convey them to our student children with all honesty and sincerity, and notify
all male and female teachers of this, obtaining their signatures on this letter of ours, and working together to build a
unified socialist society. Thank you.

On the occasion of the holy month of Ramadan, the following instructions shall be applied in primary, intermediate,
and preparatory schools regarding the start of school hours and the specified periods.
First - The school hours for the aforementioned schools shall begin as stipulated in the Primary Schools Regulation No. 63 of 1968 and the Secondary Schools
Regulation No. 60 of 1968 regarding winter hours, and the Directorate of Education may exercise its authority to advance
or delay these hours within the limit of half an hour.
Second/ The duration of a lesson during the holy month of Ramadan only shall be (40) minutes in intermediate and preparatory schools.
Third/ Regarding non-double-shift primary schools in cities and rural areas.
The weekly lesson distribution schedule followed in double-shift schools in cities and rural areas shall be applied. The total number of lessons
in the fourth, fifth, and sixth primary grades shall be (30) periods, and for this purpose, one period of physical education
and another of art education shall be deleted in each of the three mentioned grades.
Fourth/ (1) Regarding double-shift intermediate schools:-
A/ For boys - The full prescribed lesson schedule shall be applied without deletion in the three grades.
B/ For girls - One hour of physical education and one hour of art education shall be deleted in the first grade, and one hour of
physical education shall be deleted in the second grade, and the art education period shall be deleted in the third grade, thus making the total
periods in the second and third grades for girls (31) periods per week.
(2) Regarding non-double-shift intermediate schools:-
A/ For boys - One hour of physical education shall be deleted for the three grades. Thus, the total weekly periods in
these grades shall be (31) periods.
B/ For girls - In the first and second grades - one period of physical education shall be deleted.
In the third grade, the art education period shall be deleted, and thus the total number of hours for the mentioned grades shall be (31)
periods per week.
Fifth/ Regarding preparatory schools:-
(1) The general fourth grade, the literary fifth, the scientific sixth, and the literary sixth -
(A) For boys - The full prescribed lesson schedule shall be applied without deleting any hour.
(B) For girls - One hour of home economics shall be deleted in the general fourth, literary fifth, and literary sixth, while in
the scientific fifth, one hour of home economics shall be deleted. And one hour (alternating) of
physical education and art education, and thus the total weekly periods shall be (31) periods.
(2) The scientific sixth grade:-
(A) For boys - The physical education and art education periods shall be deleted alternately every week.
(B) For girls - Both physical education and art education periods shall be deleted, and thus the total periods for boys and girls shall be (31) periods
per week.
Sixth/ Regarding intermediate schools covered by Kurdish studies.
(A) Non-double-shift boys' schools - The same lesson schedule prescribed for double-shift boys' schools shall be applied.
(B) = Girls = = = currently in effect without deleting any period.
(C) = Double-shift girls - The home economics period shall be deleted in the second and third grades.
Seventh/ Regarding preparatory schools covered by Kurdish studies.
(1) The general fourth grade, the literary fifth, and the literary sixth.
(A) For boys - The lesson schedule currently in effect shall be applied in full without deleting any hour from it.
(B) For girls - (for the general fourth and literary fifth grades) - The art education hour shall be deleted, and in the literary sixth grade
one hour of home economics shall be deleted.
(2) The scientific fifth grade/-
(A) For boys - The physical education and art education hour shall be deleted alternately.
(B) For girls - = = = = (alternately) as well as the home economics hour.
(3) The scientific sixth grade/-
(A) For boys, the physical education and art education hour shall be deleted alternately.
(B) For girls = the physical education hour and the art education hour.

Please kindly circulate to the school administrations affiliated with your directorate to form a health committee
in each school and provide a pharmacy in it, as detailed in the points below, and inform us.
First: School Health Committee: This committee is formed under the chairmanship of the Director or one of the teaching staff members,
preferably those who have attended health courses, and some students, and they are assigned the following tasks /-
1- Maintaining general cleanliness in the school.
2- Keeping the sanitary facilities clean and inspecting them daily more than once for this purpose and taking
necessary measures to repair any deficiencies that may occur.
3- Preserving drinking water and ensuring it is used by students in a healthy manner without contamination
and without the student's mouth or hands touching the source of drinking water.
4- Health education and guidance by all available means.
5- Full supervision of food and drinks sold in the school shop.
6- Other health and preventive matters that require the committee's efforts.
Second: School Pharmacy: Its purpose is first aid, and it contains the following materials /-
1- A quantity of cotton, gauze, lint, and various bandages.
2- Iodine tincture and Azulafin solution.
3- Sterilized alcohol.
4- Hydrogen peroxide.
5- There is no objection to the presence of Aspirin.
These materials are supplied from the school's finances (either from school activities, the shop, or any other source, and in
the event that this financial source does not exist, we are ready to supply them after presenting the matter to the Directorate of
Education and its endorsement.

Clarifications and directives of specialist inspectors for women's subjects and art education for school principals
of intermediate and preparatory schools.
1- The school principal must follow up with the teachers of women's subjects and art education to prepare the
annual and daily teaching plan, and the annual plan is to be submitted to the school administration for the purpose of following up
its implementation during the academic year.
2- Principals must rely on preparing a teacher observation record (for visiting teachers) while
taking into account the following notes.
A- The number of observations by the principal must not be less than two during the academic year for each teacher
and she must record in each observation the following notes.
The teacher's personality, her ability to distribute questions, the method of presenting the class during practical training
for practical lessons (Home Economics).
3- The school principal must distribute the hours required for intermediate study as follows / -
First Grade
2 periods of Home Economics 2 periods of Art Education
Second Grade
2 periods of Home Economics 1 period of Art Education, the two periods are taken together and the class is divided
into two sections / a section for needlework and sewing / and the other section for home economics.
Third Intermediate and Fourth Grade
1 hour of women's subjects 1 - Art Education
Let the lesson be two hours for the first week (for women's subjects) and two hours for art education in the second week

4 - The school principal must prepare for the inspector the students' work for the current
academic year according to the curriculum distribution over the months of the year (annual plan) before the mid-year, and the mid-year exam papers
for drawing ⟦and embroidery⟧, and notebooks for home economics, child rearing, and the kitchen.
5 - The principal must provide the teaching aids available at the Teaching Aids Center regarding
nutrition, child rearing, cooking, and sewing.
6 - Regarding observations and exhibition visits, the principal must inform the specialized teacher to divide
the students into groups, and a report on the observation is to be submitted to the teacher to be viewed during the inspector's visit.
7 - The principal must prepare a special file for everything related to the directives of women's subjects and art education and hand it
to the specialized teachers at the beginning of the school year to review and act accordingly.
8 - Forming a committee for women's and art subjects and preparing a special record to document all decisions and extracurricular
activities completed by the committee. This record shall be subject to inspection and contain minutes of meetings
and activities.
9 - Attempting not to use or hang any old teaching aids or old school bulletins; rather,
artistic bulletins must be linked to the prescribed curriculum materials and contain renewed ideas
and innovations in various aspects of the arts.
10 - The principal must provide a room or hall for drawing, needlework, and sewing, containing a permanent exhibition
of the students' production for the current year. A barrier ⟦shall separate⟧ the sewing room and home economics if
sufficient rooms are not available, with an emphasis on conducting practical lessons.
11 - The responsibility for the school canteen must be distributed among the art education and women's subjects teachers
who have not completed their full teaching load. A teacher is not asked about the canteen if she has completed the prescribed load.
12 - Auditing the school donations record and ensuring the correctness of spending the amount allocated for artistic activity.
13 - Emphasizing the showing of films (cinematic screenings) for all art lessons for students and benefiting from
model lessons for art classes as well.
