The Revolutionary Command Council - Secretariat Office informed us in its letter No. Y / 223 / 105 on 10/18/1971
that some ministries have persisted in granting higher salaries and grades or providing some encouraging material privileges
to employees to attract them within their cadres and benefit from their competencies and specializations at the expense of the ministries
and other institutions in which they work, which led to many employees leaving their ministries
and their original departments in pursuit of those privileges.
The Revolutionary Command Council approved in its session held on 10/10/1971 to put an end to these initiatives and prevent
the appointment or transfer of employees from a ministry, department, or public institution to another before taking the opinion of their ministries or departments
or the public institutions in which they work, and the ministry that wishes to meet its needs for employees must present
that to the Council (Secretariat of the Revolutionary Command) to decide on its matter in light of the justifications presented.
Please implement this and act accordingly.

Based on the provisions of paragraph (a) of Article (42) of the Interim Constitution
The Revolutionary Command Council decided in its session held on 10/24/1971 the following:
1- The period of stay for those dismissed, expelled, isolated, and retired for
political reasons outside of service is considered continuous service for the purposes of promotion and retirement.
2- This decision includes all those described in the first paragraph thereof, whether they were reinstated to service
before the July 17 Revolution or after it.
3- Financial differences in salaries and allowances for the period
prior to 4/1/1972 shall not be paid to those covered by this decision.
4- This decision does not include those for whom the period of stay outside of service was calculated and were reinstated to service -
at their entitled grades or at higher grades.
5- The ministers shall implement the provisions of this decision.

1- Literacy centers are considered official; their graduates are accepted into the second stage in the fourth grade of primary school.
2- It is permissible to conduct an exam for graduates of the second stage by a school committee at the level of knowledge

During our inspection of the conditions of primary schools on the 18th of the current month, we noticed that a conscious awareness
of the content of the glorious July 17th Revolution or an understanding of its great achievements does not exist in the required sense.
Even three members of the teaching staff in some schools were unaware of whether there is a Prime Minister or not, and
the majority in the early grades were ignorant of many key matters regarding the revolution and its leaders.
If there had been interest in national education and special care for progressive nationalist education in these schools, the situation
would not have been as described. Therefore, we consider the headmasters, headmistresses, and teaching staff therein directly responsible
for spreading national sentiment and instilling a progressive, revolutionary, socialist nationalist sense, and providing a clear picture of the form
of government, following its massive achievements and its complete care for serving the people in all aspects of life, and raising the rising
generation on the love of the homeland and loyalty to the July 17th Revolution and its sincere leaders, headed by His Excellency the President,
the struggling Field Marshal Ahmed Hassan al-Bakr.
While we express the above, we are at the same time confident in the response and action accordingly, but we
warn those few who may have a sickness in their souls; let them know in advance that the reckoning with them will be a
severe reckoning if any negligence, hesitation, or bad faith in this matter reaches the knowledge of the officials.
In conclusion, we ask God that we all live up to the expectations of our responsibilities.

at a rate of 5% of the number participating in each course. Note that there are two courses to be held by the Training Unit
in our directorate, the first for primary school principals on 27 / 11 / 1971 for a period of one month
and the second for modern mathematics for first-grade teachers on 4 / 12 / 1971 for a period of one month.

The Flag of the Revolution

Further to our circular 15390 on 10/21/1971, please instruct all Directorates of Education
to circulate to primary schools for boys and girls the necessity of celebrating the flag-raising every Thursday, provided
that members of the teaching staff, on a rotating basis, and some of the gifted students, undertake the recitation of poems and national
speeches that introduce female and male students to basic information about the Arab Socialist Ba'ath Party, especially
the date of its founding, its leaders, and its great sacrifices made through its long struggle for Unity, Freedom, and Socialism,
and to speak about the blessed July 17 Revolution, its lofty principles, its extensive achievements, and its effective ambition for
the sake of serving the people, all the people, without distinction or discrimination, and highlighting its leaders, headed by His Excellency the President of the Republic, the Leader
the Majestic Ahmed Hassan al-Bakr, and instilling a good sense in the souls of the youth of what this mighty revolution and the
pioneering leading party, the Arab Socialist Ba'ath Party, deserve in terms of appreciation and reverence.
Furthermore, we emphasize the necessity of students singing national anthems that reinforce these concepts and kindle enthusiasm in
the souls of the rising generation and bind them to the Revolution and the Party with firm faith and sincere determination.
Note that I will follow up personally or through whoever represents me to implement the content of this statement.

Numbered 13113 on 31 / 10 / 1971, it was decided to allow the entry of the books mentioned in the attached list
to the libraries mentioned opposite each of them, provided that they are purchased optionally from the markets and from the proceeds of donations
school-specific library activities and according to the school's need for them, and provided that the purchase is carried out by
the school's library committee. It is strictly forbidden for individuals to visit schools for the purpose of selling or buying them
from them, in accordance with the decision of the Revolutionary Command Council and the instructions notified to you. We emphasize not selling any type
of books or magazines to students compulsorily, and adhering to the fixed price opposite each of them when purchasing them
optionally from local markets.

Further to our letter No. 39611 on 25 / 7 / 1971.
1. The male or female assistant of a single-shift school shall teach 10 classes per week after being exempted from their quota.
2. In the event that the school is double or triple-shift, the male and female principals of those schools shall meet to select a male or female assistant from those schools to teach their employees upon receipt of this letter of ours, noting that the teaching [duty] is for the assistant who does not teach their quota first.
3. The working hours shall be as follows:
1. If the shift of the assistant who is teaching in double-shift schools is in the morning, the employees of the other schools sharing the building with that school must attend two hours before the end of the morning school shift.
2. If the shift of the aforementioned assistant is in the afternoon, the employees of the morning school must remain at the school for two hours to receive lessons.
4. The assistants assigned to teaching must note the following:
1. Requesting the male or female employee to provide a certificate of confirmation from the previous center regarding the stage they were in, and in the event that they do not obtain such confirmation, the necessary test shall be conducted by you to determine the stage they deserve.
2. The male or female employee for whom an exemption order has been issued shall be exempted from attendance after requesting the administrative order issued by the Illiteracy Eradication Department.
3. Anyone who has exceeded the age of forty-five and for whom no order has been issued shall be exempted from attendance after verifying their civil status record and informing us so that we may take the necessary action.
4. A statistic shall be sent as follows, and delivered by hand to the Illiteracy Eradication Department for the purpose of clarifying the instructions.
