(( Text of the Statement ))
In implementation of the provisions of the Mobilization Law No. 12 of 1971 regarding conducting experiments and practices, and based
on the provisions of Article Sixty-Six of the Military Service Law No. (65) of 1969, as amended,
and with the approval of the Minister of Defense, the following is decided:
1. Calling members of the nineteenth reserve course, the first and second batches of officers and training warrant officers,
to report to our directorate to confirm their current addresses and all required information about them.
2. Those covered by Article (1) above shall report to the General Directorate of Mobilization and Statistics starting from Monday,
November 29, 1971, until Wednesday, December 8, 1971. Anyone who delays in
reporting will be considered a defaulter and will be held accountable under the provisions of the two aforementioned laws and other applicable laws.
3. Members of the aforementioned course who were not granted the rank of reserve combat officer or warrant officer shall report to their recruitment committees
along with their birth cohorts and in accordance with the statements broadcast in this regard.
4. Our directorate will take all appropriate measures to facilitate the reporting of citizens and secure the above purpose. All
those covered by this call must bring their military service books, service completion documents, or any official document
proving their affiliation with the aforementioned course for this purpose.
5. Those covered by the above call who are outside Iraq shall report to the Iraqi diplomatic missions and bodies
in the country where they are located to confirm the required information about them.

We would like to clarify that Article 20 of the Arab Postal Convention in Khartoum 1958 stipulates
the following - Correspondence exchanged by surface mail between the Post, Telegraph and Telephone administrations
in the Union and between them and the Permanent Office shall be exempt from postal fees. Correspondence
exchanged by the same route between the governments of the Union countries and the General Secretariat of the League of Arab States
and its branch offices operating in the Arab Postal Union countries shall also be exempt from the same fees.
As for sending the correspondence in question by airmail, it is subject to the following airmail fees
only, as listed below / -
Letters for every 10 grams or part thereof 10 fils
Postcards = 10
(Postcard)
Printed matter for every 25 grams or part thereof = 10
Small packets for every 100 grams or part thereof = 50
Based on this, correspondence issued by the government departments of the Republic of Iraq and addressed
to the General Secretariat of the League of Arab States and its branch offices operating in the Arab
Postal Union countries shall be exempt from postal fees if sent by surface mail, but if
sent by airmail, it shall be subject to the convention airmail fees shown above.

Today, the tenth of December, marks the anniversary of the issuance of the Universal Declaration of Human Rights
The Secretary-General of the United Nations has requested in his letter numbered (
and dated 10/22/1971 from member states to commemorate this anniversary and celebrate it in an
appropriate manner. Since the Iraqi Republic has been accustomed to meeting the Secretary-General's request every year, we
propose that this year's celebration consist of the following activities:
1/ Circularizing universities, institutes, colleges, and schools to highlight the importance of the Universal Declaration
of Human Rights and introduce its objectives in a manner appropriate to the students' level.
2/ Requesting the media, especially radio and television, to allocate appropriate time in
their programs to explain the importance of this anniversary and distribute publications related to this occasion.
Furthermore, it is known that celebrating this day is a good opportunity to demonstrate Israel's violation
of Arab human rights in the occupied Arab territories and expose its barbaric acts
and its inhumane behavior in this field, and to refute the decisions of all international organizations, conferences,
and committees that investigated its behavior.
Please inform us of the measures you take in this regard.

Decision of the Guarantee Fund Committee
Based on Article Fourteen of the Internal Regulations, the Guarantee Committee met on Sunday, corresponding to
7 / 1 / 1971 and issued the following instructions: -
First - Treatment Grants: -
A - Inside Iraq, in the amount of -/ 50 Dinars
This grant is given inside Iraq in the amount of -/ 50 fifty Dinars in the following cases for a male or female union member
for one time only, and he/she must submit a written request through the union branch to which he/she belongs, stating the name,
father's name, grandfather's name, surname, and union identity number.
1/ Those afflicted with a disease that requires purchasing quantities of blood as a result of surgical operations.
2/ Those afflicted with a disease that requires staying in a public hospital for a period of no less than (25) days and (15) days in a hospital
private, with a recommendation from the medical committee to continue treatment for a period of no less than ten days.
3/ Those afflicted with dangerous diseases such as cancer, tuberculosis, and schizophrenia, supported by medical reports and continuous treatments
according to the rules, and they have the choice to receive it during treatment or after recovery.
B - Outside Iraq - in the amount of -/ 100 one hundred Dinars
1- A grant of -/ 100 one hundred Dinars is given to the union member or those he legally supports (wife, children - parents), excluding
the husband in the case of a female union member, and for whom the medical committee deems it necessary to travel outside Iraq for the first time
according to a medical report certified by the Exceptional Committee or from the Ministry of Health, provided that a written request is submitted
through the union branch to which he belongs and before his travel for treatment; otherwise, his right is forfeited.
2- In the event that a male or female union member exhausts the treatment grant inside Iraq, the amount of
the previous grant is completed to -/ 100 one hundred Dinars for the purpose of benefiting from it for treatment outside Iraq.
3- If the union member or those he legally supports is not cured of his illness or is afflicted with another illness, he may request another grant
for treatment outside Iraq within a period of no less than one year from the date of his first travel, and it must in
this case be stated in the medical report issued by the medical committee mentioned in paragraph (1) above
the impossibility of treating the aforementioned union member or those he legally supports inside Iraq.
4- The male or female union member or those he legally supports must submit, after returning from outside Iraq
within a period not exceeding one month, proof of his treatment outside Iraq; otherwise, the grant will be recovered from him in the manner
decided by the committee (and he must submit the medical report translated and certified according to the rules).
5- The grant for treatment outside Iraq is paid to one of the two members (spouses, father and mother) once for the same patient
whom they legally support.
Note: - Requests for which the committee decides a grant or rejection are not returned to the male or female union member; rather, only
the result is given.
Second - Periodic Subsidies
Clarifying Article Fifteen of the Guarantee Fund Law and Article Eighteen of the Internal Regulations,
the following principles are followed in calculating periodic subsidies.
A- If he becomes unable to practice the profession due to illness or disability before completing the legal period for retirement, provided that
his disability is supported by a medical report from an official medical committee, the following is allocated to him: -
1- A minimum amount of -/ 10 ten Dinars.
2- One Dinar is added for each individual he legally supports (wife - children - parents).
3- 150 / - two hundred and fifty fils are added for each year of service after the fifth year, and fractions of a year
are considered a full year for this purpose.
4- If it is proven to the Fund Committee that the financial situation of the disabled person does not require a periodic subsidy, then all the
money accumulated for him in the fund shall be paid to the member according to Article (16) of the law, unless
he has received a previous subsidy equivalent to what he paid to the fund.

will rise to the level of what the July 17 Revolution aspires to in building a prosperous society capable of keeping pace with the spirit of the times
