It has been observed that some schools have not adhered to the observed instructions which stipulated the necessity of maintaining and sustaining
state property and funds. In addition to that, we have noticed a lack of any coordination and matching between the records of
some schools and the records we have. This discrepancy has created a complexity in creating the necessary capabilities
to facilitate the task entrusted to us, which focuses on ensuring the public interest. Based on
this, we list our instructions, hoping they will be adopted and followed:
1- All school administrations must inform the Supplies Department of all materials purchased through
various donations for the purpose of registering them in our records after the school administration takes the necessary measures
at the time.
2- When sending books or purchase lists, the price of the item, the sequence, the page, the author's name,
and the source of issuance or printing must be fixed, and this must also be fixed in the school record.
3- Provide full specifications and measurements for the material supplied to the school and fix that in
its records and in the handover and takeover lists.
4- Some school administrations have not adhered to recording by occupying sequence numbers in a regular manner for the materials they
acquire through purchase or supply. It has been observed that some of them left many sequence numbers blank.
We hope to remedy this and occupy those blank numbers and inform us of that through official correspondence
or by visiting the Supplies Department.
5- School administrations that keep old, unorganized records must visit this department for the purpose of organizing
new records. Likewise, schools for which records have not been organized until now should visit us for the purpose of opening
new records for them, while bringing all documents and output lists issued by the Supplies Department
and the school to be included in the aforementioned records.
6- Rely on the attached form when preparing handover and takeover lists. We prefer the attendance of the school
principal (male or female) with their records for the purpose of conducting a full audit and matching and to verify shortages and surpluses.
Let everyone know that this Directorate will hold the negligent accountable in a way that ensures the public interest.
We also hope that cooperation with this department to complete the joint work between us is everyone's goal, and God is the Granter of success.

for Arab youth, commemorating the fifth day of July 1962, the day on which the Algerian youth achieved
comprehensive victory for their nation after engaging in a heroic struggle. Which is considered a symbol of the Arab people's defense

the census of Al-Thawra City for the functional literacy project - we have decided to extend the study period until

Second: All male and female teachers of Al-Rusafa Education must attend in
Al-Thawra City on Friday, 3 / 7 / 1970, at six o'clock in the morning for the purpose of the census

With reference to your letter No. 736 on 6 / 4 / 1970 regarding the request for assistance for sick members of your union to travel
outside Iraq on our planes, we list below the conditions mentioned in paragraph 20 of the Board of Directors' resolution No.
244 taken on 13 / 10 / 1966 regarding granting discounted tickets to these patients, hoping they will be observed
when submitting their requests to us for consideration, please.
1- Granting the financially incapable patient a free or discounted travel ticket, provided that this is supported by a medical report from the Higher
Committee on the necessity of his treatment outside Iraq with a certificate of poverty.
2- Granting the patient's companion a travel ticket discounted by 50% to 75% according to the financial circumstances of the patient and the companion.
3- The Chairman of the Board of Directors of this Service is authorized to implement what is stated in the resolution and paragraphs 1, 2
above.

Since results are one of the means to evaluate the efforts exerted by the teacher and the school
it is necessary in this case that complete care be given to the examination questions in terms of their formulation, their coverage of the curriculum, and not being limited
to a limited period of the school year so that they give a clear picture of the students' abilities, while maintaining
their harmony with the scheduled time.
Therefore, we request that all intermediate and secondary schools, teachers' institutes, arts, commerce, and other schools

Based on Article (6) of the Governorates Law No. 159 of 1969 and based on what was presented by
the Minister of Interior.
We have decreed the following:
1- Disconnecting the provinces whose numbers and names are shown below from the Shatt al-Arab sub-district and attaching them
to the center of Shatt al-Arab district, Basra Governorate: (12) Al-Tanuma, (13) Kardalan, (14) Nahr Hassan,
(15) Al-Kabasi al-Kabir, (16) Al-Kabasi al-Saghir, (17) Al-Jazirah al-Ula, (18) Al-Jazirah
al-Thaniya, (19) Al-Jazirah al-Thalitha, (20) Al-Jazirah al-Rabi'a, (21) Al-Houta, (22) Bab Jalih,
23 Katiban, (24) Al-Zuraiji, (25) Al-Zuraiji lands, (26) Al-Sabakh and Al-Mour, (28) lands of
Al-Bayan farms, (29) lands of Bab Zaid farms, and (30) lands of Katiban farms.
2- Changing the name of Shatt al-Arab sub-district to Utba sub-district and moving its center from the town of Al-Tanuma (center of Shatt al-Arab district)
to the village of Al-Du'aiji, and it shall be linked to the Shatt al-Arab district, followed by the provinces whose numbers
and names are shown below.
(1) Al-Tawila, (2) Al-Bawarin, (3) Al-Du'aiji, (4) Al-Sulaymaniyah, (5) Nahr Jassim, (6) Kut
Sawadi, (7) Kut al-Dawwam, (8) Kut al-Jou', (9) Northern Al-Ajrawiya, (10) Al-Fayhaa,
(11) Southern Al-Ajrawiya, (22) Al-Akwat farm lands, (31) Kut Hamlan, (32) Al-Shalha,
and (33) Al-Bawar / formerly Shatt al-Arab sub-district.
Its administrative boundaries shall be as follows: -
The boundary starts from the meeting point of provinces (27) and (28) at the Iraqi-Iranian border, then moves
westward following the northern border of province (27) until it meets the meeting point of provinces
(28), (14), and (27), then continues following the western border of province (27) until the meeting point of this
province with provinces (8) and (12), and the boundary continues following the dividing line between provinces (8) and
(12) until their boundaries meet Shatt al-Arab, then it turns south then east following the Great Shatt al-Arab
until it reaches the meeting point of province (1) with Shatt al-Arab, where the boundary moves north following
the boundaries of province (1) until it reaches the meeting point of this province with the Iraqi-Iranian border,
and from this point the boundary moves east then north following the international borders between Iraq
and Iran until it reaches the meeting point of provinces (27) and (26) at the Iranian-Iraqi border, which is
the point from which the description began.
The Minister of Interior shall implement this decree.

We have decreed the following:
The creation of a district in Sulaymaniyah Governorate named Dukan District, with its center at the Dukan Dam site, District
(47) Topzawa. The sub-districts of (Surdash) and Chinaran shall be attached to it, and its administrative boundaries shall be the external
boundaries of the two aforementioned sub-districts.
The Minister of Interior shall implement this decree.
Written in Baghdad on the sixteenth day of the month of Safar, year 1390
Corresponding to the twenty-second day of the month of April 1970.

The Minister of Interior shall implement this decree.

For several years, the curriculum components of Life Education for the first, second, and third grades of primary
school have been taught without a prescribed textbook for the student or a guide for the teacher, in addition to the constant complaints about
the curriculum components themselves.
Among the important projects currently being undertaken by the Ministry of Education, regarding the change
and development of curricula and books, is a project to author books for the subject of Life Education with a teacher's guide on how
to teach it. In order to complete the project in all its aspects, we ask our brothers and sisters, the teachers, to provide us
with whatever chants, songs, and stories they have that are appropriate for the level of students at this stage, even if they are in the
colloquial dialect, for the purpose of unifying them and including them in the new books, which are expected to be ready during
the academic year 1971/1972.
Note - The aforementioned chants and stories are to be delivered to the school administration, and the school administration must send them
via an official letter to the Curricula and Books Division in the directorate to which it belongs. The said division must unify them
and send them via an official letter to the Directorate of General Technical Affairs / Directorate of Curricula and Books, by a date
no later than 7/31/1970.

We would like to inform our female and male colleagues, members of the educational family, that the special grant received
by the union member whose health condition requires treatment outside Iraq according to medical reports
issued by the appellate committee in the Ministry of Health requires the union member to present, after their return
from outside Iraq within a period not exceeding one month, evidence of the treatment by submitting
a medical report certified by the Iraqi Embassy in the country where the treatment was received. Otherwise, the
Social Security Committee in the Teachers' Syndicate will be forced to recover the aforementioned grant from the union member through the methods
it deems appropriate.
