Please instruct the secondary, intermediate, and primary schools affiliated with you to operate in the evening for a period of
one week starting from 8 / 9 / 1970 for the purpose of registering illiterate individuals wishing to learn, and upon reaching
the number of (10) registered students in each school, the necessary measures shall be taken to open a popular literacy center.
However, if the number of registered students does not reach (10) in the school, it is preferable to add them to
those registered in the neighboring school to open a popular center with a student count of (10) or more,
and inform us.

Statement from the Minister of Planning to the honorable citizens regarding the bonds of
the Production Loan
O Citizens:
The construction of the economic and social structures outlined by the new National Development Plan requires the use of
all capabilities, whether material, represented by land, machinery, equipment, and facilities, or
human, represented by education, knowledge, and scientific research.
If necessity dictates that the state finances investments for development purposes, then national duty
dictates that we link investment policy in general and savings policy in particular on the basis that such a link
aims to achieve more national work in the field of development to reach the common good and a better future
for the people.
For this reason, the Ministry of Planning, based on the authority vested in it under Law No.
17 of 1970, has issued Production Loan bonds in two categories: the first is the five-dinar category per bond, and the second
is the one-hundred-dinar category per bond, taking into account all economic levels of the people to provide the opportunity to obtain
those bonds to all citizens.
O Citizens
The proper organization of citizens' savings to stand against extravagance and prevent waste is a matter necessitated by the requirements of development
and sound planning; therefore, the government has spared no effort to achieve this goal through various means, including
the issuance of Production Loan bonds, for which the aforementioned law granted the bondholder several advantages, which we summarize
as follows:
1- Exempting the capital of the bonds from all taxes and fees, including income tax.
2- Accepting the bonds as security in all tenders and undertakings conducted by official
and semi-official government institutions.
3- Considering the bond as cash against the guarantees legally taken from officials, employees, or workers,
merchants, business owners, and all other persons.
4- Circulation of bonds among the public without restriction or condition.
5- Ease of mortgaging the bonds when the need arises, just like any movable property with material value.
6- Allocating (369) ⟦prizes⟧ annually, with amounts ranging between five thousand dinars and fifty dinars, paid
to the winner by drawing three times a year, while giving the bondholder the chance to win prizes throughout the period
the bond remains in their possession.
7- Granting interest at a rate of ⟦4%⟧ annually for the one-hundred-dinar category bonds and 6% for the five-dinar category bonds, half of which
is paid in cash and the other half is paid in the form of prizes.
In view of the above, we call upon citizens, public sector institutions, and private sector investors
to take the initiative to acquire Production Loan bonds, which can be obtained from all banks in various
governorates and from the accounting departments in all official and semi-official government institutions.

Civil Defense Medal
In the name of the people
Presidency of the Republic
Based on the provisions of paragraph (b) of the amended Article Fifty of the Interim Constitution and based on what
was presented by the Minister of Interior and approved by the Revolutionary Command Council, we have issued the following law:-
Article One: - A medal shall be created under the name of the Civil Defense Medal, whose shape, ribbon colors, and wearing shall be determined by a
special regulation.
Article Two: - The medal shall be awarded by a Republican Decree based on a proposal from the Minister of Interior to those who perform
great services, excellent work, or supreme sacrifice in civil defense activities.
Article Three: - This law shall be implemented from the date of its publication in the Official Gazette.
Article Four: - The ministers shall implement this law.
Written in Baghdad on the ninth day of the month of Rabi' al-Thani for the year 1390.

To ensure the accuracy and speed of implementing the general population census operations scheduled to be conducted on
10/26/1970, the Presidency of the Diwan of the Presidency of the Republic informed us in its letter No. 7368 dated
7/12/1970 that the Revolutionary Command Council has approved the following:-
First - Authorizing the Governors with the necessary powers to facilitate the tasks of the general census
in accordance with the provisions of laws, regulations, and instructions.
And they may, for that purpose, take the following measures:-
A - Assigning officials and employees, excluding judges, to carry out general census work.
B - Seizing all means of transport belonging to ministries and government departments located
in the governorates and utilizing them to serve the general census operations.
C - In the event that government transport means are insufficient, the Governor may use private
transport means for the required purpose.
D - Disbursing the necessary amounts required for the general census operations, charged to
the special budget for the general population census.
Second - The commands of the armed forces in the governorates (Army and Local Police) shall place the
transport means belonging to them with their drivers at the request and disposal of the Governors for census purposes
in accordance with the plan agreed upon between the concerned parties.
Accordingly, we kindly ask you to take the necessary measures to implement the decision mentioned above in a way that ensures
the success of the general population census. With appreciation.

The Conference of Ministries for Coordinating Civil Defense Work in the Republic recommended in its thirty-fourth session
held on 5/19/970 that Civil Defense should have a week called (Civil Defense Week) and that its
timing should be in the month of October of every year to facilitate the participation of ministries, interests, institutions, and departments
including popular organizations, especially the National Union of Iraqi Students, the Labor Union, and youth centers
in the activities of this week, and to benefit from these activities in spreading civil defense concepts and its works
by taking advantage of the annual Baghdad Fair, which is usually held in this month of every year, in addition
to the date of resuming studies in institutes and schools of all levels.
Based on the endorsement of the Higher Civil Defense Committee in the Ministry's Office in its fifteenth session
held on 6/16/970 (the idea of the aforementioned week), we emphasize the necessity of embodying civil defense concepts
through the activities of self-protection teams in your departments, or displaying its slogans on banners, or giving public lectures
in school classrooms and other places, in addition to social practices in cooperation with other organizations
all of this in order to contribute to strengthening the internal front and raising its moral level to the extent of
the historical responsibility of our armed forces stationed on the front line for the sake of restoring our nation's
historical dignity. Please accept our utmost respect...
