For all of the above, the following objectives must be met in plays, activities, anthems, newsletters, and plastic arts
exhibitions:-
1- That the dialogue of the plays, the lyrics of the anthems, and the content of the newsletters and plastic arts exhibitions include what serves
the students and guides them in an easy style that the student understands, provided that this style does not deviate from the principles of
language and school education, and that it be far from insults, mockery of others, or physical defects

2- Emphasizing all national sovereignty, the unity of the Arab nation, and its goals in liberation from backwardness
and fragmentation, in building a progressive socialist society, and in linking national life with its human and global horizon.
3- That the activities develop the spirit of innovation and renewal among the youth to exploit their energies in a creative way
and develop scientific thinking and human ideals, and emphasize spiritual values such as tolerance, cooperation, and non-fanaticism,
staying away from regionalism and sectarianism, and embodying these ideals in the individual's behavior and relationships with others.
4- To be abreast of events and embody the achievements and gains of the revolution to rally the masses around the revolution and its goals
and steadfastness in the struggle against colonialism, Zionism, and imperialism. All this in a conscious, understandable manner.
5- Victory for the Palestinian revolution and linking the Arab struggle with the dimensions of the global revolution for the liberation of
man from colonialism and fighting Zionism, which is hostile to humanity and linked to the wheel of global
imperialism.
Artistic Committees:-
1- The following artistic committees shall be formed in each school to achieve the goals of artistic activity:
a- Acting and Theater Committee
b- Music and Singing Committee
c- Plastic Arts and School Newsletters Committee
d- (Text Examination Committee, headed by the school principal and membership of the Arabic language teacher
and the activity trainer)
2- These committees must be effective and have purposeful activity that achieves the purposes mentioned previously.
The Directorate of Fine Arts is very keen to facilitate the tasks of these committees, hoping that they will not be
formal in existence and devoid of effectiveness. Inspectors must inspect the activities of these committees and hold the school
administrations that fall short in their artistic activities accountable.
Instructions for holding school artistic parties and festivals:-
1- Applications for holding parties, festivals, exhibitions, and free and non-free cinema shows are submitted
to the Directorate of Education in the governorate / Artistic Activity by an official letter, and it is not permissible to approach any other
party.
2- In each Directorate of Education in each governorate, a committee shall be formed to examine and permit printed magazines, wall
newsletters, free and non-free cinema shows, materials for theatrical and musical parties,
and plastic arts exhibitions, consisting of the Director of Education or his assistant, one of the Arabic language inspectors,
and the artistic activity supervisor. As for the sketches, plays, and school anthems in the Arabic language
and colloquial, they are sent to the Directorate of Fine Arts in two copies for the purpose of permitting them and returning them to the Directorate of
Education stamped with the examination stamp of the Directorate of Fine Arts.
3- As for sketches, plays, and school anthems in the Kurdish and Turkmen languages in the northern governorates,
they are permitted by the examination committee in the governorate and are not sent to the Directorate of Fine Arts.
4- The following information is included in the application for holding a non-free party:

to the competent authority to be stamped according to the rules before being offered for sale.
7- All sold tickets are returned with the expenditure lists in two copies signed by the supervising committee to
the accounts in the Directorate of Education (Accounts) for auditing, and sending the unsold tickets
with a copy of the expenditure lists to the responsible authorities to issue the necessary statement regarding that.
8- It is strictly forbidden for male and female students to visit the Directorates of Education and other departments to complete party transactions
and visits to these departments are limited to one of the members of the administrative or teaching staff in the school.
9- The school administration is responsible for the attendance of the technical trainer during his work, and his attendance hours are marked in his schedule
weekly.
10- The school administration chooses one of the teachers to assist the trainer in training the students and controlling their attendance and implementing
the technical trainer's instructions.
11- The technical trainer submits to the school administration a list of the materials required for the party, including scenery, clothes, lighting
and other technical tools, a sufficient period before the date of the party presentation, and the purchasing committee in the school must
provide the required materials by purchasing them from the school activity funds and recording the non-consumable ones
in the furniture register belonging to the school.
12- It is strictly forbidden to present any unauthorized activity or to invent improvised scenes regardless of the occasion, or to add
or delete any sentence or word from the authorized activity, and the school administration is responsible for that.
13- It is strictly forbidden for anyone other than the trainers and composers appointed by the Directorate of Education to participate or enter
the schools to supervise activities or present any improvised segment in the party or present any other work
in the party, whether inside or outside the school. As for the entry of the photographer into
the school to photograph the party, it shall be according to the choice and approval of the school principal and under his responsibility.
14- The trainer selects a suitable center for training in terms of capacity and location in his sector, and selects from each school
in his sector a number of talented students to train them in these centers on activities, whether they are
theatrical or musical, and it is taken into account in this that the training of boys' schools be separate from the training of girls'
schools.
15- Each trainer, according to his specialization, forms a theatrical, musical, or choral group in his sector from the students
amateurs, provided that the student owns the musical instrument he wishes to learn. The students' arrival
to the training center and their return shall be accompanied by the anthem teacher (male or female) in the school.
16- The Arabic language teacher in the school is responsible for the vocalization of words and controlling the grammar rules

to the problem of dual employment. In this regard, we refer you to the letter of the Presidency of the Council of Ministers
(Abolished) No. 1186 on 1/2/1969, which states that there are a large number of state employees
working in private companies and private interests (outside official working hours), which

some residues of those eras remain stuck in the minds of some citizens, such as clinging to

its commitment to the principle of rights for all according to fixed foundations, at the same time calls upon all

Upon conducting an inspection of some buildings belonging to our local governorate administration, it was noted
that some school administrations place broken desks on the roofs of the aforementioned school buildings.
It was also noted that filth has accumulated on these roofs as a result of not being cleaned by the school
employees, and this leads to the obstruction of rainwater flow to the gutters. Furthermore, the balls that
children throw roll into the mouths of the gutters, which also acts as a barrier to the flow of water
in a normal manner. All of this results in serious damage to the school buildings that
our local governorate administration constructs and for which the state spends vast sums of money for their establishment
and sustainability. Therefore, we will hold the school administrations occupying these buildings responsible for all
damages incurred as a result of the aforementioned negligence. Therefore, please circulate this letter of ours to all
schools affiliated with your directorate as quickly as possible and inform us, please.

Based on the requirements of the public interest and for the purpose of organizing visits for patients hospitalized in Medical
City, we have decided the following / -
1 / Private visits to the aforementioned institution during official working hours are strictly prohibited.
2 / Patient visits in paid and free rooms start from five to six
in the evening every day except Friday, when they start from ten to twelve noon.
3 / Visits shall take place in the designated waiting rooms on the floors, and visitors are not allowed to enter the patient's
room unless their health condition does not allow them to leave the bed.
4 / It is forbidden to bring children and bring food inside the institution during the visit.
5 / No more than two visitors are allowed for each patient at one time.

It was decided to hold a meeting in Al-Khuld Hall for the headmasters and headmistresses of secondary, intermediate, primary schools, kindergartens,
basic education centers, and private schools affiliated to you, according to the following dates:
1- The meeting for headmasters and headmistresses of Al-Karkh will be on Sunday, 27 / 9 / 1970, at nine o'clock
in the morning for headmistresses, and at eleven-thirty in the morning for headmasters.
2- The meeting for headmasters and headmistresses of Al-Rusafa schools will be on Monday, 28 / 9 / 1970, at
nine o'clock in the morning for headmistresses, and at eleven-thirty in the morning for headmasters.

Stemming from the spirit of cooperation that has prevailed between us and you since the beginning of the campaign to collect donations for the Mujahideen
Palestinians and the families of their martyrs, we urge our brothers and sisters, the teachers, to donate to those
who gave their lives cheaply for the sake of liberating the homeland and the usurped land. We must now strengthen
their resolve by continuing our holy war against the colonialists and criminal Zionists with money, which is the least that can
be offered to them. We also request you to visit the primary accountant in this directorate to receive the cards designated
for your schools and distribute them according to the salary percentages shown below and inform us.

01) - Prohibited from employment or use in official and semi-official departments, companies,
institutions, and factories.
02) - Shall not be granted a piece of agricultural land.
03) - No complaint shall be accepted from him in police stations or courts.
04) - He has no right to conduct a marriage contract.
05) - He has no right to participate in any club.
06) - He has no right to join syndicates.
07) - It is not permissible to accept his stay in hotels.
08) - Holding the father or guardian of the evader or deserter accountable for the reasons for evasion or desertion.
