Copy of the letter
In order to mobilize all creative energies in the country and so that school artistic activities contribute to supporting the revolution
and rallying the Arab masses around it, enabling them to provide more revolutionary achievements embodying the aspirations of the Arab
nation and its noble goals in unity, freedom, and socialism, and to implement the goals of school artistic activity
and its instructions communicated to all schools. It has been decided to hold three sectoral exhibitions in each governorate of the
Iraqi Republic under the slogan (Art and the Revolution). Provided that each sector has one exhibition in which all boys' and girls'
schools in that sector contribute with various artistic products, and these exhibitions shall be prepared for opening before
the end of the first half of the school year. We hope to hold accountable the school administrations that fail to participate
in their sector's exhibition, as well as holding accountable the teachers of art education and appreciating the efforts of outstanding students and their schools.
The supervisors of artistic activity in the governorates must define the schools of each sector and prepare the permanent and appropriate place to hold
the exhibitions in. As for the conditions of the artistic products whose participation is accepted in the aforementioned exhibitions, they are:-
1- They must have purposeful themes embodying the achievements of the revolution and its goals.
2- They must clarify the justice of the Palestinian cause and the ugliness of the crimes of the Zionist invaders and their masters.
3- They must embody the struggle and steadfastness of the heroic Palestinian fedayeen against the Zionist occupation.
4- They must depict the tragedies, heinous crimes, and disasters that befell our Arab people in Jordan as a result of the sedition
stirred up and paved for by colonialism and its agents in brotherly Jordan.
5- The drawings of middle and preparatory school students must be colored and framed (as for children's drawings),
they should be colored and pasted on cardboard, provided that the student's name, age, school, governorate, and the name of the picture
are written in clear handwriting on the back.

It is no secret to everyone that the aim of education is not just learning
reading and writing, but there are higher goals and objectives than that,
which are instilling high morals and strengthening self-confidence to prepare a generation that possesses those
high human morals, aware of its national and humanitarian mission... which
led thinkers to set plans and regulations that help the educator in creating
that rising generation... and unfortunately, recently,
many complaints and grievances have begun to pour in regarding the behavior of some
of our fellow teachers and instructors, due to their following non-educational methods applied against
students, such as beating and uttering profane words that do not befit the social status of an educator.
We, in turn, refer you to the wording of Article Forty-Six of
the Primary Schools Regulation No. 63 of 1968, hoping for commitment to its content
in text and action, and to stay away from all methods harmful to education and follow scientific
educational means in raising students and raising their scientific and social level,
by creating a spirit of competition and allocating prizes for outstanding students and other
effective scientific methods, and staying away from means of beating and insulting... We also hope
all female and male colleagues not to burden students with requests that would
exhaust their parents economically, and to rely on the simplest
and cheapest materials, especially in art lessons, physical education, and the quality
and size of notebooks, as the point is not the thickness and quality of the notebook, but in
the scientific material that the student receives from his educator... As we call upon
all sisters and brothers to follow what is mentioned above, we are certain that you
are as we have known you, the candles that burn to light the path for
those walking upon it.

Please be informed that the Arab Organization for Standardization and Metrology of the League of Arab States has informed us that
a resolution was issued during the Arab session for the research and development of measurement and compliance systems last April
regarding the appeal to the governments of Arab countries to teach international units and measuring devices based on them
at ⟦all⟧ stages of education, and that nothing else should be taught in this field, provided that they also work to encourage the authorship
and translation of scientific references that include these units and no others.
This is with the knowledge that Iraqi Law No. 47 of 1931, amended by Law No. 35 of 1934,
and the regulations issued thereunder in 1935 and 1939, and Regulation No. 15 of 1960, make it
from a legal point of view, the use of anything other than the kilogram for weight and the meter for measurement prohibited throughout Iraq.
Please cooperate with us in this field to preserve the public interest, and we thank you.

Further to our notification 52733 on 20 / August / 1970
And in implementation of the provisions of Law No. 66 of 1970, the Third Appendix Law to the Military Service Law No. 65 of 1969
The following are the points related to the subject, please circulate them to your units and act accordingly: -
1- The cash substitute in the amount of (100) one hundred dinars is accepted from the category of those wishing to pay it among the conscripts and ranks
assigned to compulsory service or reserve service under the Military Service Law No. 65 of 1969
amended, born in 1947 inclusive, from those who: -
A- Were previously called up to perform one of these two services and are still continuing in them.
B- Their compulsory service was postponed for a legal reason (such as teachers and school students ... etc.)
C- Failed to join one of these two services or who violated the provisions of the Military Service Law
D- Reserved persons from military service.
2- The cash substitute is paid to the recruitment officer for conscripts not joined the service in their recruitment department
against an accounting receipt Form 37 given to the payer of the substitute.
3- The cash substitute is paid to the unit's payroll officer for the conscripted ranks covered by Article (1) above
4- The recruitment officer marks in the service book of the substitute payer the following phrase: -
(Exempted from the penalty of failure to report and from performing compulsory service or reserve service based on his payment of the cash substitute
under receipt number .... on / / 1970 based on Law No. 66 of 1970, the Third Appendix Law
to the Military Service Law No. 65 of 1969)
And the same phrase is marked in the basic register and the draft.
5- The unit commander and the assistant or the administrative staff officer in the units mark in the identity card and service book of the cash substitute payer
the following phrase: -
(Exempted from the penalty of failure to report - if he was a defaulter - and from performing compulsory service or reserve service based on his payment
of the cash substitute under receipt numbered .... on / / 1970 based on Law No. 66 of 1970

6- Anyone who pays the cash substitute from the ranks mentioned in paragraph (5) above shall be discharged immediately - if there are no
other reasons preventing his discharge - and this shall be published in the second section orders and marked in his identity card and service book
according to the procedures, and the book and a copy of his identity card with the cash substitute payment receipt shall be sent directly to his recruitment department
and it is not permissible to deliver that by hand to the discharged person so that his recruitment department can mark that in the recruitment records and his service book
7- The cash substitute is not accepted from conscripts and ranks who are graduates of the colleges of medicine, dentistry, and pharmacy
as well as from students of the mentioned colleges who were born from 1931 up to 1947 inclusive.
8- Service books are issued to the defaulting conscripts to whom they were not previously issued, provided that an examination is conducted for them
and their failure to report is established, then their payment of the cash substitute and their exemption from the crime of failure to report is marked.
9- The cash substitute is accepted from the relatives of the conscripts covered by it who are outside Iraq after they present
their military service books.
10- The cash substitute is accepted from the conscripts covered by the above law who are outside Iraq through
embassies, diplomatic missions, and consulates or whoever acts on their behalf, provided that the accountants of these entities
receive the substitute amounts and send the receipt with the conscript's service book to the General Recruitment Directorate to mark that
in the basic register, the draft, and the military service book, and after marking, return it to him. In the event of the absence
of a service book with the conscript, it is necessary to submit a petition signed by him in which he pledges that he did not contact the recruitment
departments and did not receive a military book previously and that he was not a conscripted or volunteer soldier, and this petition of his is sent with
his available civil status documents accompanied by the cash substitute receipt to the General Recruitment Directorate

for the purpose of organizing a military service book and marking the payment of the cash allowance in it, provided that these documents are placed in a
special file.
11- These instructions shall be implemented during the period of validity of the law, which is (90) ninety days, starting from 8/20/70
until 11/17/1970 inside.
12- The cash allowance shall not be accepted from the ranks covered by this law who are absent or deserters unless they report
to their units through which the cash allowance is received from them.
13- Recruitment officers shall deliver to the treasuries of the districts and provinces and to the military treasury for the recruitment departments of
Baghdad the amounts of this allowance they have collected before 12:00 PM every day, provided that these
amounts are sent to the treasuries with an official letter and a copy of it is given to the competent accounts officer.
14- Recruitment departments and military units shall inform the Directorate of General Military Accounts and the Directorate of General Recruitment
of the total amounts received from the payers of the cash allowance twice a month, i.e., on the
first day and the fifteenth day of each month, provided that the final status is sent on 11/17/970. The Directorate of
General Military Accounts and the Directorate of General Recruitment must inform the Directorate of Military Operations by telegram
of the status on the mentioned date and upon the end of the cash allowance period.

The Teachers' Syndicate extends its greetings and wishes to inform you that the Council of the Union of Arab Teachers which
recently convened in Cairo decided that the Seventh Arab Teachers Conference will be in Kuwait and during the month of
March / 1971 instead of its previous date which was scheduled to be held in Lebanon during the month of September
/ 1970. Two topics have been added to the research topics that will be presented at the aforementioned conference. Requesting
the circulation of this letter of ours to the teaching bodies and urging them to participate in the aforementioned conference by preparing research
of their choice, provided that the Syndicate is informed of the names of those who wish to participate by submitting research and the title
of the research they chose. Note that the deadline for submitting research to the Syndicate is the beginning of the month of November
/ 1970.

Objectives of School Artistic Activities:
The July 17 Revolution came to be a dividing line between the backward old and the developed modern
The revolution extended to all aspects of education and swept away all backward and failing elements
obstructing the path of the sublime revolution towards a civilization that restores glory to the Arab nation.
Fine arts possess the ability to participate in pushing the masses of students towards awareness of the issues of the Arab nation
and directing the youth in a national direction aimed at forming the new Arab person who believes in his Arabism
and interacts with his environment and era, struggling for the unity and freedom of the Arab nation through school theater
teaching students the principles of socialism while deepening the importance of production and the honor and sanctity of work and resisting
social discrimination and the narrow understanding of patriotism.
The students' practice of artistic activities themselves would provide them with the power of observation and boldness in speech
and initiative in work, and eliminate shyness in them, in addition to other benefits such as accustoming students to
correct delivery, influential expression, cooperation, good order, obedience, benefiting from free time, and appreciating
literary texts that nurture taste and artistic sense. Artistic activities also aim to spread joy and pleasure
in school life and awaken the students' sense towards creativity and innovation and create a spirit of honorable competition among them
