Clarification regarding the cash allowance

Based on the telephone conversation that took place between the First Deputy of the Teachers Syndicate and the Director of General Recruitment
regarding the inquiries of teachers covered by the cash allowance, the following has been agreed upon:
1- Each teacher covered by the cash allowance shall submit a request to the Teachers Syndicate branch in the governorate where they work
indicating their desire to pay the cash allowance.
2- The submission of this request must not be delayed beyond the date of 11/17/1970, which is the final deadline set for visiting
recruitment departments for those covered by the cash allowance.
3- The Syndicate branch in the governorate must send these requests as they arrive to the General Recruitment Directorate
to facilitate them there.
4- There are other legal procedures that will facilitate the process of paying the cash allowance and visiting recruitment departments and the Rafidain
Bank, which will be announced after they are ratified.

corruption that the revolution came to eliminate and eradicate—and it is truly regrettable that it reaches
our ears that some still believe in these dangerous, erroneous concepts that lead to
discrimination between citizens—is that the reality of the revolution came to serve citizens without discrimination based on color, gender,
religion, or political affiliation, but rather according to their sincerity and dedication to their duties. The goal of the revolution
is national unity and its consolidation on solid ground to launch toward the greater goal, which is the unity of the Arab nation.
Therefore, we call upon all our brothers to rise to the level of responsibility and fulfill their national duty
by reporting every divider and conspirator to expose them, unmask them, and inflict the maximum penalties upon them so
that the revolution may proceed on its drawn path to achieve the goals of our nation in Unity, Freedom, and Socialism.

projects are urgent needs in our developing country, and popular work to complete these projects and others is a necessity dictated by the circumstances
of the stage we are passing through today. In addition to its economic and social benefits, it creates an awareness among the masses that complements
the problems surrounding them and an initiative for work and advocates for cooperation among all groups of people, including workers, peasants, soldiers,
employees, and students, so that every individual feels that they are an important member of their society and senses the importance of the principle of collective participation in developing
the country. And believes in the necessity of cooperation with the national government in public service.

We have reviewed what was included in its attachments, and we hope that the health education course, which the Governorate Health Presidency
thankfully opened, will have its practical impact among students in schools, by having the course participants - and other teachers
- supervise the formation and guidance of school health committees, from which health sub-committees branch out, the number of whose members
is determined by the teaching bodies in schools, whether few or many, relative to the number of students in each school, each according to its capacity. These committees shall be entrusted with carrying out many health
activities that will bring great benefits and advantages to all students in their schools, environments, and communities, which
most of our school and external communities are still in dire need of adopting and putting into practice.
Through these health committees, it is possible to exert more effort in teaching health education and making it practically implementable,
so that students learn through them good health habits, such as taking care of personal hygiene and school cleanliness, and paying attention -
to first aid by utilizing the school pharmacy fully and fruitfully, and investigating the cases of sick students who
might be forced by their illness to drop out of school permanently while they are in their early educational stages, and finding ways to treat their problems
to continue their studies in cooperation with and under the guidance of the School Health Directorate in the governorate. All this and more, as reached by
the creativity of the teaching bodies and members of the health committees, will create a living healthy environment in the school community that befits the students
and is consistent with the health information they receive from their school. The impact of this may extend to affect social life as a whole.
We hope that appropriate steps will be taken to implement this and to inform us.

The development of a long-term educational plan depends primarily on accurate and precise statistical information that
the Directorate of Educational Statistics collects. As it places in the hands of officials in the country in general, and before
officials in the Ministry of Education in particular, information that introduces them to the reality of education and assists them greatly in
the process of educational planning by drawing the future for generations in the coming years.
There is no doubt that any educational planning process that is not based on scientific planning that depends largely on
accurate statistical information will be destined to stumble and lack a clear vision of the future. In view of the extreme importance of this subject
for the future of education, we have decided the following:
First - Considering Sunday, November 15, 1970, as Educational Statistics Day, in order to obtain homogeneous statistical
information about the educational situation for all schools throughout the country.
Second - Teaching shall stop in all schools during the first hours of this day.
Third - A teachers' council shall be held on November 14 to discuss the contents of the statistical booklet so that everyone
is aware of what is in it and to remove any ambiguity or confusion regarding the information required to be recorded in the booklet.
Fourth - Tasks shall be distributed to all members of the teaching staff, and the duty of each of them shall be determined in the process of collecting statistical
information and submitting it to the school administration, so that the latter, in turn, performs the process of consolidating the information
and recording it in the statistical forms according to the instructions contained in the booklet.
Fifth - Work by all means available to you to deliver the statistical booklets to all schools located
in your area before November 2.
Sixth - This letter of ours shall be circulated to all school administrations with a request to them not to fill out the statistical booklet except on
Educational Statistics Day, which is November 15, 1970, provided that it is returned to you on November 16
after being filled with the required information and thoroughly audited.
On this occasion, we call upon all our brothers working in the field of education to give this aspect their attention
as a contribution from them in developing an educational plan that leads to raising the level of education in the country, and from God comes success.

The Deposit Law No. 37 of 970 was issued and considered effective from 4 / 6 / 1970
And what this law included is the following: -
1- The deposit center is the National Library in Baghdad
2- Delivery of works and what is considered as such to the deposit center
3- Works and what is considered as such include the following: -
A - Books, pamphlets, brochures, and others if they are prepared for publication
B - Books, brochures, pamphlets, reports, and statistics printed and published by the government for the purpose of sale and distribution
C - Publications prohibited by the competent authorities
D - University theses (dissertations)
E - Artistic models and sculptures if prepared for commercial purposes in multiple copies
F / Official, semi-official, and private magazines and newspapers
G - Atlases, illustrations, and maps
H - Visual and audio tapes and explanatory slides
I - The Official Gazette (Al-Waqai' Al-Iraqiya)
J - Musical and lyrical publications (sheet music)
K - Other materials that the Ministry considers works or what is considered as such
4- The owner of the printing press must deposit five copies of the works in the deposit centers
5- The head of the official department must deposit five copies of government works prepared for sale or publication in the deposit center
6- In the event of failure to deposit works and what is considered as such, the deposit center has the right to purchase them and collect their prices from the parties

Further to our letter No. 56884 dated 10 / 10 / 1970.
First - Below is a copy of the letter from the Directorate of Primary Education No. 43449 dated 13 / 10 / 1970 regarding the holding of plastic arts exhibitions. Please review it and present it to the teaching staff members concerned with art education and calligraphy to act accordingly, noting that your schools have been divided into three sectors for the art exhibitions.
A - Sector of Karrada Al-Sharqiya schools (inner and outer), New Baghdad, Al-Mashtal, Officers City, Al-Za'franiya, and Salman Pak. Their unified exhibition will be held in the hall of Al-Abrar Primary School for Boys (Al-Nidal Street behind the Red Crescent). The exhibition committee will receive your students' works in the same hall during official working hours from Saturday 5 / 12 / 1970 until the 8th of the same month. The exhibition will open on Saturday 12 / 12 / 1970 for a period of one week.
B - Sector of Rusafa schools (from Tahrir Square to the Iron Bridge), Al-Thawra, and the rest of the neighborhoods located on the left bank of the canal. Their unified exhibition will be held in the hall of the Preparatory School of Commerce in Bab Al-Muadham. The committee will receive the students' works during official working hours in the same hall starting from Sunday 13 / 12 until Thursday 17 / 12. The exhibition will open on Saturday 26 / 12 and remain open for a period of one week.
C - Sector of Adhamiya District schools - from the Iron Bridge to the head of the canal. Their unified exhibition will be held in the hall belonging to the Directorate of Fine Arts located in the Evening Teachers Institute - opposite the Directorate of General Technical Affairs. Your students' works will be received in the same hall during official working hours starting from Sunday 27 / 12 / 1970 until Thursday 31 / 12. The exhibition will open on Saturday 9 / 1 / 1971 and continue for a period of one week.
Second - Our directorate requests all schools to participate in these exhibitions. Prizes will be allocated to outstanding students and the efforts of their schools will be appreciated. At the same time, schools that fail to participate in their sector's exhibition will be held accountable, noting that this mandatory participation does not prevent any school from presenting its own special exhibition later on.
Third - The following named individuals will visit your schools for the purpose of consulting with those concerned in the field of art education and to prepare for the exhibitions mentioned above. Please facilitate their mission. In view of the large number of schools and the lack of time, we point out that their inability to reach some of your schools does not at all mean forgetting or neglecting that part; appreciation is full, respect is complete, and our hope is firm in the good response of everyone.
