Some private schools prepare food for their students for the lunch meal and have provided a hall for them
in which they eat that meal, and this is good considering the period of time the student remains
in the school. However, the problem remains for the male and female teachers to whom that meal is not provided except for a price,
which costs them due to their low salaries. Since it is in the interest of the school for the teaching staff to remain in the school
and participate in teaching children table manners, I suggest providing that meal to the teaching
staff free of charge by the schools concerned. With appreciation.

Reference to the Ministry of Foreign Affairs letter No. AM/1656/28 dated 15/11/1970
regarding International Human Rights Day on the upcoming tenth of December, which the world celebrates for the United Nations from
member states in commemoration of this anniversary and to celebrate this appropriately. We request that instructions be given to the schools affiliated with you
to allocate the first period of the day 10/12/1970 for this purpose, and it is fitting that this be within the following general
outlines:-
Twenty-two years ago, and as a result of the long human struggle for dignity, freedom, justice
and peace, the Universal Declaration of Human Rights was issued on the tenth of December 1948. Although the
Zionist entity in occupied Palestine has violated and continues to violate every day everything stated in the Declaration of Human Rights and commits various
types of crimes against our Arab people languishing under the yoke of occupation, and despite the transgressions and attacks
practiced by imperialism against peoples, this does not diminish the importance of the historical declaration; rather, the matter requires increasing
the struggle in order to transform what was stated in the declaration into a tangible reality.
The Declaration indicated in its first article that all people are born equal in dignity and rights
and they are endowed with reason and conscience and should treat one another in a spirit of brotherhood, and that every person has the right to enjoy all rights
and freedoms stated in the declaration without distinction due to race, color, sex, language, religion, political opinion
or any other opinion, wealth, birth, and without any distinction between men and women.
The declaration did not leave any detail of human rights without mentioning it and mandating its guarantee and respect,
such as the right to freedom, ensuring safety, prohibiting all forms of slavery, servitude, and the slave trade, and prohibiting any
person from torture and any other cruel treatment, and that all people are equal before the law. The declaration prohibited any interference in the
private life of the individual, his family, or his correspondence. It emphasized that the family is the basic natural unit and has the right to enjoy
the protection of society and the state.
The Universal Declaration of Human Rights guaranteed the right of every person to freedom of thought, conscience, religion,
opinion, and expression, and to practice honorable work suitable for him which does not conflict with the goals of society, and that every person
has the right to education, and education must aim at the full development of the human personality and to strengthening respect for fundamental
freedoms and developing understanding, tolerance, and friendship among peoples.. with appreciation..

In-service training is a new project to which the Ministry of Education has given great attention because it aims to raise the educational and professional efficiency of all workers in the fields of education and in various areas. It is necessary for the teacher to be aware of modern developments in educational concepts and the diversity of teaching methods to be able to perform their role in pushing the wheel of education forward to keep pace with the developed world, and based on the principles of the July 17 Revolution, the revolution that believed in the necessity of developing educational policy as a basis for building a society of unity, freedom, and socialism; we place in the hands of our brothers and sisters, members of the teaching bodies, the annual curriculum for the training unit in our directorate, hoping for cooperation with us in order to implement it and make it a success.

Minutes of the Third Session
The Training Unit Board in our directorate met with all its members on 15/11/970 and discussed the subject of the
unit's program for the academic year 1970/1971 and approved the following annual plan:-
First / Training Courses
1- Holding a course for primary school principals (male and female) whose service in administration ranges between 1-5 years.
This course will be held after the blessed Eid al-Fitr holiday.
2- Continuing to hold courses in various subjects as required by need and necessitated by changes in curricula
and available material capabilities.
Second / Lectures
These include two aspects:-
1- General cultural lectures related to our national, social, and economic issues:
a- Lecture: The Path of Palestine is the Path of Unity
b- Colonial ambitions in the Arabian Gulf
c- Saving and its importance in our economic life
d- Arab oil ⟦...⟧ and its impact on the battle
2- Professional lectures:-
a- Democratic administration and educational guidance
b- The importance of Parent-Teacher Associations
Third / Seminars
Holding open seminars in the form of study circles in which primary school principals (male and female) participate, discussing
school problems and finding the best ways to overcome them.
Fourth / Issuing a cultural magazine concerned with educational and cultural affairs. The magazine has been licensed by the Ministry of Information for publication
under the title (Generation and Message) and it will soon be in the hands of our brothers and sisters, the teachers.
Fifth / Model Lessons / Organizing model lessons under the supervision of the Training Unit in cooperation with the inspectors and benefiting
from the experiences of the teachers (male and female) who participated in the training courses by presenting such lessons, and they will be announced
in a detailed schedule.
Sixth / Educational Films and Recordings / Screening educational films and recordings in cooperation with the Educational Media Division
in our directorate and the Directorate of Educational Media in the Directorate of General Technical Affairs.
Seventh / Follow-up / Following up with graduates of the training courses and visiting them in their schools by the Training Unit Board
to determine the extent of the training's impact on their application of the new concepts they acquired in their field of work and identifying
the difficulties that prevent this for the purpose of studying them and trying to find appropriate solutions for them.

1- We refer to our letter 59193 on 2 / 10 / 1970 containing instructions for holding exhibitions
of fine arts for this year and dividing your schools into three sectors and dates for receiving exhibits
and the dates of the exhibition.
2- Schools located within Sector (A), which are the schools of Karrada Al-Sharqiya (inside and outside), Baghdad
Al-Jadida, Al-Mashtal, Officers City, Al-Za'franiya, and Salman Pak, are requested to note that their exhibition

In implementation of the decisions of the Educational Planning Commission.. the Ministry of Education opened during the July 17 celebrations a center
for vocational training called (Vocational Training Center) headquartered in Baghdad ⟦illegible⟧ Al-Iskan (in the building
new and adjacent to the former Baghdad Industrial Preparatory School / 1) and the center is affiliated with the General Directorate of Vocational Education
The center began its technical and professional activity on 31 / 10 / ⟦illegible⟧ and the door for membership is open to everyone
The total number of registrants so far has reached (512) male and female students, workers, earners,
employees, servants, and other citizens. The center will be open at nine o'clock
until one o'clock in the morning and from four o'clock until eight o'clock in the evening. The center contains
arts, handicrafts, and industrial arts as follows:-
1- Drawing and Design
2- Ceramics and Pottery (Ceramics)
3- Sculpture
4- Weaving of carpets and rugs
As for the industrial arts, they include the following departments:-
1- Mechanics
2- Electricity
3- Carpentry
Teaching is carried out by professors, supervisors, and specialized trainers for all the branches mentioned above, and they will be provided
Participants in these courses will receive a document at the end of the training and academic year, and an art exhibition will be held for the production
of the producers of these courses, and profits will be distributed as follows:-
25% for the producer, 25% for the training center, and 50% for the treasury. The center's plan is training and productive
working to introduce all arts into the Iraqi home at the lowest cost, and the main purpose of this center
based on the directives provided by the Educational Planning Commission is to train students who left
their studies - after primary, intermediate, and secondary school for many reasons - is to train them in various arts
and crafts and industrial arts to qualify them for work in various official and private sectors.
A permanent exhibition for artistic production has been opened and the center management welcomes visits.

The Baghdad Governorate announces to the honorable public the opening of short-term vocational courses (for a period of three months)
at the Vocational Training Institute for Boys and Girls affiliated with the local administration and youth in the Al-Harthiya area near
the new bridge in the building of the Zubaida Institute for Home Arts (formerly) in the subjects shown below. Therefore,
those interested, both girls and boys, should visit the administration of the two aforementioned institutes starting from Saturday,
7 / 11 / 1970, from nine o'clock in the morning until twelve-thirty in the afternoon
for the Girls' Institute, and from two-thirty in the afternoon until five o'clock in the evening for the Boys' Institute.
Studies in these courses will begin on Sunday, 15 / 11 / 1970.
